Council declares tehsil budget null, void over reported revenue gaps

ABBOTABAD: Abbottabad district council adopted a resolution against Chief Minister Pervez Khattak on Monday for barring district nazim and naib nazim from attending the opening ceremony of government rest house in Nathiagali.

According to district nazim Sardar Sher Bahadur when he and naib nazim Shaukat Tanoli were en route to Nathiagali on October 16, Assistant Commissioner Mir Raza called him and said they should not attend the ceremony as they would not be allowed by the CM to enter. Bahadur added Khattak had asked his chief secretary to convey the message to them.

According to a copy of the resolution received by The Express Tribune, the act of the CM was in violation of Section 14 (j) of the Local Government Act 2013. The district council including Pakistan Tehreek-e-Insaf Havelian district councillor Dr Usama condemned the act of CM. They demanded an apology from Khattak and threatened to boycott official functions in future if he refused to comply.

The resolution was supported by 40 out of 77 council members, including 12 PTI and PML-N members.

Power-duo

Even though Bahadur had served PTI as the district president for a long time, he was denied the party ticket which went to a relative of provincial minister Mushtaq Ghani. Bahadur won the election from Kehal union council and competed for the position of district nazim with a majority of votes in his favour, but he was denied the ticket once again as Ali Khan Jadoon, son of former PML-Q federal minister Amanullah Jadoon, was preferred. However, he lost against Bahadur who became nazim. Shaukat Tanoli who won against first cousin of Chief Election Commissioner Sardar Raza Khan, is the naib nazim.

The duo of nazim and naib nazim has already challenged defection clause 78 (A) of the Local Government Act 2013 in the Abbottabad bench of Peshawar High Court.

Meanwhile, two other resolutions were adopted by the Abbottabad district council on Monday. The majority declared Abbottabad tehsil budget null and void as it had serious revenue and expenditure gaps. They also passed a resolution demanding the release of district councillor Naveed Awan who was arrested by NAB on corruption charges.
