On July 22, Waseem had been given charge of Karachi Metropolitan Corporation (KMC) administration. But the BPS-21 officer declined to accept the position, claiming that he could not work under a junior person.
“I am a senior officer of grade 21,” an official quoted Waseem as saying. “How can I work under a local government secretary who is junior to me?”

On his refusal to take up the post, authorities withdrew the notification and designated Waseem as a senior member of the Board of Revenue.
The post of senior member Board of Revenue had been lying vacant after Mumtaz Ali Shah was transferred and appointed as chairman Anti-Corruption Department a few days ago.
According to the notification issued by Sindh government on Tuesday, the charge of administrator Karachi has again been given to commissioner Karachi Shoaib Ahmed Siddiqui.
This is the fourth time that the charge of administrator Karachi has rotated among as many people in last six weeks.

Furthermore, ever since former administrator KMC Saqib Soomro fled the country, there has been no permanent administrator. The position had been given to three different officers in the last month, but with little luck each time.
A CM House spokesperson had earlier insisted that Waseem will be taking over the charge soon, which he did not accept.
Moreover, Sindh government has also appointed Asad Zaman, as director legal, Anti-Corruption Department.
