Employment rules: Retired professor approved as principal

LAHORE: Chief Minister Shahbaz Sharif has approved a Health Department summary for the appointment of a retired professor as the principal of Dera Ghazi Khan Medical College in violation of the re-employment policy of 2003, The Express Tribune has learnt.

A Health Department official, seeking anonymity, said that the chief minister had approved the summary for Dr Eice Muhammad’s appointment by relaxing the rules and procedures set out in the policy.

The Re-employment Policy of 2003 states that the government can will only re-employ retired officials on contract following proper procedures and taking into consideration recommendations of a Reemployment Board or a Re-employment Committee.

The Reemployment Board is headed by the chief secretary. It considers the cases of officials to be inducted in BPS-17 and above. The Re-employment Committee is headed by the additional chief secretary. It considers the cases of officials from BPS-16 to BPS-17.

The official said that the Reemployment Board’s approval was not sought in Dr Muhammad’s case. He said the doctor was also too old according to the policy.

The policy lays down that no retired official above 63 years of age can be considered for reemployment. Dr Muhammad is above 65 years of age.

When contacted, Dr Muhammad said he had applied for the post. He said he could only make a comment after he received a notification of his appointment. He said he had not been called for an interview.

The health official said that besides the post in Dera Ghazi Khan medical college, the department last month advertised for three posts of principals at Sahiwal Medical College, Gujranwala Medical College and Sialkot Medical College.

He said dozens of applications were received but the department had made its selections without conducting an interview.

Additional Health Secretary Dr Mushtaq Ahmad Sulehria told the Tribune that the department had nominated four names for the posts.

He said a summary was sent to the chief minister which has been approved. He said the notification would be issued in a day or two.

About the relaxation of re-employment policy in Dr Muhammad’s case, Dr Sulehria said that the chief minister had approved the summary under set principles.

About the other three posts, he said that the appointment of three serving professors had been approved by the chief minister. These were: Dr Zameer Qureshi for the post of principal at the Sahiwal Medical College, Dr Attiya Khalid at the Gujranwala Medical College (he is a professor at King Edward Medical University) and Dr Tanveer Sherwani at Sialkot Medical College (he is teaching at the Post Graduate Medical Institute).

Dr Eice Muhammad has served as the chief executive officer at Jinnah Hospital, as principal at Allama Iqbal Medical College, Lahore; Quaid-i-Azam Medical College, Bahawalpur and Sheikh Zaid Medical College, Rahim Yar Khan. He was earlier a professor of biochemistry at the AIMC.
