UPPER DIR: Four new union councils have been established in Upper Dir district, pushing the total count to 32, said the district’s deputy commissioner. “120 village councils and three neighbourhood councils have been demarcated for local government polls,” said DC Dr Imran Hameed. Upper Dir Union Council Secretaries Association general secretary Sikandar Hazrat said funds exceeding Rs0.8 million were disbursed for the up-gradation of UC offices in 2010 yet most of the offices have unpaid utility dues.
