Look at the body language. General Sharif making eye contact, leaning slightly forward, has a determined look on his face. He appears the more assertive of the two.
Main sahib is sitting back, a bored expression on his face, eyes down (probably looking at the table wondering when the samosas are going to be served). He appears to be the more passive of the two.
One can only conclude that general Sharif is running the show.

Tell Sharif to follow National Action Plan in letter and spirit - otherwise you cannot last long - this is people of Pakistan asking for it and is a matter of national security.
