Housing societies fail to provide details to Senate

CDA seeks registrar’s help to push housing societies to comply.

ISLAMABAD: The Capital Development Authority (CDA) has sought help from the Circular Registrar Cooperatives to push housing societies operating in the capital to provide details of their operations.

Circular Registrar Cooperative monitors the affairs of cooperative housing societies in Islamabad.

CDA Deputy Director General Urban Planning Sarwar Sindu said that the Senate Standing Committee on Cabinet had directed CDA to provide complete details of the records of land and plot allotments by housing societies working in the capital.

But the housing societies had failed to provide details of their operations despite repeated reminders.

“Since CDA can only request the housing societies to prove their details, it has requested the circular registrar to implement the directives forcefully,” he added.

The committee in its last meeting had issued the directives after getting complaints from citizens that the housing societies are selling bogus plot ownership papers and one plot is being sold out to various parties. As a result, thousands of people have lost their hard earned money in these societies, the committee said.

According to the last survey, only 16 out of 55 housing schemes operating in the capital have received NOCs (No Objection Certificates) from the CDA. The remaining housing schemes have either been denied NOCs or are yet to fulfil legal obligations before they can receive NOCs.

A CDA official on conditions of anonymity said, “These housing societies are reluctant to provide details to the Senate panel because they have no land to sell and are collecting money by selling bogus files.”

He alleged that many illegal housing societies
have collected full land payments and development charges from thousands of applicants but have not handed over their plots.
