"During the winter, the Taliban cross the Durand Line into their shelters in Pakistan, where they get training and equipment, and come back along with new recruits the following spring," Daudzai, a close confidant of former President Hamid Karzai, told the Munich Security Conference Core Group Meeting in New Delhi.
Daudzai’s remarks come days after Ghani's statements in favor of marking an end the Karzai-era mistrust and to open an era of tension-free relationship.
"We must avoid accusing each other and must create an atmosphere of trust between us. Today, a new window has been opened in relations between the two countries. We hope that the new window will turn into a door and finally into a corridor of cooperation," President Ghani told the Pakistani National Security Adviser Sartaj Aziz in Kabul on Sunday.
However, the Afghan interior minister pursued traditional tactics at an international forum in sheer disregard to his president’s positive approach to open a new chapter in bilateral relations.
"They (Taliban) are accompanied by Pakistani-based extremist militant organisations as well as regional terrorist outfits such as IMU (Islamic Movement of Uzbekistan), ETIM (East Turkestan Islamic Movement) etc," Daudzai said, in a written speech posted on his official Twitter account on Wednesday.
He said the IMU and ETIM latter are using Afghan Taliban as guides to cross over to Central Asia and beyond.
"This means we are located on the crossroads of terrorists going back and forth from subcontinent to Central Asia, Middle East and China."
He claimed these militants have very close links with the drug and weapon mafia in Central Asia.
"With the help of the money they get from supplying drugs, they buy weapons to destabilise Afghanistan and the region as a whole."
Describing India as "an all-weather friend of Afghanistan," the Afghan Interior Minister admitted Kabul's failure to eliminate the Taliban, whom Karzai had always termed as the "sons of Afghan soil."
"We have challenges too, and rather serious challenges. We have not been able to break the Taliban movement and seasonal cycles," Daudzai, who served as Karzai's top diplomat in Pakistan.
However, Daudzai realised the key role of neighbours in the peace process with the Taliban.
“We all know that for a genuine peace settlement, our neighbors’ sincere cooperation is key. In this respect, we are inviting our neighbors to have a fresh look at the arising opportunities and see the threat that they are also now faced with,” the Afghan minister told the conference.

Dear Afghan Minister...what you have been doing all the time when you are/were in power...If you are not able to conceal your border why you are blaming other country for it, Pakistan has done remarkable job to eliminate terrorism and yes you help India and Taliban to keep attacking on us why not taking down Fazalulla. Its your time to go home now instead of giving such statements that can make problem for your country poor men still living in Pakistan...you must have hurt their feelings...Indians are friends to no one none of their neabours in happy with them.
Dump all Afghan refugees to Afghanistan ASAP.
Since the last 67 odd years the Americans and Chinese have helped build up the Pak arsenal, including the nuclear bomb....what could India do? It has been a one-way traffic so far. It is time to bring Afghanistan too under the Indian nuclear umbrella...
India considers Afghanistan an all-weather friend too. Together we can weather any storm.
@Amanullah Khan: "So USA-Afghanistan-India partnership will continue till Balochistan is separated."
Insha-Allah !!!
@Aschraful Makhlooq:
"Then why Afghan Muhajireen are living in Pakistan....?"
Why? One, the $3B that international community gave Pakistan to house them. Two, the parts of Pakistan that the Afghan refugees live are claimed by Afghanistan as part of Greater Afghanistan.
@Rawalpindi Kid: They only help and arm Afghanistan to backstab Pakistan, so they can fund terrorist activities inside Pakistan. Oh my! Doesn't the shoe pinch on the other foot? Remember 'strategic depth'?
The enemy of my enemy is my friend. Since Pakistan is only capable of creating enemies, eventually it will turn everyone else into friends of one another.
This is a road Pakistan chose, this is the only road Pakistan is capable of. You've been killing innocent Afghans for decades with your thugs, and you have the audacity to be offended when people do not trust your words?
And for those saying India hasn't taken in Afghan refugees, please read your (or rather the real) history. Afghans have lived in India for centuries, and a new wave arrived after the trouble started in the 80s. Karzai went to college in India on an exchange student program.
India also has refugees from Tibet, Sri Lanka, not to mention your own country's oppressed minorities.
Rawalpindi Kid, India and Afghanistan have had ties that go back millenia. The same goes for Iran with whom we share our ancient languages. Pakistan unfortunately sees the world through Saudi eyes nowadays which is the main problem in this region. All the rest are all old neighbours who have no animosity towards each other but very ancient connections.
@PakNo1 You reek of Indian troll.
Then why doesnt India let Afghan refugees settle in its country? I'm not passionately against Afghans in Pakistan (as long as they dont indulge in crime and terrorism) but then why isnt the All weather friend taking care of the millions of Afghans displaced due to a conflict whose roots belong in India as well (...Indians encouraging Soviets to invade Afghanistan so they can crush Pakistan from both sides; yes people this is where it all started)
@Hamood: Just FYI: For every Afghani refugee you take, you get paid by the UN as compensation.
NATO route as a monetization tool will expire in a few months and hence, no way, Pak can afford to lose this Afghan refugee monetization opportunity.
@Rawalpindi Kid: replace India--> China Afghanistan --> pakistan pakistan--> India
@Hamood: Don't even think of touching them? They will live there as per their will. They are our people out there to destroy our enemy.
How funny to see all the lovely comments from Indians here! India is only interested in Afghanistan for 2 reasons. Indians love money, so they are exploiting Afghanistan as long as there is US money flowing there, and as soon as that ends we'll see how fast Indian "help" evaporates as a drop of water in a desert. Secondly, all the "Indian" help is a mask to fund anti-Pakistan activities through the back door. Even the US Secretary of Defense called out India for those activities in his speech. On the other hand, Pakistan has historically helped Afghanistan, such as housing millions of refugees, and providing a land route for trade. All NATO supplies go through Pakistan to Afghanistan. As for the taliban, it is a joint Pakistani-Afghan problem that only they can together get rid of.
India is no friend of Afghanistan. They only help and arm Afghanistan to backstab Pakistan, so they can fund terrorist activities inside Pakistan. It is well known that India uses Afghanistan as the backroad to suplying weapons to insurgents. Surely the Afghan people know India otherwise has no love for them. There is no cultural, language, social, or geographical connection between India and Afghanistan.
So is another Abdali / Ghauri / Ghaznavi friendship delegation ready to visit Delhi then?
this shows that India and hindus have no animosity towards muslims. we are ready to cooperate with peaceful muslims but terrorists regardless of religion will be crushed. afghanistan was once a part of great hindu civilization. they were people of horse - 'ashva gan' in sanskrit. but they became deluded by a black wind of desert and see what they have become. we are ready to help our lost brethren as long as they curb their recently acquired violent tendencies.
killing all Taliban be the issue with Afgaan gov
Then why Afghan Muhajireen are living in Pakistan and why India doesn't allow Afghan Muhajireen to live in India and at least now India has to allow Afghan Mhuajireen to live in India when Afghanistan has declared India its all-weather friend and India has to fulfill this phrase to prove its all-weather friendship with Afghanistan,id est,a friend in need is a friend indeed??????
@zaffar: Are you kidding? What Pakistani sacrifices are you talking of? Pakistan's argument is based on one-track that Afghanistan and Pakistan are two Islamic nations which must oppose India and the alliance must be dominated by Pakistan. This doesnot work in the real world.
Pakistan along with their cronies, Taliban have brought nothing but miseries to Afghanistan. They had destroyed the city of Kabul with no trade, education, trade or health services. Pakistan had helped bring crude and primitive Sharia laws to Afghanistan while avoiding it in their own country. The gun culture, creating more Mujahid for use in Kashmir had been their prime objective. On the other hand, India has invested in developmental projects in building roads, parliament, hospitals, schools, police, etc and stabilised the country to quite an extent.
Do not forget the Greater Afghan Movement that does not recognise the Durand Line as the international border between Afghanistan and Pakistan. Even the puppet govt of Taliban refused to accept that when Pakistan govt insisted on it in 1996. KP, FATA are part of Afghanistan and is therefore disputed land. Why would afghan refugees leave their land?
@Humza: What did you expect after what your agencies are doing? I am disappointed that the ante has not been upped.
Good will and sacrifices of India are paying off.Indians were present in Afghanistan at the height of terrorism and lawlessness and were and are involved in development of infrastructure projects like roads, bridges, schools, hospitals and stadiums which directly improved the quality of lives of ordinary innocent afghan people.why pakistan could not get respect and good will of Afghan people even after giving shelter to millions because................
@Humza: Yup... Pakistan has been sending angels into Afghanistan to soothe the wounds with olive branch in one hand and first aid kit in another, building schools, roads, dams, hospitals, medicine, supplying food, making sure trade links are built, sponsoring Afghan kids education in Pakistan, Training Afghan army in Pakistan.... I wonder why is Pakistan so ill thought of...
Take heart, it is only 'all weather friend' and not 'higher than the himalayas, deeper than the ocean, sweeter than honey, stronger than steel, more valuable than eyesight' friend, which only Pakistan has!
Then Afghanistan should ask india to allow only 500,000 of its refugees to India. Why are we keeping them with in our country. Pakistan economy has suffered heavy losses from there presence.
ungrateful afghans, the afgahn refugees were given refuge in pakistan and they are involved in all kinds of crime like pampant smuggling of all goods from pakistan, steal cars in pakistan and moving them across into afganistan, kidnapping for ransom.
If they dont appreciate Pakistan sacrifices, then Pakistan should send back millions of Afgans living in pakistan.
@aisha: India will not allow a single immigrant from Afghanistan to enter in India as they r coming and living in Pakistan ,, These statement came from Govt as we know what kind of people these third world countries head ..
Those who have seen the days of Nehru and Indra Gandhi should remember that even Baacha Khan, the late Khan Abdul Ghaffar Khan, used to call Indra Gandhi 'daughter'.
@aisha: Well said.
Words alone are not going to resolve the long standing animosity that Afghanistan has towards Pakistan. I have no doubt that the new leader of Afghanistan wants relationships to improve but you can't blame them for being cautious. As far as the comments made by the IM .. there isn't much dispute that historically Pakistan has provided support/shelter for the Afghan Taliban - the question is whether they are going to continue. Pakistan has stated that it has changed it's policy but we have not read a single article which talks about Haqqani casualties which may indicate that once again Pakistan is saying one thing and doing another.
Now the "all weather friend" should take the millions of Afghan refugees from Pakistan and shelter them.
It's been reported that the new Afghan President, Ashraf Ghani is even more Pro-India. Afghanistan and India have strategic partnership that no other country has with it. So this statement is not surprising. Its the same thing as we have with China. Besides, USA will have 12 military bases in the country for many years to come. So USA-Afghanistan-India partnership will continue till Balochistan is separated.
I have met a few Afghan and Iranian students. Their friendship, affection and loyalty warms the cockles of my heart. However, the treatment meted out to their women is primitive. But, the media has demonized men, no doubt..
@SEAsian: The fact is that Afghanistan will always remain a puppet state of India as it has been for the past 60 years. By allowing India to use Afghanistan as a base, Afghanistan has allowed itself to be destabilized. Rather than work for others against neighboring states, Afghanistan should focus on improving its own conditions. US Defense Secretary Chuck Hegal commented that India has long used Afghanistan as a base for misadventure against Pakistan.
Simple answer, please take back the 3m afghans living in Pakistan and keep them there!
I am sure the day Pakistan Govt start dumping Back Afganis from Pakistan they will cry Ohh you are our friend till the end of the day.
Smoooch .That seems to be the nicest thing I read in ET for a long long time about India . Wonder how they published this in the first place - they didnt distort this or hide this 'truth' .
Kindly take All Millions of Afgan refugees from Pakistan and settle them in your All Weather Frd country
Regards,
Pakistanis.
That is very dangerous assessment by the Afghan Government. It means that now China, Tajikistan, Uzbekistan, Turkmenistan, Kazakhstan & Russia will also be scared & consider us as centre of terror. I think we are done with good Taliban otherwise we will be big looser at the end. Look Indian has smooth ride in international relations while we are associated with all sorts of terrorism the world over. It is such a misery that no one is buying our military operation in North Waziristan against the bad Taliban. Really bad time for Pakistan.
After all what we have done over the years in Afghanistan, were we expecting a different statement?
Stopping accusations do not mean that the TRUTH should be hidden. Mr.Daudzai is making a statement of fact.
Poor reporting. In the whole report there is only one line with few words highlighting the topic of this article. Immature journalism. Tribune needs to revamp their strategic planning department.
Nothing new. We already know this.
