Delivering the MCC Spirit of Cricket Cowdrey Lecture at Lord's, where he was once a ground-staff boy before going on to star at the 'home of cricket' for both Somerset and England, Botham also expressed his fears about the IPL's effect on corruption within the world game.
"I'm worried about the IPL -- in fact, I feel it shouldn't be there at all as it is changing the priorities of world cricket," the 58-year-old former England captain said.
"Players are slaves to it. Administrators bow to it.
"How on earth did the IPL own the best players in the world for two months a year and not pay a penny to the boards who brought these players into the game?
"I know this has been modified to a degree, but it is still an imbalance. The IPL is too powerful for the long-term good of the game.
"Corruption is enough of a problem in itself, but the IPL compounds that problem given it provides the perfect opportunity for betting and therefore fixing."
Expose big names
Botham, one of cricket's greatest all-rounders, added: "We have seen a few players exposed, but does throwing the odd second XI player into jail solve it?
"To kill the serpent, you must cut off its head.
The ICC (International Cricket Council) Anti-Corruption Unit must pursue the root of the problem and if necessary expose the big names."
Botham was speaking a day after England's nine-wicket thrashing by India at Edgbaston condemned them to a fifth straight one-day series loss under captain Alastair Cook.
Although Botham, who labelled England's performance "a joke" in his Daily Mirror column, made no specific reference to the one-day side, he questioned whether England central contracts -- which weren't around in his heyday -- had made players too comfortable.
"Central contracts are brilliant, but it has now become so essential to the England player that the sharpness goes," Botham said.
"A long contract is a cosy contract. To play international sport, above all else -- above even freshness and rest -- you must have desire.
"Hunger is still the most important attribute for any sportsman."
Botham, however, made no bones about directly urging David Cameron, Britain's Prime Minister, to do more for school cricket.
"Why aren't the Government focusing on sport as a necessity in the school curriculum?"," said Botham.
"This subject drives me insane. I feel it is my duty to point out the problems that face sport in schools, and specifically cricket.
"The problem is now that schools are too big and there is no personal touch with the teachers.
"And as schools get bigger, one of the things you lose are your playing fields," he added.
"Come on David Cameron -- when I came to Downing Street to meet you, you made all the right noises and promised to come back to me with your ideas. I'm still waiting."

Meanwhile, Akram has issued a statement that English players need to play in IPL to become better ODI side :-) Botham would do well to listen to one of the most successful players in the history of the game. Pakistani cricket fans, take a chill pill. You should not start jumping up and down on every idiotic statement against IL just because your players are not welcome.

Ohhh..If IPL is that Bad for cricket then y British players r licking dust on their own grounds against India.. Remember last game they lost by 09 wickets & 20 overs..Games r for entertainment of people they will watch wat they pay for, If a person prefers 20 over game (result within 03 Hours) over a 05 day boring game with no result in the end of 05 days, then its his choice.. We can compare the crowd in one-day matches & tests in England.. That is result if we impose games on them..
Let's hope that many Indian readers don't say that Ian Botham is saying so under the influence of PCB or even ISI. Botham is known for showing a racist attitude, and his hatred for Imran Khan and Pakistani cricketers is an open secret too.
IPL always has stories relating to fixing, scandals and scams, and this another retired Indian cricketer too was against the tournament.
The problem is that had Botham said something against Pakistani players as he did back in 2010 then many Indians would have cheered for him. But when he says anything against IPL or BCCI then it's a different story. Many Indians are usually very emotional about cricket and can't stand if anyone even criticizes Sachin Tendulkar (remember how Shoaib Akhtar and later on Maria Sharapova were targeted)

Pakistani players who were caught red-handed fixing a Test match did not play in IPL.
No Pakistani players play in IPL, yet there is fixing.
If you think IPL is corrupt, you can ask your players to stay away from it(but that has not stopped them from fixing matches),
If IPL should be banned, so should the Pakistani Cricket Team for charges of corruption. Same logic, isn't it?
we will never understand do we? when a brit says something like this, we Indians, Pakistanis, srilankans, rally behind them because of our internal politics .Brits ruled us for 200 years and still we don't learn. IPL is here to stay, even 1000 Bothams can do nothing about it. by the way county cricket faces uncertain future, your services may be required there, wait, they don't consider you as a cricket brain back home.
I Think Ian Botham is right to suggest that Indian IPL should have been banned as it is only promoting corruption
Botham is broke - after he lost the Libel case against Imran Khan. He couldn't get a gig as an IPL commentator where the likes of Warne, Jackman, Coney etc are making big bucks. But he has no problems doing commentary for Big-Bash League - albeit for peanuts. The grapes are really sour.
