I truly respect Mr Ebrahim and his father. I believe Mr Fakhruddin G Ebrahim is an honest person, but his appointment, especially considering his age, probably was the factor that failed Pakistan. This job required a commander, who would whip, snap and beat the life out of anyone who so much as stumbled in performing his duties to conduct transparent elections. I do not challenge the former chief election commissioner’s honesty or integrity on a personal level. I am aware that he, along with his family, have sacrificed a lot this past year — but I would like to raise some concerns here.
The ECP was given a mandate to conduct free and fair elections. This means an election that was 100 per cent fair. For Mr Ebrahim to argue that 73 per cent cases have been dismissed by election tribunals in 14 months, and that this is a better performance than what was witnessed in previous elections, does not make sense. He is content to see 73 per cent of the election delivered fairly, not 100 per cent.
Mr Ebrahim does not mention the fiasco of the magnetic ink in his article. The magnetic ink was supposed to be the holy grail, the primary check that would have ensured a transparent electoral process, but somewhere along the way, NADRA and the ECP lost their way and seemingly chose ink stamp pads. Yet, he is convinced that a free and fair election took place.
Mr Ebrahim also does not mention that the cost of scrutiny of papers was exorbitantly high. It served as a deterrent for candidates wanting to pursue full scrutiny for fear that it may cost them millions. A transparent ECP could have chosen to selectively waive the scrutiny fee, especially in cases where there might be genuine suspicion of rigging having taken place, even if just to allay public doubts regarding rigging allegations and to display that the ECP wants free and fair elections. The public perception is that the fee is there to hide NADRA’s flaws. Those who could afford to do so, dug deep into their pockets to pay the exorbitant fees and each case eventually exposed the magnetic ink flaw.
Then, Mr Ebrahim does not mention the issues of missing presiding officers, missing ballot boxes, missing stamps or even ballot papers that were found in various garbage dumps across Karachi. This happened in broad daylight and Karachiites were a witness to this. Re-polling was even called at the Hampton School Polling Station where Mr Ebrahim and his father voted. Not even a fleeting mention in the article shedding some doubts on what happened in Karachi?
Mr Ebrahim also failed to mention that the arguments presented by the PTI are mostly against returning officers having fudged results and doctored votes. It has not talked about the appointment of tribunal judges. There was not even a slight acknowledgment of the ‘typo’ error in Nawaz Sharif’s constituency in Mr Ebrahim’s article.
There was also no mention of the reasons behind the tribunals withholding cases of the four famous seats where the PTI has alleged rigging. Stay orders have been issued to slow proceedings. Inevitably, there will be suspicion as to who is involved behind this delay and this will fall on the ECP, the tribunals and the government for deliberately delaying these cases for fear that this may result in opening of a Pandora’s box.
Mr Ebrahim forgot to mention the reasons behind Imran Khan challenging the results of only four seats. These four seats represent just a drop in the ocean. It does not mean that rigging was not more widespread. The intention behind this was to show that the PTI only wanted to identify flaws in the system and fix them so that transparent elections can be held in the future. Exposing rigging in these four constituencies would not have made Imran Khan the prime minister. Yet, no one wanted to touch these seats, as it was feared that it would expose more widespread rigging. In my opinion, the ECP should have delivered a ‘perceivable’ free and fair election to the people of Pakistan. Having failed to do so, fingers will always be pointed towards it. How an electoral system works in totality defines whether it has the ability to deliver transparent elections.
Mr Ebrahim has chosen to attack a party that has used all avenues to fix this system: the ECP, tribunals, courts and parliament, but all of them failed to do their duty. The PTI has now just upped the ante to the dislike of many who are comfortable with this so-called free and fair voting process. Reforming the electoral system has been the PTI’s goal from day one. If the electoral system is not fixed now, the next elections will be held in exactly the same manner. One day, I hope we could have a genuinely free and fair election, which seems like a distant dream right now, considering that even people of the calibre of Justice (retd) Fakhruddin G Ebrahim can flounder. Hence, there is no option but for the Azadi March to go forth for the sake of Pakistan’s ‘azadi’.

A well exectued article. I would like to add though that the the '73% cases dismissed' in 14 months by ECP does not mean that there was no rigging. Infact it was never even investigated wether there was any rigging at all in these cases!! What Pakistani nation needs as a first line of treatment is a fair and free election not 'democracy' as put over and over again by the status quo parties. Let people of Pakistan have their say as a start.
@salman: The points you've mentioned in your comment have been all over the place for the last 15 months now. This is nothing new and does not at all proves that you actually were there. So, please try and find some substance. If all this that you've written had been true, there must have been some evidence to it. You were there fighting and arguing with the officials and none of you had a cam in your phone to record the argument? Shirien Mazari sent Hamid Mir a video claiming it to be from NA 125 while Sindh Rangers were standing in polling stations. And PTI was winning from the poorer areas? Where on Earth did you bring that from? First of all, PTI lost with huge margins from all these areas to begin with. Secondly, you said you saw on TV that PTI was winning from poorer areas, are you kidding us? I would like to remind you that TV channels only showed the number of polling stations from where they had received the results, not the places. And I would also like to inform you that NA 125 has been discussed so much only because Khawaja Saad Rafique said in his final speech that he will free Cantonment from Colonial era dictatorship, Cantt will also have an elected local rep if we form government. excellent article, there is no justification to validate the 2013 election, its like open book everyone knows that its all rigged. In Pakistan even if you don't go to the polling booth to cast your vote, its already some one cast your vote. My friend told my bhabi and sister went three times to polling stations, In the morning the station was closed, 2nd time the boxed not reached on time and than late afternoon said Baji aap ko vote already dul chuka ha. FAFEN Executive Director Mudassir Rizvi said that Imran Khan’s allegations on Geo news are “childish” and media cannot rigged elections so I hope you accept & publicize this statement from FAFEN too like you are spreading other statements from FAFEN :D beside that, the author is a PTI supporter with a family member as PTI MNA, Do you really think his so called "analysis" will be unbiased? As for elections, if everything was so rigged, than any logical person will chose to not to be a part of that rigged system but PTI did. why? Also PTI fans are sticking to FAFEN ..what about Free and Fair Election Network which says that elections are relatively Fair and what about European Union’s Election Observer Mission which also stated the same thing? @AB: Yes, really. I was in pakistan during May 2013 and decided to help out the PTI campaign. As I live in NA125, I went to the local office and volunteered my time ( I was on holiday anyway). Most of my time was spent in the office organising the teams for the camps that were set up. On election day itself, I visited about 10 polling stations in different locations. At one polling station, voting had been suspended and the PMLN polling agents had locked themselves in the room with the ballot boxes. After about 30 mins we managed to get the door open and restart voting. The election officials in charge and the police were no help, it was only public pressure that got voting restarted. At another station, uneducated voters were not even getting thier ballot papers and the officials were saying they have run out, but register yourself and we will stamp the votes on your behalf later...got that sorted out as well after a lot of arguing.
Don't know if you recall, but in the evening, when the first results started coming in, PTI was in the lead by a few thousand votes. Until this stage the polling agents were being provided with the results from each polling agents.And surprisingly to us as well, PTI was winning from the poorer areas of the constituency, where PMLN was expected to be stronger. Suddenly, the results stopped being announced on TV from any channel, and the count was stuck with PTI leading. Around this time, we started hearing from the PTI polling agents, that they are not being given the results of the counts, and also the election officials in charge are saying they will continue the counting later. Some even said they were moving the ballot boxes, to continue the count at another location. In hindsight, one of the mistakes PTI made was not to have more experienced polling agents, who would have been aware of these tricks. Not saying this happened at every polling station, but quite a lot of them.
Also, my cousin was a polling agent, and he caught the PMLN agent trying to stuff the ballot boxes with pre-stamped votes before voting started. He managed to get those discounted, and complained to the election officials, who basically said "what can we do?" (so much for a strong ECP).
This is my honest experience of the days around the election. Now you can say I am a PTI troll, etc and lying, and thats up to you...but Allah knows the truth.
I can hand on heart say there was rigging in NA125, and that makes it probable that there was rigging in other areas as well.
I'm not in pakistan at the moment, and not sure what you mean by case being transferred to Faisalbad, or Hamid Khan's altercations with the judge, but I know in mid July (14th, 15th I think), many PTI witnesses (including some friends of mine) were giving evidence to judge in Lahore on this case.
PS I would love to give you a break and make up a nice story, but "unfortunately" I have told the truth.
PPS One thing I never understood, If Saad rafiq maintains there was no rigging, why does he keep taking out stay orders. He should go for vote verification and prove he won cleanly.

Oh really no one gave you the ballot results on election day? or were the PTI polling agents sold to PMLN? Is this the reason that Mr. Hamid Khan has been unable to show any such proof or is this the reason that he misbehaved with the judge who insisted to provide evidence and attend the hearings after number of adjournments and fines; Judge then boycotted to hear this case and proceedings were transferred to tribunal in Faisalabad. Come on .. give us a break
One question to all of you who writes ariticles and post such comments? have you ever been visited pooling stations? stand in long que for votes? I am sure non of you ever castes voted but everyone is putting expert opinion. My friends politics is dirty game, everything is right, no moral, no ethics no principals. Imran khan is also doing the same with atleast 80% lootas in his party...nothing will change and nothing will happen this is democracy and all western countries whom we refer best democracy were doing the poitics like us, so bear for some decades. I suggests if system continue automatically transparency will come otherwise army will come as usual and nothing will come in the hand of Imran khan he should be mature now....
A well written rebuttal.As MR Ibrahim didn't mention of misplaced ballot papers of 139 constituencies,which itself is a huge flounder,neither did he write about exposure of rigging by Nadra's thumb impression verification.Infact,crescendo of uncertainity prevailing today in the country could have been prevented,had election commission stepped in and done its duty and nudged the govt. towards Electoral reforms.

Election is itself a process in Pakistan where ordinary people willingly get robbed by the Maestros and later start cursing themselves the very next day. Democracy in Pakistan is Dam-o-Crazy by the people, of the people and for the people. So whether 2013 election were rigged or not it does not matter for me because in either case I am the real looser.

Zahid Ebrahim's article was based on facts & one may not agree with them but argue on the points he raised rather than play with rhetoric which is what PTI is all about. Why doesn't IK quit from KPK first if the elections were massively rigged all over the country.

This never happened. At least to my knowledge it did not happened in NA125. Many polling agents said they were not given this form, and when asked, said it will be provided later/tomorrow. And by tomorrow, saad rafiq had ensured that the ballot boxes were stuffed. So it was entirely possible that rigging happened at office of RO.
The point is, we can argue who's right in what article, until the end of time - the only way to resolve this is to do vote verification. Which PMLN is running from....just see who has taken stay orders to delay the process.
And while your very clearly mentioned that Zahid is the son of Mr. Fakhurddin Ebrahim to show bias please also tell your readers that you are the son of Mr. Arif Alvi who is the winning candidate of the PTI from NA-250.

Good article,I was really ashamed after seeing Afghan election commission response on rigging,after 68 years Pakistan deserve electoral refoms.
Again an example of very proactive media & marketing cell of PTI. Now they are able to propagate that reply has been given to Mr. Ebrahim's column. However, fact is its very weak response since the writer could not reject even a single point/truth presented by Mr. Ebrahim. 10 truths remained truths even after this column. The only valid point of Mr. awab alvi is that it could have more improved but that is the case always, Improvement remains continuous thing and idealism always remain a bar you never achieve but keeping moving toward.

The elections were surely rigged.Proof lies in the reports submitted by NADRA on the voter verification of various constituencies.Voter count did not match the declared resuts even in one constituency.Ballot boxes have been found stuffed with trash,where as it was the duty of the EC to preserve the record.What action has been taken by the EC against the concrened officials responsible for preserving the records?.No wonder the 'Form', indicating the detailed result of each constituency duly signed by relevant presiding/returning officers etc has not yet been put on display by the EC.All this implies rigged election results at a large scale.
So even if the courts and election tribunals rejected you claims, you try to smash the chessboard and reset everything because you are the truest and you can never be wrong? What credibility is left? I see nothing but egoistic logic here.

Having gone through both the articles, one can easily concluded that the rebuttal contains little substance. Please do some research on the subject, and write a real rebuttal. Just to clarify one thing, although returning officers played a key role in election, they cannot change the results displayed at poling stations. Let me give you an example, the presiding officer at poling station was required to provide a copy of the result to all poling agents of the candidates. Candidate can compile an unofficial results by him/herself by collecting information from all the poling stations in the constituency. So, whatever rigging happened, it happened at the poling station, not at the office of the returning officer. In fact, the bigger issue is the pre-poling rigging, which our politicization never talked about, i.e. appointment of retouring officers, presiding officers and associated staff, and the place for poling station. Hope to read something interesting next time like the original article.
@author, even though I am a non party for your cause, the fact seems that your article is totally biased in favour of PTI. How can you say exhausted all options, when there is court cases still pending. IK said he will release clear evidence of rigging, what is he doing with it from 14months, why did he not file a PIL immediately when he was satisfied with the evidence.
This is surely playing for somebodies tunes, by IK. I do not think IK is doing as per his or his Parties agenda, may be some other state organisataion is advising and pressuring IK to do what he is doing. WE know from history of pakistan that this has happened many times, and IK has lot of loopholes to arm twist

No one ever claimed the world to be fair and why in the world would anyone ever expect elections to be 100% free and fair that is improbable to say the least. Also have you heard of the term practice makes perfect let ECP function they will get better at it with past hiccups. Having said that 2013 elections were by far the fairest elections in the history of Pakistan. Please come up with a better excuse to justify your undemocratic behavior and trying to disguise your greed of power.

For example the fees of PTI members should have been waived because they said so. The exorbitantly high fees were only for PTI and no on else. Only 14% of the companies in the EC Tribunals were PTI showing that they were the least rigged against considering their size.

Fantastic article and a slap on the face of thieves. I wonder how do people still have the stomach to accept rigging in elections and criticize those who want to fix the problem. There is enough evidence against the transparency of 2013 elections to shame any institution (or a country), yet people choose to ignore it. Honestly, is this what the PML-N supporters depict i.e rigging and corruption and criticize those who speak against it? A govt that came into power via rigging can only be expected to deliver corruption and nothing else.

Well written article and a great response to the selective truths that were posted by Zahid Ebrahim. The fact is that ALL the major parties and most journalists have acknowledged multiple times that the elections were heavily rigged. Moreover, the PTI did exhaust all options including approaching the Supreme Court for justice with the infamous kangaroo court under Iftikhar Choudhry. Also, do not forget the hundreds of videos that came out as proof of rigging (people stuffing ballot boxes, candidates in the polling room sitting with the polling agents, disposed ballots with ink stamps and thumb prints found in empty plots) in the weeks after elections. What's the point of using thumb impressions if those impressions don't get verified? Does it safeguard against someone using their thumb multiple times? Explain the logic and how that makes a fool proof election? And finally, those that went to vote saw exactly what was happening at polling stations on election day. Go PTI, lets fix the electoral system and DEMAND free and fair elections, and TRUE DEMOCRACY in Pakistan.

We are corrupt to the core and getting worse. It would take several elections without any interruption to arrive at relatively fair elections and results. Even in the US elections are not 100% fair. In democracy more than 50% is fair enough not 100%. FGE, has been one of the best jurist in Pakistan's history. Slinging mud on him and proving him corrupt or inefficient is height of hypocrisy. The party of lota should be ashamed of themselves for stopping this low but what else can be expected by the players?
