SHC appoints IO to investigate theft case against KU director

Acting chief justice Faisal Arab directed the police officer to submit a progress report on the case.

The Sindh High Court (SHC) appointed East Zone SSP Abbas Rizvi as the investigation officer to probe the allegations of money theft against the finance director of Karachi University (KU), Qazi Azhar Abbas.


Acting chief justice Faisal Arab also directed the police officer to submit a progress report on the case made against Abbas by August 8.

This order came on an application of the Karachi University management against the alleged illegal detention of its finance director by the police and Rangers.

The varsity’s director for legal affairs, Asif Mukhtar, had said in the application that Qazi Azhar Abbas had left his home for the university, along with his driver, at around 9am on Thursday.


He was intercepted by police personnel in uniform and some unidentified personnel of the law enforcement agencies in plainclothes when he approached the signal at Rab Medical Centre in Gulshan-e-Iqbal Block 13-D. The personnel, who were in two or three police vans and two private cars including a red Mehran, abducted Abbas, said the application which quoted the statement of the driver, Haider Zaman.

According to the driver, the law enforcement personnel forcibly took Abbas with them in the car from the overhead bridge that goes towards Karachi University. His whereabouts remained unknown and no contact could be made as his mobile phones were switched off for some time, it was said in the petition.

According to the varsity management, a similar incident had also taken place on July 22, when the KU vice-chancellor’s adviser, Dr Sohail Barkati, was abducted from near the varsity by police personnel while he was on the way home. He was later dropped off on University Road and he was threatened not to disclose his abduction to anyone. The court was pleaded to take notice of the matter and order recovery of Abbas.

Taking notice of the incident, SHC acting CJ Faisal Arab had converted the plea into a constitutional petition and issued notices to the home secretary, Sindh IG and Rangers DG for July 25 (today) to file their comments.

Filing reports on Friday, the police authorities said Abbas was arrested in connection with FIR no. 448/2013, over the charges of Rs10,000 theft, registered by a lady at Sohrab Goth police station.

The report stated that a judicial magistrate in Malir had already issued non-bailable warrants for the arrest of Abbas.
