The letter called on the federal government to assist K-P as it struggles to help the internally displaced persons (IDPs) arriving in Bannu from North Waziristan in the aftermath of a military operation.
Khattak said K-P, due to its many problems, should be declared a disaster-hit province and dealt with accordingly.
Given the unstable security situation in the region, Khattak said the Frontier Constabulary personnel deployed in other provinces should be returned to K-P.
He also complained in his letter that initiatives taken by the K-P government to reform the weak system in the country were not appreciated by the federal government. Khattak further alleged that the federal government creates hindrances whenever the K-P government takes steps to provide rights to the people.
Reiterating his government’s past request, Khattak also said that the federal government should hand over the Peshawar Electric Supply Company (Pesco) to the province.
He further said that K-P should be provided with 2,000 megawatts (MW) of energy as promised instead of 1,300MW. The chief minister also complained that K-P experiences more load-shedding than other provinces.

Why did the IDPs want to go to Punjab / Sindh? Why not their neighboring district from where they can easily go back? And no one has stopped them from going anywhere in Pk. Although past experience of Punjab and Sindh was terrible : the IDPs didn't go back and a lot of them were militants who developed no-go areas. As for Atta, its expensive in kPK because of transportation from Punjab. Otherwise there is no restriction. The deficiency is because people of KPK smuggle atta to Afghanistan and Central Asia. As for bijli, the dams were financed by the fed govt and are not provincial projects. Please don't spread provincialism and try to think yourselfs as one nation.
@Mamu: Sir, you need to go to school for answer to your question! But it is good to note that you have started thinking at least.

In simple words, people are happy with PTI government. I can attest it
Adnan siddiqui: Dear for your kind information Punjab and sindh denied entrance of IDP's to their province ! thats why buses havent been laden with IDPs to punjab and sindh. they will need a visa or seek asylum in these provinces. A formal request must be made through proper channel to fed govt for acquiring legal documents for temporary stay ! also punjab denied wheet and flour to KPK when there was shortage. where was your patriotism and equal rights of the people of the country. you can see wheet and floor is still cheaper in punjab and sindh than KPK.
about PTI i cant explain the amount of work that has been done since they took over. Some people are complaining about Deveolpment work of PTI not started as of yet, but it is about to start soon.
the delay is because clearing mess of previous govts is taking time. they are shaking up the whole system. and there is plenty if work done and more to follow. let them finish tenure of 5 years. reforms going in full flow in each sector. slow and steady but will win the race !!!!
@sardarzaheer: re not with him Musharaf is not from KPK nor speaks KPK language, and how come you are not with him, holding his hand and comforting him?

what good is electricity and gas for Punjab than when their industries cant get self sufficient after decades of protection and subsidies provided to them coming out of the budget....they have been draining out our blood....we are paying for their extra charges and everything.....they just keep sucking the blood out of other provinces like parasite
Dams are built on our land and financed through foreign funding which are paid through revenue generated by these resources..........i wish federal govt can finance such projects than we would not have been facing billions of dollars debt
And those pointing their fingers to the immunization programme of kpk.....dont forget it has been appreciated by international organizations and being replicated by other provinces.
I am really pleased to see that people are comparing the 1 year performance of PTI government with that of Punjab where this government has been in power for 4 times....its hillarious
@Mamu Jaan:
So what stopped KPK government from renting buses and transporting the IDPs to Punjab? After all, the only thing KPK government is good at is not didly squat for the welfare of its province but instead channeling its precious resources on PTI's sadistic and enemy of the state activities and transporting PTI Jiyala from KPK to all parts of Punjab.
As for the keyboard warrior dig, don't worry home boy because after the 14th of August you and the rest of the cyberworld sheep herd clan and followers of the cult would only hear about IK on facebook and gloat on the millions of "Likes" his page would attract there.
@Rex Minor: I like your reply. Wanted to confirm one point. Is Germany the biggest export country in the world or is it China? As for PMLN keyboard warriors, your time is almost up!
@Adnan Siddiqi: @Chachoo: I wish KPK government had not shown kindness to the IDP and had not allowed a single IDP in KPK. Instead, they should have provided them buses to be transported to Islamabad and Lahore to live next the PM's Mansion and sleep on the metro bus track. Then PMLN would have realized what mistake they did.
I hope Tribune will also be able to post the news about appointment of Najiullah Khattak who is a PTI jyala as the media advisor to CM KPK which is not a political office but a BPS-19 position!
He has neither graduated from any journalism school nor worked for any mainstream media organization........but now he would head the KPK government’s media cell as advisor.
Wow good principles of merit!
Why should the entire province be declared a disaster hit zone and get tax exemptions? People in Kohistan, Abbotabad, Haripur are not burdened by IDP crisis.
Dear Folks,
I also belonged to KPK and would like to share my opinion as well based on my own observation of KPK Govt. Performance here goes some of points speaks louder for these less experienced legislators: (please note i m not PTI supporter, My leader is Gen. Mushraf:) ) 1. Online FIR Facility is available for masses to seek grievance for any legal despairity 2. Mobile Courts 3. No. Patwari is able to ask for "rishwat" as on every transfer Mobile no. of AC is written with message that if you paid any thing to any , must call...thats why first time in history Patwari went on strike for their pay raise. 4. Education: All govt. schools turned english medium for uniform education for poor and rich, bio metric attendance system to eliminate ghost schools and teachers, teacher are being rigorously trained, teacher are being employed on UC levels to avoid their later transfers to schools in city and to establish scene of ownership 5. Law of access to information this is some thing on the social development where as on infrastructure part their recent budget can be review...nutshell they are performing far better then heavy mandated federal govt.
During election time imran kahn saying after 18 ammendment all right comes to province. Why punjab GOv did not dilivered. Same power now KPK GOv have then y he compain now. IDP people getting money 50k. in there whole life did not even may not earn so much and pay single peeny in than name of tax to Gov of PAk.
@Chachoo: What a load of nonsense!! This is not how the federal system in a democratic country works? The ownership of all assets belong to the individual provinces where they are located and the income derived as well. At the yearend they are balanced through a transfer among the Provinces so that all regions of the country are developed with equality. Pakistan has been ruled by military Generals and now by a businessman, who have had blinkers, backbones but a little use of the big brain (Albert Einstein). How come that the Federal republic of Germany after having lost the WW2 conflict, is the leading Economic power in the European Union and the biggest export country in the world? Think over it and your Prime minister may get some ideas and start thinking as well. Good luck.

@vick: KP dont generate any electricity on its own. KP provincial government never invested a penny for any Large dams so far. The Hydel power that is being generated right now is funded by the Federal government and the funds of federal government means that whole Pakistan is the owner of those projects. If KP wants to get ownership of Dams then they should pay the Federal government all the dues of the dams that are in billions of dollars and that federal property will be transferred to them. The reality is that KP is not only enjoying Royalty on electricity but have the lowest tax collection rates in the entire country. Since they are failing in admnistration so they are resorting to hatred based agenda to gather some support. Mark my words that PTI will just end up as a new ANP who will do politics of hatred and nothing else.
KPK chief should not be surprised to what the federal Government under the control of the army is doing in KPK, what they previously did in former east Pakistan? He must address his concerns to the KPK parliament and pass resolutions instead of writing private open letters to the head of federal administration head who himself is under the control of the army.
Rex Minor
Why the heck the letter is sent through advertisements in newspapers and taxpayers money wasted. Is there a breakdown of official communication channels between federal and provincial government, conventional mail, Fax, email, delivery by hand all failed ???
Clearly shows intentions other than public interest.
@vick:
Going by your province-centric rant directed towards Punjab, what good is power and gas to a province like KPK which has zilch industry and does not provide anything meaningful to the economy of Pakistan? The infrastructure generating power in KPK is owned by the government of Pakistan and taxpayer. Please ask KPK government to secure sovereign guarantees from the Federal Government which could possibly pave the way for foreign funding of dams and power houses which will be developed, operated and owned by KPK government.
Name a mess which has been cleared by KPK government? For crying out loud, KPK government does not even have the capacity to complete an overhead pass in Peshawar which was initiated by the ANP government. Please define the standards of minimizing corruption? How many graft and corruption cases are filed against the past functionaries of ANP government which was heavily criticized for financial misappropriation on a grand scale by none other than PTI?
As for basic needs, KPK government was unable to manage even a minuscule little exercise of eradicating polio which has become an epidemic now. Innocent children died after being administered with fake measles vaccinations.
Need to hear more?
@Rameez Moeen: I am very much clear about KPK physically living here not in fools paradise. you naunahalan e inqulab only learnt abusing others, what are the fact you are talking about, in KPK corruption is at its peak, Pervez Khattak brought entire family even relatives in KPK govt and looting public resources you might have forgot helicopters being used for family and friends, Asad Qaisr, Azam Swati and so on... everybody is washing hands on KPK resurces, these people are so corrupt that opening they say that part is also going to party chief and as per my knowledge party chief is Imran Khan. learn patients and come out of fool paradise.... PTI is group of notorious people who exploit feelings of young fools like you....!
Firstly, all those who are saying that Federal Govt released 4 billion Rs. In the latest reports more than 800,000 people have been registered as IDPs. That means only 5000 per head has released to the people who have left everything and came here. Will this amount cover all the cost....answer is a big NO
Secondly, KPK generates more electricity and gas than it consumes. However, they are not provided the required portion to cater the needs of the people of KPK. Major portion is being transferred to Punjab to run their industries....which after decades of subsidies cant compete in open market....what good are they for than?
Those people who are saying that PTI has done nothing in KPK....i agree with them that they did not spent money on show off things like the one done in Lahore....they have successfully cleared the mess created by previous governments in KPK......institutions have been strengthened.....corruption has been brought to minimal.......people have been provided access to their basic needs
The KP CM should have got the letter attested either from the government of Turkey or China for it to have any chance of being taken seriously by the PM.
The KP CM should have got the letter attested either from the government of Turkey or China for it to be given any importance by the PM.
ET even didn't bother to publish that open letter or the link of that letter. Shame on you ET
Instead of complaining, CM Khattak ought to thank his lucky stars that PML-N gave way to formation of government of PTI in KPK.
@Dr Khalid I am shivering with your air conditioned comment.
realy i do not understand what Mr. Khattak wants, or only wnat to create pressure on Sharifs Govt who is trying its best to help IDPS
The IDPs are being looked after by federal govt, NGOs, army and UN. Why is the provincial govt of KPK asking that all funds and IDP help be channelled through them? The IDPs are a federal issue and a lot is being done for them. As for electricity I wish PTI stopped playing politics with it. There is very little electricity and it needs to be shared. Already the load shedding burden of KPK is much less as compared to punjab. In CNG too KPK is getting preferential treatment. So all this talk of not getting rights is nonsense and a political stunt. Very very immature of Imran Khan to do such looney things.
KPK was offered by Federal Govenment on 29th December 2013 to take control over PESCO. However, ironic and slightly disturbing fact was KPK government later refused to take charge at that time. I wonder what happened now for this change of heart. May be its the announcement a couple of weeks ago to privatise LESCO, FESCO and PeshawarESCO.
Regarding IDPs NDMA release of PKR 4bil in funds for IDPs. Something which was mentioned by UN team as well. This is over and above the money earmarked by private entities and provincial governments.
I am nither a PTI or N fan but come on guys give the devil its due and at least acknowledge some things that they are doing good if not perfect!
KP govt is best. Most people are satisfied.
Main problems faced by people have to do with Federal Subjects - load shedding, basic inflation, patrol prices, etc.
Don't believe in Malikpur.
@Malikpur - Janderbari: Excuse Me I hardly see any non issue addressed in the article.
Each and every thing stated is connected to the well being of the people of KPK. You need to get your head straight and start thinking clearly.
@Ahsan Ali: I am living in KPK street and know how much they can perform. PTI badly failed during last one year to show her ability to run the govt. Corruption, nepotisim, favoritism, interference from Bani Gala is hampering development in KPK. we were expecting before election that they may perform but PTI disappointed KPK people even PTI could not developed Peshawar city, how one can expect they may be able to progress instead of agitation...
Instead of focusing on performance in KPK Pervez Khattak was advised by his master IK to raise such non issues for publicity.... we people in KPK facing worse govt in history of KPK, PTI naunahals are not only incompetent but also incapable of running the govt, they run govt like NGO.... where only funds used for own purposes.
Sharifs are spending billions to save the throne and the throng! Karachi gets an un expected billions but millions of IDPs setting under the naked sky in scorching hot summer are being ignored! Very disappointing situation in IDPs area!
