Laws of governance: PCB finalises constitution way before deadline

The federal government submitted a copy of Pakistan Cricket Board (PCB)’s new constitution in front of the two-member Supreme Court bench on Thursday.


This is the PCB’s fourth constitution since 1995 and the latest one was developed under the supervision of Najam Sethi, who was removed as the board’s chairman also on Thursday, a day after the constitution was finalised way before International Cricket Council’s June 30 deadline.

According to the new document, the president will be elected for three years and he can be re-elected for one more term. A special meeting of the Board of Governors shall be convened to elect the chairman from among the members of the boards of governors – of which Sethi is a member of – by a majority of the total voting membership of the board.

During the interim period, the power of the day-to-day management of the board shall vest in the election commissioner i.e. Justice (retd) Jamshed Ali Shah.

To be eligible for the chairman’s office, a person has to at least have a bachelor’s degree or an equivalent professional degree or higher and be a citizen of Pakistan.

If the person is dismissed from service of any government job then he cannot be elected for this post.

The new constitution says the chairman shall be assisted by the Chief Operating Officer, who will be appointed on his recommendation.
