Law association: Body calls for splitting CAA’s roles

Civil Aviation Authority’s dual role of regulator and provider of airport services proposed.

KARACHI:


The Public Interest Law Association of Pakistan (PILAP) – a body of prominent lawyers and noted citizens – has recommended the separation of Civil Aviation Authority’s (CAA) dual role of regulator and provider of airport services.


“While facilities and services provided by the CAA are critical for the safety of both passengers and aircraft, the authority does not enjoy the independence necessary for its regulatory role,” said PILAP CEO Saad Amanullah Khan.


“The creation of a new civil aviation regulatory authority has been recommended on the lines of Ogra and Nepra, with accountability to the prime minister or directly to the special assistant to the PM on aviation.”


Recommendations have also been made for taking measures to ensure safety of aircraft, passengers and cargo, avoidance of risk to life and property, overseeing licensing of pilots, engineering personnel and all other staff related to safety objectives.

If the APM is accepted to be inexpereineced after, will someone shed some light on the experience and expertise in Commercial Aviation of the Head of the CAA or his number two...?? We are in a habit of finding escape goats, whereas the holy cows enjoy the priviliges & benefits sitting at the top.

being an aviator and professional of air transportation industry. aviation is my FORTE..... let share with you that a new civil aviation authority is not required to be established like NEPRA OR PEPRA ETC..CIVIL AVIATION AUTHORITY OF PAKISTAN-CAA IS ALREADY AN ESTABLISHED BODY, BEING AN AERONAUTICAL AUTHORITY OF PAKISTAN UNDER AN ORDINANCE...WHAT IS REQUIRED IS SEPARATION OF AIRPORTS FROM THE REGULATORY AUTHORITY, WHICH IS CAA...A separate Airport Authority is essential.Globally the trend is Aeronautical Authority and the Airports are managed independently....here in Pakistan the CAA wears two hats, thus is not able to perform effectively as per the the industry standards....The recent incident of June 08, 2014 is a vulnerable example of fiasco.... CAA handled the entire process in the most unprofessional manner, after the security agencies handed over the airport clearing the terrorists action.....

The rescue of human lives and not extinguishing the fire of the Gerrys cargo terminal, WITHOUT COMPLETING THIS TASK AND ISSUING THE NOTAM (NOTICE TO AIRMEN) FOR THE RESUMPTION OF COMMERCIAL OPERATIONS WAS A CRIMINAL OFFENCE BY THE INEXPERIENCED AIRPORT MANAGER AND OTHER CONCERNED SENIOR MANAGEMENT..

UNFORTUNATELY THERE IS NO ACCOUNTABILITY, HOWEVER FOR THE SAKE OF PUBLIC INTEREST AND THE CONSTITUTION OF PAKISTAN , THIS MATTER NEEDS TO BE PROBED AND WITHOUT SAYING THE AVIATION REGULATORS AND THE AIRPORT OPERATORS NEED TO BE SEPERATED...
