Consider: Pakistan’s terror concerns are as strong. In Balochistan and in Fata, India and the Afghan intelligence apparatus, in consort, continue to unleash their insurrection through a reign of terror. Two of the deadliest TTP groups now reside in the borderlands of Afghanistan and eat off the hands of both the Indian and Afghan intelligence. Such sponsored terror is now an existential danger to Pakistan’s security. Nawaz chose not to mention this to Modi. Why? This remains an enigma. Terror is a two-way concern. And let me add, as long as Kashmir doesn’t resolve — not as per the conventional option of ‘with one or the other side’ alone — terror will continue to be the only tool that the repressed there will use to assert their voice against the state’s repressiveness. Terror in Kashmir is rooted in Kashmir and is only augmented by regional imports, just as Pakistan faces a conglomerate of threats coalesced under the banner of ideological support to a brand that works against Pakistan.
Did the two heavily-mandated leaders of the 1.5 billion humanity in the two countries ever spare a thought on this count? On how they could garner their effort and direct their underlings to crack the issue of terror, Balochistan, Kashmir and all else related to it such as Siachen and water, and trade and travel, and cooperation and coordination against food and energy insecurity and against poverty and disease, and of course, water conservation — as the two hurtle headlong into what will soon be water-scarce conditions. Sadly, none. Shackled in bureaucratic parlance and eating out of the hands of stagnated ‘babus’ on both sides, their performance was vintage primeval and tribal. Sharif did better in not saying anything. I can imagine why; he did not wish to upset the applecart that he so dearly has wished to drive even what he carries on it is rotten to the core. It was patent bankruptcy. Political will non-existent; minus a vision or a sense of history, or even how the moment that providence has brought before the two was lost to the vagaries of small mindedness. By early signs and by the way of how the first opportunity went, Modi is no statesman, though he has time on his side to prove us all wrong.
When the leadership goes missing, minions rule. While Sharif mentioned in his brief statement that foreign secretaries were to meet soon, India’s foreign secretary stated, “they were to only keep in touch, and that necessarily did not have to be through a meeting; respective foreign offices could be the avenue of contact”. Talk about underplaying the moment; or was it trivialising? Yet again, when asked, if Sharif had invited Modi and if Modi has accepted: “yes; like all other Saarc leaders. But, it doesn’t mean that he will go next month or the next or even next year”. We, however, offered our commitment and complete sincerity to resolve issues with India and seek to improve the lot of the 1.5 billion people. That is good, but how? The foreign secretaries will work that out, ‘by not meeting, but through simply keeping in touch?’
Bureaucrats are masters at inaction; left to them not much should move; only ‘convention’ and ‘processes’ rule. That convention, sadly, is the baggage of hostility only between the two nations. The only other thing that can guide is Modi’s campaign rhetoric on punishing Pakistan; and he may have a 56-inch chest, but he surely doesn’t have a matching heart to escape the inevitability of such recourse. Military chiefs, thus, will be well advised to prepare for upheavals that will know only the recourse to arms if Indian sensibilities are offended. One other concern: if the Modi model seems to falter at any point, expect him to fall back on other tools in the kitty; a la Pakistan, Article 370, Ayodhya, each with its own fallout.
One should, perhaps, cut Modi some rope; after all it was only his first day in office. And he could only say what he was told to say; his own proclivity of both thoughts and words equally unsavoury for a civil occasion. But then, when you tell Bhutan and Nepal on what India will be working on with them next, and tell Sri Lanka to deliver on the thirteenth amendment for greater Tamil inclusivity, and tell Bangladesh off on the Teesta River Agreement, it smacks of pointed homework. To tie Pakistan around in knots on terrorism alone was thus not an impromptu, nagging complaint. Modi’s five points laid out clearly the road map for what Pakistan needed to do before any normalcy is expected. A Kingly act, undoubtedly. Except that it has kept us bound in a stagnated logjam for the last six years. In the meanwhile, the poor and the dispossessed await a turn of events that may just grant them a turn in their lives. The moment for such an opportunity was lost at the hands of an unimaginative and a feeble leadership; nay, an absence of statesmanship.
There will be four different avatars to Modi: one for India, of the Article 370 and Uniform civil Code kind; another for the Indian corporate world; a third for the world at large — business, investment, etc; and one for Pakistan. It remains best to keep an eye on how Pakistan’s Modi unfurls.

I don't think India will give more importance to Pakistan... Pakistan does not offer anything to India or rest of the world to gain importance or attention. If terrorism is not there means no one in the world will know where Pakistan is located. Due to terrorism only Pakistan is getting this much of attention from all over the world. But whether this is a positive attention, only Pakistan people have to decide.

Are you now ready to acknowledge that Kargil was indeed a war fought by regular pakistani soldiers instead of some freedom fighters. Anyway it is interesting to see the Pakistani fascination to club China with Pakistan when it comes to India Last i checked the Chinese Foreign minister is visiting India currently to see how to take relationship forward. Also the Chinese Premier is visiting India in September.

@Ali Comparing nukes and delivery systems is a good idea provided you have any factual data on them not just what you might have been fed by the self serving talk show anchors. A larger number of bombs does not not mean superiority. The yield and science behind them matters too. You may be aware that India has tested a fusion weapon along with some fission weapons. Fusion bombs are massively more destructive than the fission weapons. If somebody is going to be stupid enough to use these weapons then the rest of the argument is pointless. For the rest, to compare the firepower of both countries you may want to look at the international comparisons of all states where India comes fourth just behind the US, Russia and China. Pakistan too manages a respectable fifteenth.

Its astonishing to realise the hold the that the pakistan military and ex-military have over the Pakisan perspective. Modi is not the problem. The problem is the Pakistani military complex of which you are a member. If i were Modi, I wouldn't envy myself. You get out of bed and wonder which avatar you are and whose teeth to brush. By the way, are you sure there is an avatar just for Pakistan? As Pakistanis, let us wake up!! Instead of criticizing and talking of Kashmir, let us put our house in order with what we have. We have become a failed state what with everyday bombings, strikes, power cuts, blasphemy law misuse, failing economy and much more. India sooner or later will catch up with China and other developed countries in a few decades from now. It will become a superpower along with USA, China and EU. Let us stop supporting terrorist groups, extend a hand of friendship with India and increase our economic trade with them.. That is the only way forward for Pakistan!!!
Sir, being a military man you cannot understand the theory of "cause and effect". The process of indoctrinating citizens, training and arming them, and using them as proxies has been the biggest achievement of the Military Establishment. Never in your dreams would you have imagined the cost of this misadventure -- measured in lives of citizens, sectarian conflict, breakdown of Law and Order as well as loss of territory. Mind you, the warnings from friends and foes were plenty, but you had your way. Now, you are back to the old tricks of trying to justify and defend the incomprehensible, pointing East and West. How long do you think you can control the thought process of ordinary citizens and continue taking them for a ride ? People have been disappeared, elected Governments overthrown, PM sent to gallows, neighbors invaded, proxies installed in Afghanistan ---- did it help the country or make it safer, please ask yourself. Modi will offer all the help possible to dismantle the monster of terrorism created. do you want to take the help or refuse it ? Choices are very stark and time for pompous rhetoric may have passed. Housing foreign terrorists on Pakistani soil and then accusing neighbors of causing unrest is a theory none but a few in Pakistan will buy. Talk about double standards, the Kashmir terrorism is due to oppression while the terrorism in Balochistan and FATA is due to Indian/Afghan intervention. Anyway, your PM's office said after the visit that the meetings went "Much better than we expected". Why is everybody else claiming that this visit is a disaster. Babri which happened over 22 years back and Gujarat riots which happened over 12 years back are India's internal affairs which Pakistan should not interfere in just as India does nit interfer with what is going on with the temples in Karachi and KP, or the kidnap, rape and forced conversion of minor Hindu girls in Pakistan
The reason for the cool response from external affairs ministry to secretary level talks is that repeatedly after extensive talks, when agreements are reached in the area of trade and visa liberalisation,, Pakistan civilian governments have been unable to implement them. It's a case of the boy who cried wolf and lost credibility thereby. The most recent example was in April 2014.
By the way India and Pakistan are not at war so peace talks are not needed. Peace will continue if Pakistan establishment does not try any adventures. If it does, it will find that Modi is not as docile in rsponding as MMS was. So if there is one takeaway for Pakistan of Modi sarkar - it is rein your non-state-actors in. Other than that all your fulminations about Modi's election have no point. Indians voted him to power and Pakistahas no choice but to deal with him.

Constant comparisons of India and Pakistan are forced upon us with Pakistan always coming out on top. These comparisons are flashed in our faces with impunity as if to justify everything Pakistan has become. No one in the world is buying what it is trying to sell. But you the establishment continues to live in its own world of fantasies.
Being "not India" is the only objective of the establishment. Peace is not possible. Pakistan will always be right. And India cannot do a thing. Only Pakistan can. But it is not ready - Nawaz or Zardari, it does not matter.
