Let’s first look at what they have chosen to do so far. They were churlish in accepting defeat, with Rahul Gandhi in particular putting up a shameful performance. His words — “Congress party has done pretty badly” — did much to validate those who said he was casual in his approach to the elections.
Sonia Gandhi mumbled some words without naming Modi and then disappeared. In the meeting with the party it was business as usual, with their offer to resign (to what mandarin does Sonia send her resignation? It would be interesting to know) being rejected by the courtiers.
What should they do now? There are four things that they can do personally, setting aside all the talk of analysis of the defeat, which will not happen, and revamping of the state units, which will not happen.
The first thing is to communicate to the Congress and its voters that the Gandhis recognise how large this defeat has been. They have not done this so far, and if they understand what a monumental thrashing they have received, they have not shown it.
The second thing is to put their hand up and raise their parliamentary profile. For 10 years, Sonia refused to take the office of prime minister, which was fine because she was not qualified intellectually, as I have written before. But she also refused to do much work in the Lok Sabha. It was Pranab Mukherjee who was Leader of the House from 2004 till his elevation as president a couple of years ago. Sonia did little inside Parliament and left it to others to do the defending or, on the rare occasion, attacking. Rahul was, of course, famously absent from action for much of the time. This has to change. The forum from which they can revive the party’s image is the Lok Sabha. The sorry huddle of Congress MPs, less than four dozen in a house of 543, will discourage them, but they have to man up.
The third thing is for them to sum up what it is that they stand for and communicate it to potential voters. My understanding is that the Congress stands for three things: pluralism in society (let us discard the word secularism, which has become a turn-off for many), liberalisation in the economy and a focus on state spending for the weakest Indians.
From editorials explaining the reasons for Modi’s victory, the wrong lesson for the Congress to take would be that their broad policies were wrong. They were not. The execution was poor and the management was incompetent. The three Congress pillars are unexceptionable and a stress on them will redound to the party’s benefit because they are sound.
Perhaps the Gandhis already know this, but even if they do, most of their supporters don’t. They should compress the message and begin to drum it. They should add the three points as a coda every time they speak.
On liberalisation, they should assist Modi, despite the Indian tradition of making the opposition a platform for nuisance. The BJP was negative and unhelpful, opposing foreign direct investment in retail. The Congress on this count should not be petty.
The fourth thing they should do is resist attempts to rollback their big schemes. There is talk of trimming the employment guarantee scheme. Some of the others, such as the National Food Security Bill and the Right to Education law can be hit in execution. Modi will certainly go after the Unique Identity scheme, which he so viciously attacked as a sop for Bangladeshis.
The capacity of the Congress to resist in Parliament is depleted in the Lok Sabha, but it has other fora: Rajya Sabha and, importantly, the media.
The Gandhis have chosen to hide behind their ministers and chamchas, which was fine when they were in power. Now, stripped of it and of much of their aura, they must show they can do politics in the way it needs to be done in India. Modi shows great joy in doing the work he does and it is what makes him an attractive figure. The reluctance of the Gandhis is the opposite. It is an asset in victory, but it is thoroughly off-putting now, when it seems they’re only biding their time, waiting to be returned again to power.

@Gp65: Not to belabour any point but just as an observation:-No Party in India, BJP included, is remotely "democratic". They never were.. Even Gandhi did not allow it when as extra-constitutional authority he got Sardar Patel's nomination withdrawn. Inner-Party democracy is a sham.Some just can't do without a Gandhi-Bahu be it in Congress or BJP, some kowtow to Nehru-Dynasty openly, some bow down to Amma, Didi or Behnji, some to defunct Soviet or PRC & some to The Chosen One by fascist RSS. Now Shazia Ilmi quits because no inner-party democracy in AAP! Let's rest content with what we do have-we can bring work in Parliament to standstill, democratically!

@Rakib: Thank you for your kind words. A fine line between unquestioning love/support and unquestioning approval. I have always been able to count on unquestioning love/support from my loved ones even though i cannot count on their unquestioning approval.
The different between dynastic parties like Congress and democratic ones like BJP is that even within party there is plenty of space for dissent. Of course after processing all dissenting voices when decisions are made, then everyone is expected to fall in line. I am okay with that because perpetual debate and no action gets you nowhere. Even though i personally am a strong supporter of BJP, i do not necessarily approve of all their decisions. I feel though that disapproval and feedback from those whom one knows are in your corner is processed quite differently from disapproval of perennial naysayers. My 2 cents...

Such is their touching faith & you personally deserve it.. However, projected on super-large scale, to think aloud, if blind followers of the PM were to unthinkingly support in future even mistakes of his, heaven help this country. Sycophancy suffocated Congress, sheep-mentality will stifle BJP. Either way India suffers.

I never implied that a joint session must be called to pass every single bill. For starters, what makes you think the regional parties won't support NDA in RS? Secondly what makes you think UPA will oppose every single bill? A joint session presents a route in case the UPA plurality in RS turns belligerent and starts filibustering, that is what I clearly pointed out.
The question should be........what does the Congress Party do next ?

Regardless of the traditional versus permitted legal machinations, the fact remains that Modi is clever like a fox and will find a way to get things done. He is also very much pro-state rights and those bills that are weighed towards the states should see easy passage.
The elections were just Round 1 in this modern day Indian saga. Much more is yet to come. I hope AAP resurrects itself at least as a small but vocal opposition. I cannot recall anytime in recent years when the larger parties in opposition have ever done their job well.
Interesting times ahead. We will all be better off with a resurgent democracy and I wish the nation the very best.
@Strategic Asset: Point is RS serves as legitimate platform for Congress to be heard & there the Author is correct.I have always believed that what Indians want desperately & constantly is Congress-ism. Under different names. And they always get it. BJP too will go that way. It's elementary knowledge that LS can't be stymied by RS. I have also mentioned that Budget can't be stopped. Also, please don't talk about Joint Sessions as if it's a Saturday night party. I have already mentioned that it can't be held at the first sign of resistance from opposition. Only 3 have been held since independence for passing Laws. I am bothered about citizenry not appreciating the checks & balance that makers of Constitution had provided so that some one heading a party with steam roller majority in LS doesn't go berserk. Our people seem to be ready to tell Modi please have cake, keep it & please run away with bakery & baker's daughter too. Hitler had 37 percent of the popular vote in perfectly democratic elections before he became Chancellor. The opposition's 63 percent against him was strong but he took to dictatorial ways because he was ALLOWED to! Watch out!

@Hella: BJP's effectiveness as opposition can certainly be debated and i agree that if SS, MMJ or LKA were leading this challenge, BJP would not have performed as well. II was simply referring to the matter of FDI in retail. Even with the nuclear deal with US, it is not the principle that BJP was against but the details- speicically a moratorium on testing. Though a BJP supporter, i feel that Manmohan Singh was right in that regard. But again i think it was a policy difference not pettiness. Even if you support a party does not mean you agree with all its policies but disagreement about policies does not amount to pettiness- that is the limited point I was making.

@Rakib: I am aware that NDA does not have majority in Rajya Sabha. It is the inclusion of Rajya Sabha' as one of the forums 'outside parliament" that i was commenting on. Rajya Sabha is very much a part of the parliament along with Lok Sabha. As you know our former PM, was an MP(Member of Parliament) from the Rajya Sabha.
@Rakib: RS is throttled by certain procedural deficiencies, so UPA's "majority" in RS (UPA: 78. NDA: 57, Others: 54) may not amount to much. RS is NOT intended to be a check on the LS. It can primarily act only by influencing members in LS.
For one, RS cannot touch financial (money) bills, they can neither alter it nor can they reject it. Secondly in case RS does not pass a legislative bill, NDA can press for a joint session of parliament where they need 396 votes by combined LS & RS members to pass any legislative bill. This is quite possible to achieve as NDA already has 393 members (LS: 336 + RS: 57). Bear in mind that the RS figure for NDA will go up once you included 10 RS members from Rajasthan.
More than 50 years of rule Gandhi family has collected huge black money in foreign accounts. Rahul baba n his mumma should settle somewhere in west (along with didi-Jijaji) & enjoy rest of their life. In India rapid changes taking place. Black money in Swiss bank is big issue. you never know pappu when ur family bank account get seized. we Indians are sincerely thankful to your family because of ur policies finally people voted above caste/religion to save the nation.

I thought you were bothered about paralysis in passing required (and legal) laws being stuck in RS, not about legality of the laws passed. The Indian Parliament does indeed have a lot of traditions, except, of course of getting a minimal amount of work done. I am hoping things will change in this regard. The people on the other side of the political spectrum also think about the well being of the country. Sirf aap hi thekedar nahin hain is desh ke.
@Gp65, Author is right on one thing, BJP was petty as an opposition party. No one knew what it stood for and it was a lousy opposition party. That's why AAP grabbed so much space, because BJP failed as an opposition. That's why this vote is against Congress but not pro-BJP, but pro-Modi. If any of BJP's parliamentary leaders like LKA, Swaraj or M.M.Joshi was leading BJP would not have done so well. It was Modi's performance as CM & not the performance of the BJP as a good opposition with ideas, that won them the day. No wonder even Arun Jaitley. BJP Rajya Sabha leader lost these elections. BJP even opposed Indo-US nuclear deal (started by BJP under Vajpayee), by cynically teaming up with the Left. If this was not pettiness what is it? Congress had its best chance only if its B-Team in BJP aka Advani, Swaraj etc. were in charge of BJP's campaign. Sadly for them, Modi took charge and the rest is history.
Let US be left aside. Tradition matters in India.Joint Session is not a New Year Ball. Parties will just boycott the Session if called for frivolous reason & a wrong Act passed without debate will not pass the test in Supreme Court easily, assuming President himself doesn't send it back for reconsideration, which a Congressman Mukherjee certainly would.. So far I know in the history of Parliament Joint Sessions have been held to pass Bills only thrice:- Prevention of Terrorism Act, Service Commission Repeal Act & Dowry Prohibition Act. These were to show solidarity/unanimity or to meet deadline for saving time. Not for gifting away land to Vedanta & Adani/Ambani/Essar. Although you seem to be all excited about discovery of provision of Executive order, it's normal for day to day governance. I was talking of adopting/passing of an Act of Parliament aka Bill aka Law, binding future generations. I did not have Modisque subterfuge in mind. Any case, India is not anybody's inherited property that with Executive Order Modi can do what he wants. SC will declare it illegal if it is so. 6 months is a long time in politics. Only Maharashtra & Haryana will go to polls. Life of RS (therefore of members) is independent of LS & state assemblies anyway.

Filibustering in the Indian context is more like taking papers out of the minister's hand and tearing it out in the house. Its pathetic. But I wanted to respond to your comment mainly to point out one thing. The machinations that a government and its Minister of Parliamentary Affairs can do to either get a bill passed/not passed is unlimited (and this happens in the US too). A joint session of LS-and-RS (part of the rule book) would give NDA simple majority to ram through legislations which really matter to them. All they need are the allies of NDA.
Furthermore, several states' elections are due in 6 months time. BJP's position would be even better in the RS a year from now, although they still would not have simple majority in the RS on their own. Modi will not go to the legislature for anything that he can do with executive orders. The only legislations which may get stuck are things like the uniform civil code etc which I do not know if the BJP will seriously pursue to begin with.
Mr. Pavan Bansal threw the rulebook at the nation when the Lokpal agitation was at peak, and quoted some rules about the President needing to address the houses when a new year begins. In the beginning of this year, with Kamal Nath in that position, UPA tried its damndest to get some additional pieces of anti-corruption legislation through, along with the communal violence bill - with absolutely no word of the president's address anywhere. The rulebook, unfortunately, exists to thwart attempts of the opposition, and not to stop the ruling dispensation.
@Gp65: Author is correct. In Lok Sabha (LS) NDA has majority. In Rajya Sabha (RS) UPA has the strength. RS is the Forum other than LS..Since RS is a check Modi will have less real powers than what he had as CM. Even those that are not part of UPA such as JD(U), BSP, RJD, ALL 12 nominated members, Independents, etc will vote against NDA if needed. Opposition unity will be greater in RS. As "Council of States" it will not only prevent damage to individual State's interests (e.g. he can't force Tribal land to be gifted to his crony-capitalists) but it also has certain special powers to make LS rethink on various matters (except Budget.). It is not that easy for Modi to pass/amend Bills (let alone Constitution) merely on the strength of brute majority in LS since Congress can make it difficult by RS-filibustering. That's where Modi's friendship with Jaylalita of AIADMK will be useful.
The Nehru-Gandhi dynasty is a curse ... a cancer on India ... it must go, for India to be a healthy nation ... !! ... the chors and thugs on the criminal enterprise, the Scamgress party, must learn to stand on their own two feet, without the crutches of the dynasty ... that would be a blessing for the people of India ...

IMHO Sonia and Rahul should have resigned and refused to withdraw their resignation. However since they wanted to cling to some power at the least they could do is to promote whoever is talented in their midst and thus create a second tier of leader for the party. They should also make sure that anyone remaining in Congress at the state or Centre as an elected person to provide a guarantee that they will not use their position for personal gain and anyone found to be corrupt should be expelled from the party straightaway.

BJP did not oppose FDI in retail because it was in opposition. Even its manifesto says that while they welcome FDI in principle - they specifically oppose FDI in multibrand retail. They would be opposed to it even if they are in power.
You may agree or disagree that this is the right policy but you cannot say their opposition on this issue was a petty tactic to thwart Congress.
Better they take 'Sanyaas' and retire to the Himalayas and do India a great service!
Both should go back to Italy. We don't want them in India. First we want them to return $22 billion they stole from India, then complete their life sentences and to Italy in that order.
As of now congress does not have a story which is saleable to Indian public. Its all about story telling. People listen to the one who has a story and people believe in it. AAP had a story but lost the plot as people could see through their lack of sincerity. Now it will all depend how Modi delivers on his promises. Chances are extremely high that Mr Modi will more than deliver on all his promises and won't leave any significant room for his rivals. Story and story teller, both are important and Modi has both. One should not underestimate a person who has made it from railway platform to Prime Minister's post. Almost every segment of society can correlate himself with Modi's story. Like Slum Dog Millionaire and now Million Dollar Arm, next Hollywood big story aslo is going to be on Modi's story. Modi's story resonates very well with American Dream.
