Prime Minister Nawaz Sharif on Wednesday approved the third and final phase of the ongoing surgical operation in Karachi, as the military brass and political leadership agreed that ‘no political interference will be tolerated’ while restoring peace in the metropolis.
At two separate high-level huddles, the premier was briefed on the Karachi operation, its outcome and hurdles. Attendees included army chief Gen Raheel Sharif, Interior Minister Chaudhry Nisar Ali Khan, Sindh Chief Minister Qaim Ali Shah and Governor Ishratul Ebad, DG ISI Lt-Gen Zaheerul Islam, DG Intelligence Bureau Aftab Sultan, DG Rangers Rizwan Akhtar and Corps Commander Karachi Lt-Gen Sajjad Ghani. Former president Asif Ali Zardari also attended the meetings.
The political and military leadership decided to speed up the third phase of the surgical operation to purge Karachi of criminals. At the same time, they agreed to take strict and indiscriminate action against the political figures supporting criminals and terrorists.
In the final phase, the military and intelligence agencies will assist the paramilitary Rangers and police in their crackdown on criminals. A monitoring committee will also be constituted to look into any complaints vis-à-vis the operation.
“All political forces will be taken into confidence before the operation is launched,” the premier said. “We want the support of all stakeholders. A joint solution is the only solution.”
In the meetings, the prime minister was informed that a network of banned outfits exists in Karachi. Similarly, some criminal elements were spreading chaos with the support of some political parties. He was also informed that in terrorism cases witnesses mostly avoided recording their statements for security reasons.
Gen Raheel said Pakistan Army was ready to provide any kind of support to the federal and provincial governments. “We will give our honest opinion and assistance whenever it is sought from us,” he said. The army chief suggested putting a stop to political interference in the posting and transfer of police officials.
According to sources, while the army’s help in restoring peace in Karachi came under discussion, it was decided that it was not needed. They said the DG Rangers told the participants that his force could stamp out crimes if political interference was stopped.
Muttahida Qaumi Movement’s Haider Abbas Rizvi said that his party, for the first time, briefed the prime minister on their issues. “We want peace in Karachi, but human rights violations need to be kept in mind,” he said.
At the same time, Rizvi said the gathering of military and political forces on the issue of restoring peace to Karachi had sent a ‘clear message’ to those who wanted to destabilise the city.
The interior minister also briefed the participants on the state-of-the-art equipment being procured for the law-enforcement agencies as well as the measures being taken to crack down on illegal SIMs. Some 0.7 million illegal SIMs have been cancelled, Nisar said. He added that another crackdown on illegal SIMs would be carried out after 3G technology is in place.
Former president Zardari told Prime Minister Nawaz that the Sindh police needed modern equipment. He also urged all political forces to support the law enforcement agencies in their efforts to restore peace in Karachi. According to sources, Zardari and Nawaz also held a separate meeting later.

How come these operations have been going on for the past 25 odd years?. Still no change or major difference at all.
Zardari should be made the Head Coordinator for the IP +++++++++++++++++++++++++++++++++ He looks so impressive.
"According to sources, while the army’s help in restoring peace in Karachi came under discussion, it was decided that it was not needed." +++++++++++++++++++++++++++++++ If not needed then what was he doing in the meeting?
"Prime Minister Nawaz Sharif on Wednesday approved the third and final phase of the ongoing surgical operation in Karachi" ++++++++++++++++++++++++++++++++++++++ The Militants are trembling with fear since the PM has approved the action. Only in Pakistan does 'approval'substitute for strategy and action plan!
All political forces will be taken into confidence before the operation is launched". It is the most toothless and meaningless statement coming from the PM. What the political parties have got to do with the operation , when it has been established that they are involved in the blood bath? The operation is purely an administrative law and order measure and should be dealt with as such. Lets come out of the fallacy of converting everything into politics. Govt has the powers which they better use it ,and if they cannot they leave it. It is time that the govt should establish writ otherwise they can take a walk. Moreover, it is beyond the comprehension as to why an ex president (who failed during his tenure), and who has no constitutional role should sit in the meeting. Whose responsibility is to run the Sind govt ? Total crap and pathetic .
Sitting with Zardari and talking of a crime free Karachi, What a tasteless joke
@Usman:
Bhai meray if you havent gone through history that Karachi whose literacy rate hovers at 73%+ never votes for fundamentalist apologist. They learned alot after supporting JI between 1978-86. IK got NA 250 by hook or by crook. If you arent aware majority area of NA 250 are Delhi Colony, Burns Road, PnT Colony, parts of Lines Area to name a few. I think you know they are constituencies of whom. So mind you Karachi never votes for fundamentalist apologists!
"The political and military leadership decided to speed up the third phase of the surgical operation to purge Karachi of criminals." ++++++++++++++++++++++++++++++++++++++++++ Building up on the successes in the first and second phases of surgical operations, that have made Lyari a famous tourist spot.
"Former president Zardari told Prime Minister Nawaz that the Sindh police needed modern equipment." ++++++++++++++++++++++++++++++ Why were the Sindh Police not provided modern equipment whaen Zardari was in power? Oh I guess he was busy signing the IP Pipeline.
"In the meetings, the prime minister was informed that a network of banned outfits exists in Karachi." ++++++++++++++++++++++++++++++++++ Only Karachi?????
"Restoring peace: Final phase of Karachi operation gets PM’s nod" +++++++++++++++++++++++++++++++++++ In Pakistan the Military restores Peace and the Civilain Govt restores War. Wallah !
"According to sources, Zardari and Nawaz also held a separate meeting later." ++++++++++++++++++++++++++++ Ok according to unconfirmed soucrs Zardari demanded a certain famous percentage on the IP......if you dont believe me you can ask the PM.
It is plainly stupid to consider Karachi's problems linked to law and order only. This city needs good governance and this can only come with a representative and fully empowered lrepresentative local government, not through a provincial and federal government supported ad hoc set up.
"They said the DG Rangers told the participants that his force could stamp out crimes if political interference was stopped." +++++++++++++++++++++++++++++++++++++ Conclusion: Politicians = Criminals.
"Prime minister Nawaz Sharif presides over a meeting on law and order in Karachi." ++++++++++++++++++++++++++++++++++++++ If the meeting was presidential then Pakistans president shoud have attended. If the meeting was Prime Ministerial then Gilani should have attended. Serious mismatch!. What will politicans do be in a picture...even share the dias with the Military....
"Restoring peace: Final phase of Karachi operation gets PM’s nod" +++++++++++++++++++++++++++++++++ Final Phase? Hilarious...... Without the semi finals and quarter finals...I though that was the accusation against Imran Khan...
"At the same time, Rizvi said the gathering of military and political forces on the issue of restoring peace to Karachi had sent a ‘clear message’ to those who wanted to destabilise the city." +++++++++++++++++++++++++++++ The only clear message is that the Civilian initiative based on Rangers has failed and the Military is taking over without calling it a coup deta. Look forward to ISPR briefing on Karachi now onwards!
"Restoring peace: Final phase of Karachi operation gets PM’s nod" ++++++++++++++++++++++++++++++++++++++++++ As far as the Military is concerned PMs approval or otherwise constitues political interference. In other words PM is irrelevant!
FYI Ch. Nisar, to block illegal SIMs one doesn't need 3G technology.
final phase?
With Karachi and the gun culture, security operation needs to continue for atleast ten years till the people of this city start grasping the meaning of killing others is illegal, and illegal is bad
to succeed operation the present police set up and D.G.Rangers should be changed, like all operation it should not be directed against one particular community ....the operation should be impartial and a monitoring body should be constituted ..operation should be done against land mafias .hydrant and arms mafias..
@ashraf: FYI problems in Karachi will stay until political backing stays for militants, no amount of operations can finish violence in Karachi. Hold another round of elections in Karachi only, the mandate was stolen by MQM. Let the voice of real Karachiites come out.
I think this is where IK would have struggled. NS is spending lot of effort to achieve his vision
There have been operations in Karachi since the 90's, they do improve the situation for a while but they never actually solve the core issue. There is only one way out, until the police is not made independent, it is not completely depoliticised we are not going to solve anything, and MQM and PPP role is essential in this equation.
