Pakistan’s airports are a mess. Not because of the crumbling infrastructure. But because of the corrupt and inept people who run them. Arriving at an airport in Pakistan usually is a trying experience. Possibly the only exception is Lahore Airport, where the efforts of Shahbaz Sharif seem to have borne limited fruit. And of course, the VIP “Rawal Lounge” in Rawalpindi Airport (also referred to as the Islamabad airport) where our powerful eat and relax for free at the expense of the others who are treated like cattle in the main building.
Let us start with money. Our airport levies are one of the highest in the region. Advertising spreads like a cancer. But where is this money going? Possibly on non-development expenditure. Hiring more duds.
It is not spent where it is needed most. The avio-bridge that shunts passengers into the main airport building from aircraft is a prime example. The carpet is dirty, paint is peeling and the air conditioner doesn’t work. One gets a blast of heat and fumes on disembarkation.
Thanks to the ASF, the high and mighty have minions waiting at the gate of the bridge. These people are then facilitated. No lines at the immigration counters. People jump, walk across, and in some cases are facilitated for a fee. The complaint “hotline” that is widely advertised never works. I once tried calling to report how dubious men were being ferreted by FIA men. The PISCES system has been rendered inoperative so we don’t know who is coming in or leaving.
Speaking of scams, one can see them everywhere. From the FIA to the customs to the ASF. The “health” counter is another scam. Men wait here for people coming from Africa and then ask them for money to let them through. The luggage conveyor belts are mostly broken. They groan into operation almost an hour after the plane has landed. In the meantime, CAA-appointed baggage staff have pilfered through the luggage. Most luggage that comes in from the US is not locked due to their security restrictions. It is opened at Pakistani airports by CAA and ASF staff where items are conveniently stolen before the suitcases come onto the conveyor belts.
There is no one to listen to complaints. As you wait for your luggage, customs sipahis come and ask whether you have anything to clear and that they will do it for a fee. The sharks don’t end there. The Anti-Narcotics Force staff also take you aside and try to harass you into paying them something. I thought transiting through Nigerian airports was bad. Pakistan is worse. One Sri Lankan friend of mine only got through after he said he was a journalist. Otherwise, they had demanded money in dollars from him.
Consider this: the CAA employs over a hundred people on “vigilance” duty at Karachi airport. And yet no one stops people from spitting or smoking wherever they want. No one catches the thieves and pickpockets who operate with ease. No one controls the crowds outside. Passengers are pushed and blocked as they try to exit the customs hall.
The rent-a-car business is also another scam. They are supposed to charge by the kilometer. Instead they have imposed a minimum charge, regardless of kilometers. Complaints to the CAA have not made any difference. The rent a car drivers charge extra for air-conditioning despite the fact that this is supposed to be included in the charges.
And the icing on the top is the police. The traffic police which is deputed to clear the drop and pick lanes is nowhere to be seen. Instead they prefer to stand at the entrance and exit points of the airport where they stop cars at will and threaten to challan them knowing full well that the passenger will yield as he has a flight to catch.
When we land, one should not say welcome to Pakistan. Better to say, welcome to Scamistan.

We are talking about a CAA which is as notorious for corruption as Armenian Civil Aviation in terms of granting AOCto. New airline, in violation of all laws and safety concerns. An airline Rayyan givenAOC by CAA Pakistan based in UAE has been banned because of gun running flights to Damascus in violation of UN directives. This airline is owned by Indian national, who knowing that he could not get permission from India, managed to get it from Pakistan in 2008. After ban on Rayyan, the owner has again succeeded in getting another airline AOC from Pakistan. It seems CAA is likely to meet fate of Armenian CA, whose registered air crafts have been banned from using UAE and Mid East airspace.
@Maha: Definitely a sad experience for visitors who were invited. Recommend you move mountains, and be at the airport to facilitate the arrival of these INVITED guests. Not to leave them at the mercy of the thugs operating at airports. Specially, specially since you know what will transpire.
Read your piece today in the Tribune on the state of our airports. I can share a story with you which happened last week. My husband has invited professionals from abroad for a workshop here at SIUT. Three participants are from Kenya. They were harassed at the airport, starting from saying that they are carrying the wrong yellow fever vaccination, money in dollars was asked. They were told they would be quarantined. With great difficulty people from SIUT managed to get them out. This has happened before as well, they refer to them as "black people". Pakistanis are quite racist! This has happened to a Kenyan doctor before last year, she was very smart though, works for the WHO and told the customs official and the immigration official to provide her with a receipt of the payment they want her to make!
The theme is always the same with Pakistan: laws belong to the authorities, not the people. (The unfortunate exception is the blasphemy law, as angry crowds may choose to do the task of judge, jury, and executioner themselves.)
This top-down version of "democracy at the pleasure of the authorities" is for losers. Democracies that work exercise authority at the grass-roots: either elected officials are accountable to the people, or else they don't get re-elected - and no government authority may exist that isn't accountable to elected officials.
What are Pakistanis waiting for?
Whole situation summed up in one line "When we land, one should not say welcome to Pakistan. Better to say, welcome to Scamistan"
Islamabad and Peshawar airports are the worst. I have been scammed by currency exchange and telephone booth staff. I will be very vigilant the next time.
I would also advise passengers travelling from the US to lock their luggar using TSA locks. These can be opened by US security and then relocked.
Same story is played out in most poor countries...Pakistan is no exception. Too many people 'working' at the airport for no apparent reason. To compensate the ineptness of the airport management, they have added layers upon layers of unnecessary security checks...next time when you try to fly out from Karachi...count the number of times you, your passport, airport clearance and ticket get examined before you are allowed to get into the plane.
THE NUMBER IS 9! compare to USA where security is also tight...it is 3.
However, anything can be fixed and improved with some simple changes such as 'getting rid of 'VIP' Lounges....so the pain of travel can be mutually shared by all.
Slightly overblown but i do agree that we need decent airport and airport services. This may include disciplining the passengers where required..... Customs & ANF... i ve never had a problem with... What CAA needs to do is improve the general hygiene of the airport and bring it up to speed with international standards. Parking/Porters are a misery. Airport Services are not available at all PS: Imagine if these airports were catering to a lot more load.... The whole system would just crumble

Last couple of experiences at Karachi have been quite good aside from delay at immigration which slows down when multiple flights land. never had anything stolen although porters do often harass you to the point of madness when one is loading ones luggage on a trolley. Never experienced any issues with conveyor belts.
One of my friend came two days before from ISB airport to London Heathrow, from ISB air port some one from luggage loading/unloading peoples nicked his IPad and phone from his bag. They realized once they reached in their home. That's completely embarrassment that in our PIA these things happening. Government should make the system according to standards in such a way that people like to visit our Pakistan. But its completely opposite in every way for example no one take cares how costly per minute call is from UK to Pakistan.PPP government increased tax from Pakistan that's still in process no one cares. We are students away from our family we can not speak in detail with our friends and families.
You have done a brilliant job of making "Long story, short". These are very Genuine concerns and problems. The famous proverb goes; "First impression is the last", and considering that airports are gateways to cities and the first place where every foreigner has to embark. Our airports, railway stations and bus stations are in desparate need for restructuring.
Unfortunately for Pakistani Airports especially Karachi, the current state is that they have become gateways to transport millions of dollars for hawala, kilos of drugs, VIP protocols, smuggled luxury items, bootleggers, criminals of these sorts, etc. And, to earn some extra pocket money for the lower level personnel they have ordinary travelers for harassment.
You forgot to mention the ADE 651's (So called bomb detection device) used by ASF.
