As a professional I believe, this is a crime by the mill owner and a criminal negligence by government's environment department not having complied with legal process of environmental licence. Indeed it is a self explanatory and sad example of corruption in our society where we'd go to any extent to make more money, regardless of the consequences. What a pity!
