The initial investigation report on the incident was presented to Shahbaz and according to the report, the incident took place in the presence of the secretary himself. The basis of the report was footage from television channels and statements from eye witnesses.
The incident had taken place on the evening of March 27 when the traffic warden tried to stop the sons for violating one-way traffic. The sons, identified as Rai Afzal and Rai Najaf were arrested while their other four accomplices are on the run. The police are conducting raids in order to search for the other four suspects.
The Punjab chief minister took notice of the assault and ordered that the secretary be removed from his post. Mumtaz was reportedly present in the area at the time of the alleged assault.
The secretary met speaker of Punjab Assembly Rana Muhammad Iqbal and informed him about the details regarding the incident.

Umar Akmal traffic warden assault
Cricketer Umar Akmal was arrested on February 1 for allegedly violating traffic rules, interfering in government work and “scuffling” with a traffic official near Firdous Town in Lahore.
An FIR was registered against him under Sections 279 (rash driving), 186 (obstructing public servant in discharge of public functions) and 353 (assault to deter public servant).
Akmal is now off the hook after the traffic warden, who had filed a case against him, accepted to drop charges against him. The traffic warden was convinced to withdraw the case when Akmal’s father tendered an unconditional written apology on March 6 on behalf of his son.

Pray tell how is it that extremist groups, (religious hate-mongers and mobs, sectarian militants, East front Jihadists, etc) are untouched roaming around 'progressive' Punjab freely like a safe sanctuary, with active political and military ties, if people there supposedly 'speak up', as you claim, and lock away those who do wrong or perpetrate crime? @Bilal: Can you deny Punjab improving under the CM ? It is a joke for the CM to take notice of an unlawful act and take action? The culprits need to be brought to justice and the Punjab CM has been moved to suspend the secretary pending an investigation. This would be standard protocol anywhere. This also explains why Punjab is the best managed and best run province in Pakistan. It's not that bad things don't happen but the main thing is that culprits are brought to justice and such behaviour won't be tolerated.

This incident just shows the failure of the System in Punjab. CM has made sure that nothing good comes out of any institution in Punjab unless he interferes personally.

The CM has the right idea but poor execution. A better option would have been to follow due process of law. To have the criminals arrested and facing a long imprisonment, the CM should have made sure that he attended their trial as an eyewitness. The present course is of a big bully smiting down a smaller bully. Might is right.
