An education policy action plan by the government is expected to provide a detailed legislative support to educational reforms in 2014.
Education Minister Rana Mashhood Ahmed Khan says an plan is likely to be announced in March. He says the subject of educational reforms shall be addressed in great detail under the plan. He says it would cater to out-of-school children in the province.
Khan says the government has a new action plan and regulatory mechanism for education in 2014. He says a private education bill is being framed by the government to gauge the performance and operations of private schools and may also bind them to fee structures.
Private schools associations, however, have yet to come around to the idea.
Khan says while was a delay in legislation of Article 25-A (right to free education), the government had worked on developing mechanisms for practical implementation of provisions of the article.
He cites the Punjab Education Foundation and the Punjab Educational Endowment Fund examples of bodies offering scholarships.
He says the Jahalat Say Azadi Enrollment Emergency Campaign was another hallmark initiative.
He says work for the Punjab School Education Sector Plan (PSESP), which was launched in October 2013 by the School Education Department is still underway. He says the duration of the plan spans from 2013 to 2018.
“The PSESP policy framework is structured around the National Education Policy 2009,” he adds.
