Despite Supreme Court orders and Interior Minister Chaudhry Nisar Ali Khan directions, the National Crisis Management Cell (NCMC) has not yet provided the record of expenditures of over Rs425 million to the audit team, The Express Tribune has learnt.
On refusal regarding provision of record by the management of the NCMC, the Directorate General Audit has sent a letter to the ministry of interior secretary.
According to the extracts of the letter vide No-A-II/AIR/MoI/2012-2013/592, the Directorate General Audit has sought various information/record from the NCMC including cash books, list of authorised officers/controlling officers and certificate of administrative audit carried out by the controlling officer.
The other records sought from the NCMC by audit authorities include bank reconciliation statements, details of bank accounts, original bills, vouchers, invoices, sanction of expenditures, expenses within authorised budgetary limit, counter foils of cheques, list of vehicles, log books and movement registers, list of monetised vehicles, appropriation registers, details of recruitment of employees, stock registers, personal files of the staff and officers.
It is pertinent to mention that on October 15 Chaudhry Nisar stated that secret fund of interior ministry has been placed at the disposal of the subordinate NCMC, and it has been decided to entrust the audit of expenditure of Rs425 million secret funds to the auditor general.
According to the official figures of the spending, an amount of Rs50 million was spent in financial year 2008-2009, Rs110 million spent in 2009-2010, Rs49 million in 2010-2011 while Rs96 million were spent in 2011-2012. Moreover, Rs120 million have been used in the financial year 2012-2013.
Earlier, the Audit Authorities also dispatched various letters on August 26, October 7 and October 11, to the interior secretary as well as director general NCMC for provision of records for audit. But no such record of NCMC was produced before the audit team.
Despite issuance of number of reminders and sending of a copy of Supreme Court orders dated July 8, 2013 in Constitutional Petition No105/2012(Media Commission Case), the NCMC has not provided the required record so far, said the sources familiar with the matter while talking to The Express Tribune.
Sources privy to the matter told The Express Tribune that the interior ministry had sought advice from ministry of law and justice over the matter.
