According to the Inter Services Public Relations (ISPR), the invitation for the meeting was sent by the Pakistani DGMO to his Indian counterpart.
On November 15, Prime Minister’s advisor on National Security and Foreign Affairs Sartaj Aziz had said that meetings between DGMOs and security advisors from both sides would take place soon to resolve border tensions.
Speaking about why a meeting between DGMOs on both sides was yet to happen, long after the Pakistani premier had suggested it to his Indian counterpart in New York, Aziz had said that the commanders regularly talk on the hot line they might have felt that it is unnecessary to meet.
Since the beginning of the year, Delhi and Islamabad have regularly accused each other of violating the ceasefire.
In September, Prime Minister Nawaz Sharif and Indian Prime Minister Manmohan Singh had met in New York and agreed to maintain peace on the border.

This is indeed a good omen for Pakistan when the military’s top brass meets under civilian leadership of Pakistan. DGMOs (Director General Military Operations) of both Pakistan and India are meeting after a long gap of 14 years. The previous government of PMLN made Pakistan a nuclear state on 28th May 1998 and, after having the nuclear deterrence, envisioned that Pakistan should make friendly relationship with India so that the budgetary resources wasted extraordinarily on defense could be diverted towards development of Pakistan so as to reduce poverty & unemployment. As part of the peace endeavors, Indian PM Mr Atal Bihari Vajpayi visited Pakistan and finalized Lahore Declaration. However, a rogue general (Pervez Musharraf) misadventured into Kargil. When the PM decided to form a Commission to probe the causes, the general overthrew the elected government through coup d'état on the night of 12th October 1999. He remained in power for 9 years and handed over the government to his NRO-beneficiary Asif Zardari, who remained in corruption for another 5 years. After the lost decade of 14 years, this is another initiative towards regional peace because the road towards economic development passes through regional peace & stability. Long Live Pakistan!
Now that is the way to go forward, Pakistan. Hope sanity prevails and another kargil doesn't happen.
