According to the results announced by the Federal Public Service Commission (FPSC) on Wednesday, only 235 out of 11,406 have passed the CSS examination, a 2.09 pass percentage. Of the successful candidates, 172 are male and 66 female.
To curb the flux of a large number of ineligible candidates who appear in the CSS exams, the FPSC has proposed a set of reforms to ease burden on the commission.
The proposal, prepared by a committee comprising senior bureaucrats and experts, advocates a “screen out” process on the pattern of army recruitment to ensure that only promising candidates sit in the final examination.
The proposal has been forwarded to the prime minister for approval, but no progress has been made on the issue, official sources told The Express Tribune.
An official said the FPSC believes that many candidates lose interest when they fail in one or more subjects, especially in English, when they first appear, taking the second and third chances casually.
“The screening process aims at allowing only eligible candidates to appear in the CSS exam in the future,” the official said.
Former finance joint secretary Farrukh Kazi, while commenting on the poor result of this year, said that it was important to see in which subjects students had failed, because usually, the majority of them failed in English which was compulsory.
Former Capital Administration and Development Division secretary Shaigan Sharif Malik took a swipe at private academies which offer CSS preparation classes saying, “there is no check on these so-called academies, which have become money-making machines, churning out lame ducks without properly polishing their skills to meet certain standards.

Really its tragedic end of future of deserving candidates. How is it possible that 15 malik caste candidates have passed despite of such worst result in css history????chairman malik hayat ki mehrbani ???
Really! it is very heartening to note because only 2pc have qualified the competitive exame. I request to authorities concerned that please establish good institutions for the preparation of such a difficult exame.
No doubt result is very poor. According to me the solution of the problem may be the relaxation of upper age limit to 30, in this way more competent people will be able to participate in CSS, as many people belonging to middle or lower middle class spend most of their time in supporting their families and they don't have enough time to prepare the very difficult exam like CSS. May be in this way they get a chance to serve the nation.
Well in 2012 the number of students declared "pass" are 800 . Isn't it amusing withing a year how are education system decline that in year 2013 only 238 students got clearance. In fact its the negligence, corruption, lack of transparency etc. Just few questions to Mr chairman :
How just it is to announce the result of Faislabad re-exam with those who have appeared in Feb 2012 . Given the case that Faislabad people enjoyed six more months . Did you bring Faislabad case culprits to book? If yes where are they How can i trust FPSC that in future such incident won't happen Above all how so called academies (Isb) have result 20 days before the official announcement? (I have Proof of this) Can you please guarantee that these academies do not have access to your question papers? In the end all those who are unable to clear this exam , do not worry FPSC is not the intelligence measuring device . If you are intelligent you will definitely defeat the storm. But PM should take notice of this dejected result and those corrupt people sitting in prestigious departments
