The petition was filed by Javed Ibrahim Paracha, a former Pakistan Muslim League-Nawaz MNA.
Paracha said the government issues Rs0.5 million each year to a peace committee in the district. He said Muharram is around the corner and the committee has still not received the allocated funds for 2013.
Muharram processions are carried out in Kohat district and people from Hangu and Orakzai agencies also participate in the rituals. The peace committee and the government are responsible for all the security arrangements during the month.
Paracha said the funds have to be issued by the secretary for local government. It will be difficult to make security arrangements if the funds are not released on time, he stressed.
He said the government also issues Rs1 million each year for security arrangements on the Chehlum of Hazrat Imam Hussain (R.A) and Eid Miladun Nabi.
