The reason given for no visas being issued is that India cannot provide security to the Pakistani players.
Faisalabad, which won the Faysal Bank Super Eight T20 Cup under Pakistan Test and ODI captain Misbahul Haq, was to go through a qualifying phase that would also feature the fourth-ranked team at the Indian Premier League, Otago Volts (New Zealand) and a Sri Lanka qualifier.
The top two teams will then complete the 10 team line-up in the main tournament. The outfits have been divided into two groups with top two teams progressing to the semi-finals.
Due to strained relations between the governments, the Champions League T20, run by the Indian board, ignored domestic sides from Pakistan in its first few years.
However, Sialkot Stallions became the first side from the country to feature in the lucrative tournament last year when it got a slot in the qualifying tournament.

If the Indian government could not provide security to half a million Pandits from being slaughtered and thrown out of our own homeland, how can you expect that it will provide security to your players?
What a joke this tournament is. Half of the IPL teams, even those involved in spot fixing, qualify automatically and the champions from other countries and denied plainly, or asked for qualifiers. ICC being subservient to BCCI, has brought the ‘gentlemen’s game, cricket to its all time nadir by letting it involve in commercialization and dirty politics.

Indian team refused to tour Pakistan, citing security concerns in 2009, after the Mumbai attacks. Pakistan refused to send its players to IPL, as a tit for tat, to India citing the same security concerns.
That backfired later when India took IPL to South Africa. That was the last time Pakistanis played IPL, in 2008.
India cancelled because of genuine concerns, but Pakistan did it to get back.
Only if Pakistan had not tried to "equal" India and empathized with it after the Mumbai attacks, Pakistanis could have played all IPL formats. This is because Pakistan is simply not an equal to India. If it was, CPL would be playing in Pakistan.

hi, The event will get money for BCCI. But if they need special protection for some of the players from outside india, they need to foot the bill. This will be huge for a team of players hence the stand off. Unless BCCI accepts the bill the government will not provide security. Why should public money spent on a private event?

When Pakistan "pollutes" business with politics by dilly-dallying to reciprocate the award of MFN status to India, it has no right to blame India for it. All the tournaments in the world have proper governing body like FIFA controls all football World Cup affairs, Tennis is controlled by the Tennis association and so forth. However cricket champions league is controlled by India?? I do not know much about internet India, or how it looks like, but I find a lot of what @Vikram said, happening on the ground i.e. in real India. And yes, I am aware of Gujarat 2002 (despicable as it is) and Sachar report (including its anomalies). At times we don't like to see things thats happening on the ground, because it doesn't fit with our ideological standing and/or with our worldview. @Dr. Bill: First of all, this is not a ICC event. This is pure club cricket solely organized by BCCI. ICC has no role to play in it.Now it is up to Indian board who to invite and not. They might have invited the "Wolves" club but they can't issue VISA to them. That is Indian government's job and to provide them security as well may be fall upon the Indian government. Now, I think it is much better to not allow a certain team if the local authority thinks that it may not provide adequate security. It is much better than have the players come into the country and then being showered by bullets, just like Sri Lankan team had to face.

Sadly but again cricket has been sacrificed in the burning fire of mistrust between two country. Pakistani players came to play IPL- I and their national team visited at the end of previous year. so it is blatant lie that India discriminates with Pakistani players or people but the incidents at LOC and un-soldiery act of beheading soldiers, not doing any good to the already shaky relationships. For government it very difficult to ignore public sentiments amidst prevailing tension at LOC . On personal note, by not inviting cricket teams or stopping liberals and cultural activities, we only giving ammo to fundamentalist and haters of India.

Anyhow, I am for sports ties and do not support this action by the Indian government. If security was a problem, they could have kept the Pakistani players in a hotel and asked them to stay within and provided all sorts of security to them in the hotel.
Isn't CLT20 supposed to be an ICC event? If so, such issues should be addressed or the tournament be moved out of the country that cannot provide security. If not, good luck to all the teams playing it, especially the IPL teams that get free tickets to skip the qualifying rounds so that there could be a high percentage of chance for the money to stay in India.

What you guys don't know is....Central and State government's in India are petrified of attractive of Muslim ire. There is general election coming in 2014 and no party want to miss out the Muslim vote. (In some states, Muslims constitute more than 30 percent of population.)
