ISLAMABAD: Sector Commander Islamabad said on Friday that he had prepared a strategy to arrest the perpetrator, Sikandar, behind the Islamabad standoff without even firing a single bullet but Zamrud Khan foiled the plan, Express News reported.
Sector Commander Khalid Jadoon submitted his statement before the Interior ministry.
He also said that he was not even contacted by the security officials or civil administrators before 7pm and got to know about the standoff from TV.
After watching the news, he ordered the wing commander to prepare two of their best snipers and two reaction forces to handle the situation if things get worse.
The statement further revealed that DC Islamabad arranged a house in G-6 for dialogues with the perpetrator and SSP Operations Dr Rizwan convinced Sikandar’s wife Kanwal to meet at the arranged venue for negotiation.
Even though Sikandar had said that he would bring his arms with him, it was planned that after reaching the venue he would be unarmed and arrested.
But just as the sector commander, SSP Rizwan and DC Islamabad left in a car to get to the venue, where they were to be followed by Sikandar and family, they heard gunshots and saw a crowd near Islamabad Jinnah Avenue.
Eventually, they were informed that PPP leader Zamrud Khan attempted to grab Sikandar which resulted in exchange of fire from both sides and injured Sikandar in the process.
Jadoon also said in his statement that even though Islamabad Police is skillful they failed in taking some decisive decisions at the spur of the moment which made the situation worse.

How stupid of you....Mr Jadoon is not a Sector Commander of civilian law enforcing branch...he is a sector Commander of the Army and the Army will not interfere unless called in by the civil administration through his commander.this was a proactive action to prepare his men under his command as and when called to do...a call that never came..
SSP is being humble. He had actually hypnotized Sikardar and everything was in control. Its just that the hypnotizer had the runs and was unavailable to command Sikandar to disarm. If only Zumrad Khan waited for the Imodium to work....

What a non sense. Why was zamarud allowed there in the first place? And what was media and hundreds of civillians doing at a potentially dangerous place involving firearms? And how un-professional your police looked without bullet proofs and hilmets...it was just a cricuss drama.
It is unclear to me if this Sector Commander is a Police officer or an Intelligence Agency man and why he should have been informed. It was a police operation and lets us police handle it in the future. Yes I agree that there is a dire need for Standard Operating Procedures (SOP's) within the Police force to handle such incidents. All urban operations are the jurisdiction of the Police. The Military, Rangers and all such agencies should not be called in to operate in urban environment. If we do than we are sending the signal that our Police force is unable to handle police work. If training is needed get your Police force trained by Law Enforcement professionals with experience and expertise. Military cannot and should train Law Enforcement. These are two different professions. I would humbly request our politicians and ministers please have the confidence in your Police force next time and let them handle it and don't jump in. To many agencies and departments start fooling around with a Police operation and it becomes a dangerous situation with no clear view of what needs to be done. I haven't seen any coordination between all the departments working on the location to bring this incident to a safe ending.

Are there no NON LETHAL tools available to the police in Pakistan??? Are Tazer type dart guns, beanbag riot guns (which stun and knock down the subject) or standard riot issue rubber bullet guns not in the police arsenal???
It is frustrating to see people passing judgements on the police/commanders as if they did not have a clue about what they were doing. It is their job, not yours. They know what they were doing and had a plan. Additionally, what Zamurd did was a pretty foolish. I am not denying that what he did requires courage and I am not questioning his bravery. But his actions did place Sikendars entire family, the media crew and police personal at risk. He is a politician. He should stick to his work and should have let the experts do their job.
Did any body think, that Skindar did not intend to kill any one. He got opportunities to kill SSP and large number of people standing around. Even he did not fire a direct bullet to Mr.Zamarud Khan when he slipped and was lying on the road. Did it not show that he just want to gain attention of the public and media. He might be a psychological victim of some sort of embarrassment.
You can't handle a single deranged gunman and you wonder why you couldn't stop American special forces?
The Commander was so drunk dead he wasn't even informed of the incident by his own department. Why is he still in Command??
They convinced Sikandar to leave this area and go somewhere else, a house? That was there plan? What guarantee they had he would not have run away or created another drama at some other location? This does not make any sense at all. If this was their plan then we should be thankful to Zamarud Khan that his stupidity ended the drama there.
The government and security institutions only embarrass themselves further. If it take six hours for them to arrange sniper for one person; it is not unimaginable that the would evacuate Islamabad should hundred such men come out with guns and human shields.
Once again I thank Mr Zamarrud Khan as it is good to know there are some who have the will to do what needs to be done.

After providing details of his stupidity, this guy snatches number one position from Zamrud Khan. What kind of sector commander are you that your subordinates did not bother to inform you? After looking at your stupid strategy, I think your subordinates took a bold decision to keep you in dark.
