Waving two semi-automatic guns and occasionally firing into the air, Mohammad Sikandar was accompanied by his wife and children throughout the tense drama late Thursday that took place close to Islamabad's political quarter.
Broadcast live on the news channels, hours of stalemate came to a chaotic end when Zamarud Khan, a senior member of the opposition Pakistan Peoples Party (PPP) sent to negotiate, made a sudden lunge at the gunman.
Khan slipped and missed his man, but police opened fire, seriously wounding Sikandar in the chest and leg before arresting him, dragging him off as blood poured from his wounds. Doctors said he was improving on Friday.
The drama in the centre of the normally sleepy capital drew a huge crowd of onlookers and media, and Islamabad police chief Muhammad Rizwan said they were to blame for the slow response, denying his men had dithered in the face of the challenge.
"The commando operation was delayed because we needed proper space between the general public and the gunman," he said on Geo TV.
"We had asked media and the general public who had gathered there to stay at least 300 metres away for their own safety, but they did not move away."
Rizwan said there was a gap of only 50 metres (160 feet) between the crowd and Sikandar, making it impossible to tackle him safely.
He said it appeared Sikandar was not part of any extremist outfit.
"The preliminary investigations suggest that this man is not associated with any group and it was his own individual act," he told Geo TV.
The standoff began around 5:30 pm when police flagged down the car for a traffic offence on the central Jinnah Avenue neighbourhood - just over a kilometre from the presidency and parliament buildings.
Sikandar then started firing into the air, forcing markets and shops in the area to close, before making a series of rambling demands including the resignation of the government, the imposition of Sharia law and the release of a son from prison in Dubai.
Some police officials said he appeared to have mental health problems but Rizwan said this was yet to be confirmed.
He underwent three hours of surgery during the night, doctor Wasim Khawaja, spokesman for the Pakistan Institute of Medical Sciences hospital, said.
"Hopefully he will be normal in 24 hours. We have put him on a ventilator and he is maintaining his blood pressure," Khawaja told AFP.
Sikandar's wife was also shot in the leg as the scene reached its conclusion but doctors said she was out of danger on Friday.
As the standoff played out during the evening, Sikandar smoked cigarettes and spoke to TV stations on his mobile phone while his children played around his car.
The politician Khan, hailed a hero by some local media, said he felt he had to intervene.
"I was sitting at home and watching this whole drama on TV," he told Geo TV.
"I came out with a commitment that I will catch this guy, even if it takes my life."
Outgoing President Asif Ali Zardari praised the intervention of his party colleague.
Zardari "lauded the courage of PPP leader Zamarud Khan who, risking his own life, has helped law-enforcing agencies getting hold of the armed man tonight in Islamabad", a statement from the presidency said.
"The president also appreciated the role of security agencies who have handled the situation in a discreet manner and have averted any mishap," it added.

Zamarud khan thought of himself as He-Man. Very stupid of him to jump in and show his special powers. He should also be arrested with Sikandar.
Police should have taken him out within 5 minutes! three warning and shoot at site.
The lame excuse of children can not be entertained, by doing this you are putting life at risk for the other millions of children and citizens of Pakistan.
ONE SNIPER SHOT aimed at his legs!! period that was all what was required. sighs
@Marc, the aim was never to kill him. It was to take him and his wife hostage safely and then finding out their motive and whether they belonged to any particular group. Killing him would be an extrajudicial murder, unless he was putting people in grave and immediate danger (which is arguable).
@SM: A very well said statement. I can't agree with you any more.
@Libra: You are obviously unaware of how things work
he's still alive?? what kind of sharpshooters they got????
Please note that the gunman in question could have been shot with any number of riot police standard issue guns that fire large non-lethal rubber bullets or bean bags that would have knocked him down so that waiting police could have grabbed him!
The question is WHERE and HOW did he get these Guns Who gave him the idea to do this WAS he promised a lot of money for this DID he know that he will be shot or killed or was he promised a safe way back and no case solid enough to book HIM????????????????????????????????????????
@shafi: That's all you can do dear. blame game.
Obviously, the incident had to be resolved with tact and sensitivity - I saw a rational yet suicidal man playing out his utter dispair and protest against the state and society in general. The reaction to his lunacy was frightening and disappointing. There was utter lack of professionalism. The 'intizamiya' has no way to disable him without using live rounds. Police has no training in crowd control. Any police force with even an iota of sense of responsibility could have resolved it without firing live rounds at the end. And we are supposed to be fighting against people who are bent on terrorizing us. From this spectacle, it is obvious that it will a cakewalk for them . Our state machinary will fold in a few days.
Five hour standoff in Islamabad red zone is disgraceful for our law enforcement agencies. Maybe hire few from BLACKWATER to do the job! Why are we spending billions to keep big police force, rangers etc? Morning saw Karachi police in a six-hour-long operation to arrest a gang of extortionists and then see one lone gunman uncontrollable for 5 hours in Islamabad. What a performance!!!
one of the reasons for prolonged show of police inaction was ..........PTI Chief was making a press conference the same day and government intentionally prolonged it so that IK gets lesser media coverage. This was evident as Interior minister was issuing direct orders to police officials.
all they needed was three/four cops lay on ground and aim at his legs at one time......shame on police
We have a problem in our way of thinking - when our security forces take action, we criticize them and when they are careful, we criticize them. Definitely there is something wrong with us.
Those of us who live in Western countries and follow local news have always seen classic hostage-type situations develop and the action taken by the local police SWAT teams. Those situations take time depending on the situation.
What is different is the armchair critics we have in Pakistan who always find fault in how the crisis is tackled when in the meantime, none of us have any idea or training on how to handle the situation.
most comments made against handling of situation by authorities is a classic example of unnecessary criticism.
Asif PK, if he was shot on the leg by a sniper, his hands would shoot his family or shoot at the police! The police did a commendable job. One must criticize the irresponsible PPP leader for putting people at risk though. His entry into the situation was so careless and random. He could have been responsible for putting a lot of people in danger had the police not acted quickly and shot him.
All those saying that Zamurd questions for interference - first tell me Why on earth did the police allow him to go inside the area that was cordoned off?
And there was Nabeel Gabol at first trying on negotiate. Everything was on media. Even the dumbest senior officer could have called up his team and told them not to let anyone inside after Nabeel Gabol's visuals aired on TV?
The media played the devil alright but where was the state? Where was PEMRA? The ministry of interior could have issued directives through PEMRA?
Why was he allowed to talk to media live? And that too happened channel after channel without any government functionary realizing what is going on ?
This is simply unbelievable and is the worst case of mishandling and negligence by the authorities.
Zamarud Khan did what was in my opinion a stupid act;he was neither trained nor did he have approval of police. Please time after the lunge of Mr Zamarud, after how many seconds did police rush to the scene. And police should stop armed police persons without uniform. Why did the police not use tranquilizer bullets. And how come sharp shooters shot the man in belly. When did the belly shot was fired. And what was police celebration of firing in air..........bad training and discipline I guess
Look at the photograph shown in this news. The Gunman is standing far away from his family. He could be hit on his leg by the sniper at this moment. Why waited for so long ? If Minister was stopping for this then does this mean that he did not trust the abilities of the police?
RANA SANA ULLAH blamed KPK government for D.I.KHAN central jail attack. Now I ask him to comment on ISLAM ABAD incidence.Who to be blamed? Should prime minister of his party resign?
Why live fire bullets were used; WHY POLICE DID NOT HAVE STUN GUNS OR LONG RANGE WIRE GUIDED TASERS which would have decapitated the perpetrator and made him immobile and ineffective, instead of almost killing him; Why these so called dacoits in uniform (corrupt and wild money extorting goonda hoods called police) are made to decide future security feel for Pakistanis; These and their kinds MUST be removed immediately from their authoritative positions; A civilian like me knows more and am much more capable than the so called expert in our police and can really setup a most efficient and effective section in our security apparatus to defend the lives of people of my country. Actually with person like Ch.Nisar Khan (earlier a dummy and a chronic liar, and a monkey brained Rehman Malik) holding interior ministry portfolio are there to make such decisions. They cant even open their mouth or go to the bathroom with proper guidance and permission. Such inept, mentally retarded bufoons when are in control of security of me and my children, then I must be alert that they may be the root cause of killing in my country. Must be held accountable. NOW, the real enemies of my country know how inefficient, disorganized, and how low mental aptitude we carry on our heads, and how easy it is to make us run around in circles like monkeys, and they then can carry out so very easily their mission killing my people.
I think the delay tactics of the government in this case.. Media should let the government do its job rather than forcing them to make a rash decision.
Zamarud Khan i don't see from where he has become a Hero he was lucky the guy who kept the drama gong was not a terrorist otherwise he would been shot they way I see thing is that this person was a very frustrated man who was fed up of life and didn't care of the consequences he was going to face. The security in the capital I would not say it is a failure but the forces need to me more equipped with some latest technology weapons like shock guns, sedate bullets etc if the forces had these types of weapons the culprit could have been caught unharmed I think the forces took to long to clear this issue and made Pakistan once again clear to the international world that this is not a safe place and one armed man is enough to bring a city to a stand still
dear all pakistani it is drama which show by the govt and it is also remarkebal questan that why show our security unresposibility.
"“The commando operation was delayed because we needed proper space between the general public and the gunman,” he said on Geo TV."
Do they expect us to believe that it takes 5 hours to cordon off a small area?
If Shooting down was the only solution then why police let Sikandar to stage drama for 5 hours. The whole world seen that capital of Pakistan is unsafe. Police was just waiting for a Hero who will rescue Islamabad. Thanks to Zamurd Khan for his foolish act, which helped to end the drama.
You know, the funniest line in this article was:
Yes. The police asked the public. Then they also said "please", followed by "pretty please" and then mentioned some cherry on top.
Pathetic.
This was a drama set by 'someone', I believe to defame Pakistan.
plan goes well PPP? so tell me more about it plz??? :/
Who was going to move the people back? Isn't that something police do?
The authorities took too long to resolve the issue....1-2 hrs was enough to judge the situation....many a times he was in such a position where he could be easily shot in the legs and captured....regarding police stance that public was the reason of delay in appropriate action, who stopped police to cleared the area from onlookers and general public....???
Zamarud Khan should be taken to task for interfering in police work. He not only failed to catch the armed person but also put the lives of others in danger. We expect better behavior from our parliamentarians.
Now thats what we call incapability at its best. what a wonderful show put up by the islamabad police. Hats off. shame
This appears to be a man who has been pushed over the edge. Son in prison in Dubai, two small kids in the car plus his wife. No on in their right frame of mind does this sort of thing and demand a sharia state.
Classic government response to any crisis : no planning, no training, no descipline, no one to take charge............and so we muddle through...........DISGRACEFUL in capitals.
