Baloch nationalists were earlier reluctant to buy this claim. However, veteran Baloch politician Sardar Akhtar Mengal on Sunday admitted to the presence of “death squads sponsored by Pakistan’s neighbours and foreign powers”.
In an exclusive interview with The Express Tribune, Mengal also condemned the deadly violence perpetrated by Baloch separatists in the province. A medley of separatist groups – especially Balochistan Liberation Army, Baloch Republican Army and Baloch Liberation Army – have upped their insurgency ante since the killing of Jamhoori Watan Party chief Nawab Akbar Bugti in a military operation in 2006.
He acknowledged that Baloch insurgents have been targeting non-Baloch settlers, mainly those from Punjab, in Balochistan. “However, some government officials also want the settlers to flee the province and sell their properties at throw-away prices,” he added.
It is perhaps the first time that Mengal has openly condemned the activities of Baloch insurgents --- not easy to do since his younger brother Javed Mengal and two of his nephews – Nooruddin Mengal and Bhawal Mengal – are also allegedly involved in insurgency.
For his part, Sardar Akhtar Mengal – the head of his own faction of Balochistan National Party (BNP-M) – said his party has from the beginning renounced violence as a means to achieve political and economic rights of the Baloch people.
Mengal ended his four-year self-imposed exile and returned to Pakistan on March 25, 2013 to lead his party in the May 11 general elections. All separatist groups are opposed to parliamentary politics.
Mengal spoke about his predicament. “The Baloch militants consider me a traitor while the security establishment also treats me as an enemy,” he said. “I’m being targeted by both.”
Asked if he was willing to mediate between the insurgents and the government, Mengal said: “Both [Baloch insurgents and security establishment] speak through the barrel of the gun. They cannot understand my language.”
Instead Mengal reiterated that the six-point formula he had spelt out before the May 11 elections to stabilise the situation in Balochistan was still workable. “My six-point formula is within the parameters of the Constitution,” he said. “We are willing for a debate with anyone who thinks my six points are against the interest of Pakistan.”
Mengal also strongly criticised the security establishment for targeting ‘Baloch political workers’. He alleged that ‘death squads’ backed by intelligence agencies were eliminating critics of the establishment’s policies. “They [death squads] are killing and kidnapping people because they have been given a licence by the establishment to operate against anyone,” he added.
Asked by bloodshed perpetrated by Baloch insurgents, he said: “State agencies should not behave like militants. There should be a difference between the conduct of the state and of militants.”
Mengal’s party fared badly in the May 11 elections which he claimed were massively rigged. “The elections were rigged by the establishment to stop my party from coming to power,” he alleged.
Mengal, who is in the federal capital, is scheduled to meet Prime Minister Nawaz Sharif besides attending a book launch. He is confident that Nawaz can resolve the Balochistan issue.
“I had detailed discussions with Mian Sahib on all important issues after the general elections. “Mian Sahib assured me that he would do all he could to steer Balochistan out of crisis,” said Mengal. “I will try to meet him on his return from China.”

It is ludicrous for anyone to even suggest that the United States in anyway involved in the Baluchistan insurgency. Conspiracy theorists throw things around, without an iota of proof, in the hope that something may just get stuck. The fact remains that the United States wishes to see a stable and strong Pakistan so it can play a vital role in the region’s development. That is the reason we have been working closely with both the civilian government and the military establishment.

The Baluch insurgency can be settled if imaginative steps are taken to co-opt the nationalists.
Mengal said today on TV that he never said that foreign hands are involved. He said that he was replying to the question from a reporter and told the reporter that if the government or anyone claims foreign hands are involved they should make it public. Mengal said that though the government and establishment have been claiming for a long time that foriegn hands are involved, they never substantiated or produced any proof. Mengal said that in the earlier insurgencies, the army and government have used terrorists from abroad and also used foreign arms against the Baluch. Mengal categorically said that what he said and what has been published are totally different and opposite.
The solution to Pakistan problem, change it to United States of Pakistan, including States of Kashmir, Punjab, Sindh, Balochistan, KP and Gilgit Baltistan.
Inshallah peace will prevail across Pakistan. Baluchis, Panjabis, Sindhis, Pathans, etc. - we are brothers and we are one nation. By the grace of almighty, all those who want to split us will fail.

I never saw an official statement from Obama administration about that. @Truth Seeker: HAs he mentioned India? No. The neighbour could be Afghanistan since it is Afghanistan which has borders with BAlochistan not India. Is there any direct quote where he has spoken of "death squads" run by foreigners? No. The only reference to the "death squads" is by Pakistan's intelligence agencies.

HE has never reiterated that statement after he became the Defense Secretary. Also when this old speech of his was dug out to affect his senate confirmation hearing, the US State department actually rebutted it and said that India's role was positive. While some in Pakistan have for long been crying hoarse over growing Indian subversive activities in Pakistan through Afghanistan, the latest confirmation of this came from US defence secretary nominee Senator Chuck Hagel who in a previously unreleased video suggested that India has over the years “financed problems for Pakistan on that side of the border.”
Hagel in a talk on Afghanistan at the Cameron University in Oklahoma in 2011 said that India has been using Afghanistan as a second front against Pakistan. “India has over the years financed problems for Pakistan on that side of the border, and you can carry that into many dimensions.”

But the important point is if our house wont be in order, you cant blame outsiders. Crying outsider intervention wont help, but fixing our internal issue will! Bengladesh wont have been different country, if Urdu had not been imposed and autonomy to provinces had been given to provinces as per 1940 resolution. So which 'death squad' is it? To me it sounds like that the mangal wanted to talk about death squads backed by intelligence agencies" but he just threw in the foreign power having 'death squad', without mentioning any specific country to make is comments more acceptable to the nation.
Foreign involvement in Balochistan is being going on for decades from Punjab, oppressing and killing innocent Baluchis and stealing their resources leaving them poor and deprived.

Nothing excites Pakistanis as much as the mention of a "foreign hand". Mr Mengal is just positioning himself to be accepted by the establishment.
Mengal should run with the proof he has collected immediately to Aabpara, for years they have been hunting for the hidden hand, like James Bond. He has seen the hidden hand making the Baloch disappear too. Since he has been far more competent than DG ISI, he should be immediately offered that post.

India is the 2nd largest sponsor of terrorism in Pakistan second only to the US. Over the last decade we have invested billions of rupees in the fields of financing, training and buying local touts through our consulates located allover Afghanistan.
However, due to our falling Rupee, this investment wont last longer as our own 600 million that lack access to close toilets and another 400 million that survive on $2 a day would eat us alive. Our main sponsor will also be fleeing next year who is the guarantor of our sanctuaries inside Afghanistan.
In all this scenario, it would become extremely difficult for us to continue providing our terrorism related services inside Pakistan. Therefore we are also fleeing from Afghanistan before the $$$$ hits the fan. We are sorry for any inconvenience caused.

Problem is in the values, traditions and nature of baloch, punjabi and pathans. Pathan and baloch have almost identical attitude towards life. Punjabis are more cunning and power hungry people. Some groups in pathans like khattak of karak areas are the worst among all pathans and are easily utilised now a days by Punjabis to keep other pathans suppressed, as many examples of these khattaks reaching higher positions in forces , only by means of being sadistic towards people from kp and balochistan. May Allah help soft and loving people of this country.

I am very much happy to read that a hard-core Baloch nationalist has admitted the foreign involvement (To make it more clear mostly Indian involvement). It's time for the security agencies too, to address the grievances of Balochis.
The Baluch militants are not as dangerous as Taliban are. Hopefully, if our government tackles the Taliban in KP and FATA, the issue of Baluchistan is not so seroius as presented and the reason is simple. Baluchistani is the land of Baluch and Pashtuns. Pashtuns of Baluchistan love Pakistan and are independant from influnece of sardars as compared to Baluch people. Hence we can say that insurgency is only in Baluch areas and that too by 3-4 sardars whose fighter are timid and oppertunist. They attack and run away instead of holding their positions and fighting till their last drop of blood. However, the biggest concern is US supporting these sardars in the senate of US through bills etc for Independant Baluchistan....These sardars have shown that they can do any thing for keeping their people slave, bowing before them, genrations after generations..alas!

There is no doubt that Balochs have been wronged. The words of Akhtar Mengal “State agencies should not behave like militants.
