Changes wanted: Domicile policy challenged in PHC

Forms can only be collected from the deputy commissioner’s (DC) office, as per the new policy.

The newly-promulgated policy for obtaining domicile forms has been challenged at the Peshawar High Court.

Petitioner Advocate Essa Khan on Wednesday contended the form’s price had increased from Rs10 to Rs30. He added the forms, which were earlier available at stationary stalls, can only be collected from the deputy commissioner’s (DC) office according to the new policy.

The petition stated people have to wait in long queues outside the DC’s office. The policy also directs the forms be signed by patwaris, who have low credibility, it added.

Getting the forms signed by tehsildars has become another headache for students, according to Khan. He contended it is now mandatory to get a ‘statement on oath’ signed by a public notary, which is contrary to the law. In his petition, he has requested the court suspend the new policy.
