
QUETTA: Balochistan Assembly speaker on Tuesday asked the chief minister to take up with the federal government the decision of Islamabad High Court (IHC) cancelling the amnesty scheme for cars brought into the country from Afghanistan.
Speaker Jan Muhammad Jamali also directed the provincial government to file an appeal in the Supreme Court against the IHC order.
PML-Q’s parliamentarian leader Jaffar Khan Mandokhail has said that a resolution should be passed against the IHC’s decision, as it affects the people of Balochistan.

The IHC had declared void the previous government’s decision to allow registration of non-customs duty paid (NCP) vehicles on payment of fee at discounted rates.
In the tribal areas along the borders of Afghanistan and Iran, people buy duty free cars and SUVs from Afghanistan and roam around freely only to be stopped when they enter the settled areas of the country. It is legal in tribal areas but not in the rest of the country.
In order to end the practice, the past government had introduced an amnesty scheme of registering these vehicles at discounted fee.
PML-Q’s Abdul Karim Nausherwani raised a point of order on cancelling the scheme.

Nausherwani said the Federal Bureau of Revenue (FBR) has registered approximately 51,000 NCP vehicles and collected Rs16 billion. The IHC decision of cancelling these registrations is unbearable for the people of Balochistan.
PML-N’s provincial president Nawab Sanaullah Zehri said the people of Balochistan got their NCP vehicles registered legally and the decision particularly will affect the Baloch and Pashtun.

What if the buyer is 4th one who purchased a registered vehicle from market and has nothing to do with NCP, Amnesty SRO etc.what will be the fate of his investment?
Good decision. I think the IHC could think about the Rules and regulations, The order was issued by the Govt of Pakistan for regularization of NCP vehicles. These types of cars were easily available in market and general man bought the vehicles for their own use. It seems to be a game of big people who sold 51000 cars to innocent people. Now they puts the gun on the IHC shoulders. By the verdict on these vehicles, the owners are in trouble and they will sell the cars in a least price. Again the big ones will purchase these vehicles back and sometime later will get an order from SC in favor the order of previous Govt. and will sell it again to us in their wishing prices. This is the business tact. Public always suffer with this type of cheep acts of big ones. I purchased a 2002 model corolla G car @ Rs 690,000. I paid 470,000 on duties and 43,000 for registration. Those who are saying that this was right decision of IHC are requested to please firstly must understand the situation of common citizen and then comment.

Those vehciles from Afghanistan are stolen and / or smuggled, I guess.
The decision on NCP cars should be implemented prospectivley. Else government needs to do fair amount of explanation whether they were drunk when they announced this scheme.
Court decision sounds to me as if I was acting lawfully until yesterday but this morning situation changed and am in posession of an illegal asset.
People who complain now that this scheme was wrong......should think about the people who got their vehicles following the rules laid by the govt at that time. I got one vehicle for my personal use in this scheme, and I know there are people who used this as a opportunity to invest that score lots of money. Even so, i can understand the frustration of those who think that the IHC decision is correct. If i didn't have stakes in the matter, May be I would also hail such decision because I am, afterall, a typical Pakistani. I would think, Oh.....how could these people get vehicles like that, while I am suffering with a car, expensive than theirs, with lesser features. I would like people to suffer for that, by losing their money and going through the anguish. There is a term in German "Schadenfreude" for that. We need to distinguish between personal prejudice and a desire for justice. We need rise above this and think about matter such as these with clearer mind.

Dude that guy is joking.I bought a 1999 corolla for Rs650,000 and paid Rs460,000 tax for it.Dont trust me,just go to FBR website and see the tax rate and the other details.The "amnesty" only meant that you could buy vehicles older than 2008 models,tax rates stayed the same.
@A. Khan: I could not agree more with what you have said. Well to do Sardars and other influentials want perks ONLY for themselves. What do they care for clean water, education and other basic facilities for the Awam? Nah, its the Range Rover and the Harley Davidson motorbike they are more interested in acquiring. A Pakistani assembled Suzuki Mehran probably has a higher tax component to its price!
People have trusted the government and purchased the cars through this scheme and completed all the legal formalities to register them. Now declaring it illegal is injustice to ordinary peoples since the decision came after 2 1/2 months of closing of scheme.if this was not legal it must have stopped initially. SC should take immediate action to restore the confidence of people on government and judiciary. Justice should prevail and common people must not suffer and IHC decision should be reversed.
I think the whole issue started when CJ held meetings regarding law and order situation in Baluchistan.He was told by local officials that non registered vehicles in Baluchistan make it very difficult for law enforcement agencies to control the situation and hence someone floated the idea of legalizing non registered vehicles(after payment of full taxes) which was accepted.
The word "amnesty" doesnt mean that people paid discounted taxes to register their vehicles."Amnesty" means that people were allowed to register vehicles older than 2008 models
.Normally vehicles only upto 4 yerars old be allowed for registeration.So any impression that people some how paid lesser taxes is baseless.
Now given the verdict of the IHC judge,I suspect he is not aware of the whole background.
Ruthless order of IHC should be noticed by sc without wasting of time. People are already frustrated due to price hikes, this order is one more nail into the coffin.
This type of decision directly affects the well-off who do not want to pay duty on their illegally imported vehicles. No wonder the Baloch assembly is up in arms (no pun intended) as most of them are affected.
Why don't the sardars make the same level of noise as regards to schooling and healthcare in Balochistan ? Or at least ask that the revenue collected should be utilized for making schools and hospitals in Balochistan and not go into general government pool.
Its because the Baloch leaders want their people to forever be uneducated and poor so they listen to them and don't ask any questions.

We all are with Baluchistan govt. These types of decsion have wrong impact on people as people start feeling unsecure govt. polices. IHC should immediately take his decsion back or SC take notice of this.

Tell me one good reason why Baluchistan Assembly/government wants to take up this issue?
Private persons bought smuggled cars and took advantage of this Amnesty scheme which was declared illegal and void ab-initio by the Islamabad High Court.This scheme was discriminatory and in violation of Article 25 of the Constitution.
Is it not a fact that even vehicles in japan and Dubai were legalised?. Federal tax Ombudsman has taken up this issue and is investigating
NCP is fine with me, for as long as cars and bikes stolen from Karachi do not cross the Hub Chowki.
FBR allowed paying custom to legalise smuggled cars. Common man purchases cars from locally and paid custom duty to government of Pakistan according to defined rules, In this case again common people will face problem. I am amazed that media still not raised this issue in the favour of common people. in my opinion judges do Justice to the innocent peoples who are losing hope on judiciary. Due to IHC decision only normal citizens are affected Where was IHC when FBR & Federal Gov issued SRO for legalisation of such vehicles, as per law all duties, taxes, fines, registration fees, token..etc are paid in National Bank of Pak means Gov treasury, when all done IHC awake....What’s going on ...how we can trust FBR and Gov of Pak. It is requested that SC should take immediate action on it and give relief to Citizens.
Yes we bought a prado for 5 lacks and registered it for 50,000. Its damn legal. This is one of the reasons why the young boys from Balochistan don't have interest in cars and stuff since everything is so cheap as compared to the rest of the Pakistan
We fully support Bachistan assembly on this issue.
