Express News correspondent Nadeem Khan reported that Rangers signalled Ghulam Haider to stop his car but he did not, over which the officials opened fire at him, killing him on the spot.
Haider’s car consequently collided with a motorcycle, injuring the rider.
Police said that no criminal record of Haider was found in any police station and no weapons were recovered from him. The Rangers have given no official statement as yet.
The residents of the area protested in front of Shah Faisal Colony Police Station but were soon dispersed.
DG Rangers took notice of the incident and ordered the immediate suspension and detention of the accused individual. He also called for a proper investigation into the case.
A first information report (FIR) was registered, which implicates at least five Rangers personnel.

no one have right to kill any civillian like evils, where is our govt action against these peoples who are killing our new generation hopes.shameless to say that we are Pakistani
Nadeem Siddiqui Sahib! Wake up! Nobody has a right to shoot in your face if you do not stop your car at a check point. If Rangers have been given such powers then, you, Mr Siddiqui, better stay at home and don't venture out when they are around. They might shoot you for any thing else, even for wearing a red shirt or any color not to their liking. So be careful next time. Don't make such stupid statements.
@Raja Islam: Your thoughts are disgusting and full of hatred.
@Raja Islam , the name Dahir just changed .Sad!!!!
did the right thing ... now everyone will stop next time they are told to !!!
@Raja Islam: In America, government or any indvidual does not ask new entrants to become "American". It is the system and mind set of fellow countryman that inspires new entrant to become and call himself/herself "American". Why it has not happening here in Pakistan is a question which people like you who are dying to make founders of Pakistan a Pakistani should look into.
After that, I have question of life time for you, please do answer it: Q. Just imagine we are still living in united India. Punjab, Sindh, Balochistan, KPK are geoghraphically same as they are now or at any time in history. Luckhnavi is in ucknow, Dehalvi is in Dehli and so on. there is no migration, therefore terrorist, looters, usurpers, people with ego and superiority complex did not move in here. Now having proximity with each other, same religion what factors stopped Punjabis, Balochis, Sindhis, and Pathan to become one nation ? To become one nation is a thing of another planet they did not have any historical relations or events which are continuing to date. Give me answer and then I will reply you.
@ Raja Islam. You wrote. Quote This is not hypocracy. The Punjabis, Sindhis, Baloch and Pathans are ethnic groups belonging to provinces of Pakistan. There is no such thing like a refugee ethnicity. You either belong to a provinceof Pakistan or you are a foreigner. Unquote
Going by your logic why not a new province in urban Sind for those who have refugee ethnicity ?
My friend, Jinnah never knew he was creating a country full of different nationalities he thought every one will be pakistani we all proved him wrong.
BTW on 12th May 2007 , 15 persons were shot dead in front of Rangers HQ while rangers were standing with their guns pointing down. When asked they said we are not allowed to open fire !
This is probably a case of the usual driver in KHI trying to escape the police after breaking the traffic signal, i my self would have done the same. Not knowing the difference B/W rangers and the police.in all honesty i see my self doing the same thing if i failed to know the difference between a policeman trying to catch traffic offenders and rangers there for security if the city
As said above a warning shot, or shooting at the tires was the appropriate response off-course.
It is terrifying how these Rangers are so trigger happy that they can shoot a man dead so easily and the autonomy they enjoy operating inside the city already terrorized
Couple of months back i was stopped by armed men on PIDC bridge they stole all the valuables from me and my friend and then left on two motorcycles. All this happened hardly 300 meters from rangers check post, when i complained to them they said you should be content with the fact that you guys are unhurt and safe.
@Raja Islam: So you saying we follow uneducated majority? We have the superiority complex because we are superior.
@faraz: Ugliness of your mind set
@Raja Islam: please do some research on migration always it is the affluent who can move from a place when adversely affected , poor remains to face the brunt they do not have means to make amove so it is the people with good means came to Pakistan aquipped with their education and expertise , this is the historical fact , talking abut sindh there were 400000 literate people in the whole of the province at the time partition around 300000 left for india because they were hindoo now remaining 100000 , were christians ,parsees and memons (from kathiawar) therefore educated and qulaified people from india came and started the wheel of the new country. It is well documented the decades of 50s and 60s was developed by leaps and bounds come seventees and with delibrate attempt of reducing qualified mohajirs from the ranks of civil service set the decline , u agree or not that is your choice fact remains
@Thought: whichever party supporter you are, if you know about quota system and do not condemn it, then shame on you.
@neelum sidiqui I am sure now you are cursing yourself that you was a witness, Poor boy & much poorer father.
@Jihad Bil-Qalam: @Farman: Wonder your leader becomes 'UK citizen' after spending few years in Britain. but you people couldn't be Pakistani even after two whole generations. If you are so unhappy here, all ways open here from where you have entered.
A pakistani diplomat in Delhi did not stop his car after knocking down a woman ++++++++++++++++++++++++++++++++++++++++++++++++ He was roughed up. If he was in Karachi......:)
@Thinker: As far as I can remember it was in the time of PPP not PML
These a.h. have killed only innocents here drawing their TADAs from Karachi due to deployment here and acquiring huge spaces to form Rangers Colonies. They stand still with hands on their waists while riots take place. Why would any ranger person want to move back from Karachi when they are getting large payments and facilities without any restraints. So better make the situtation bad over here to keep in their need in the city
@Raja Islam: Indeed we are of foreign origins...but these foreigners gave away everything they had so natives like you can breathe in freedom and see some progress beyond agriculture.
My guess is right, victim did not understand the signal. This is the statement of victims cousin“As we were in a hurry, we did not notice the signal by the Rangers to stop the car.” Victim was taking his cousin for dialysis. Shame on rangers, Shame on Pakistanis who support this murder by rangers.
It is not a good feeling when 1990s operation haunts Karachi post PML-N election into power.
As for rangers, I used to spot with disappointment armed soldiers rangers in pick up truck at Malir on my way to and return from office at Port Qasim. It was such a disappointment that slow traffic made it very convenient for those buggers to pull out gun to snatch mobile and wallet at this point from the commuters in cars. Rangers and Police deployment in that 1 KM radious was pretty ineffective and sense of insecurity was killing.
How could they do that? Its inhuman.
why are you karachiites moaning over the rangers and not over the killings of the innocent people in karachi? Rangers have been given order to maintain law and order in the city
This is clear case of murder. Rangers could have shot at car's tires. The victim could have misunderstood the signal to stop. Victim had no police record.
Just imagine what these people will do in Balochistan.
It is very sad incident, but in this case both victim and Rangers are guilty.
@Jihad Bil-Qalam: Funny you'd think of me as a PTI supporter, eh! And why drag Imran Khan in it huh? Where is MQM's or ANP's statement on this one? And for the record, everyone including the non-MQM supporters condemned the attacks on MQM offices, if you are on social media you should've known that!
You have every democratic right to select whichever party to support, to openly and proudly accept your ethnicity but you do not have a right to create internal rifts in the country by playing the "Haq Nahin Mila" card.
Can't believe the comments here supporting this murder, thats right - it was a murder. I understand when law enforcement has to take critical decisions in crunch time but those decisions are based on judgment of the situation/level of threat and some previously set standards of operation. When an suspect gets shot by law enforcement for reaching their phone in their pocket the argument that the officer did not know whether it was a gun or a phone they were reaching for holds some merit, but this is completely different. Yes, the suspect did not stop for security check and maybe that is because the suspect was a criminal - perhaps a drug peddler or an illegal arms smuggler which is why he fled from the rangers but even if he was those things the rangers did not have a right to shoot him dead - there is criminal justice system which is why we have police, jails, courts, lawyers etc., the rangers do not have the right to play judge, jury, and executioner as and when they please. The rangers should have shot the wheels, cornered the vehicle, ordered road blocks instead of shooting an unarmed man dead, is a human life really that cheap? Or are we so overcome by the statistics of death in this forsaken city that we simply don't care if one more adds to it? Who will watch the watchmen?
The people who agree with the rangers in their right mind to shoot a man in car is shameful and shows how many of you love to play blood. Did you not read, he had no weapons on him! Rangers do not belong in the city. The police does. Even if he was a suspect, firing on his tyres instead of his brain would have stopped his vehicle, when he was shot he collided with another poor guy who was injured. Have you people got no Heart? First of all no one should be roaming around the city armed with bombs and amunation, that's why we should have amunation control, but they turn blind eye to looters and target killers and just kill a man on the street on "a hunch". I still remember the video of a guy being shot mercilessly infront of an audience by these amazing officers. Sadly, Pakistanis have become heartless! We already fear looters, target killers and now the rangers?
I witness that! He was innocent boy coming with his father I saw he was shot by rangers n he bleed alot no one was coming forward to help him he bleed severely n dead his father was crying n saying you killed my boy I hate ranger's this act they have repeated the sarfaraz story again
@faraz: so its mean if someone does not stop you directly shoot that person instead of shot fire on his vehicle's tyres. Have some sense and dont act like rangers.
@Shahed: You became Naya Sindhi because you choose that term. You could have simply called yourself Sindhi. The vote verification and delimitation was done in Karachi because of massive inflation of voter lists and structuring constituencies to help the MQM. The Mohajir has never been part of the mainstream. When the majority supported Ayub Khan the Mohajir supported Fatima Jinnah. When the rest of the country supported Mujib or Bhutto, the Mohajir supported the risht wing Islamist parties. When PP won in 1977 the Mohajir voted PNA.
If you want to be part of the fabric you should integrate. Do not look down upon the sons of the soil and start learning the provincial language where you live. Call yourself Punjabi, Sindhi, Baloch or Pathan and forget about Delhi Lucknow or Bihar.
Ragngers has given the gift in response to previous forgivness to them.
Law enforcement agencies are no good but to torture their own people. They cannot establish the Government writ against Taliban, so they are hopeless. STrict action should be taken against the culprits. Pakistanis should come out of the glorifying image of Army and Law enforcement agencies.
Police structure should be strengthened and in Karachi policing should be community based as the communities need to be managed by people from them. We should reduce importing Police recruits from other provinces to police people of different provinces
@Thought: In fact Mohajirs enjoy greater opportunities than anyone else. Starting from the first Prime Minister to having a governer in Sindh. If you look at the Mohajir representation in the civil services, there are many more than their ratio of the population. Mohajirs have also had two Army Chiefs in the recent past. What more can a refugee ask for especially when they suffer froma superiority complex and do not consider themselves as part of Pakistan.
@assad: This is not hypocracy. The Punjabis, Sindhis, Baloch and Pathans are ethnic groups belonging to provinces of Pakistan. There is no such thing like a refugee ethnicity. You either belong to a provinceof Pakistan or you are a foreigner.
@Farman: It is the MQM that is killing Mohajirs so why would you support it?
@Danny Ali: An entire community may not be militant, but if the community supports militants who are basically criminals, then the entire community is to blame. By the way the killings during partition happened on both sides; that had nothing to do with independence. The British had already decided to split India and leave. Independence gave the lower income Muslims an opportunity to make it big in Pakistan.
@Bhai Log: That might be true, but only one party is working like an organized mafia.
@ashar: What I did see from the operation cleanup was that crime fell dramatically. If you call it an operation against MQM then the implication is that these were the individuals involved in crimes and when action was taken against them the crime rate dropped.
@Thought: When we wanted to integrate with the Sindhis we became Naya Sindhi.Clean your heart and all will be well.Remember the present election? The vote verification with the help of the army was done only in Karachi.Delimitation was also done only in Karachi. The results of only Karachi is not being accepted.Correct these and we will be more Pakistani then you.
I think alot of people in our country are not aware of the term non-lethal force. Although many cite some examples of those and do so correctly. LEAs are taught these actions including disabling vehicles, boxing vehicles, roadblocks etc. I see no reason that should have caused use of such excessive force. Calling this right is like calling for murder for not stopping at traffic lights.
@Thought: Your claim that Muhajirs do not face any discrimination does not seem to carry any weight. For instance, there was not a peep from the rest of the country when the MQM offices were being attacked and MQM workers and representatives were being killed by the PTI-suporting TTP during the recent elections. What else would that be called other than ethnic discrimination? As a litmus test, I will still accept your parity thesis, should Imran Khan condemn this innocent killing in Karachi by the rangers with the same alacrity he reflected on the killing of the PTI women leader a few weeks ago. If that does not happen, do not repeat your bogus claim that Pakistan treats Muhajirs as equal citizens. Muhajirs are not stupid and have brain enough to see what is unfolding against them right from the Supreme Court through the TTP ranks.
Rangers acted within rules, Haider was asked to stop his car for inspection, he kept going. Now question is Why he didn't stop? Rangers soldier is not a magician to know that Haider doesn't have gun or bomb by just glance of Haider face n running after the car. There are many like Haider who just doesn't want to follow laws - it's a sorrowful incident but Ranger can't be held responsible of Haider dis-respect of law.
@Thinker: It's not about an operation against muhajirs, I hope they have an operation against all the militants. MQM should get rid of all the militants, for the sake of your so called "muhajirs". Lets not create more divides in an already divided country.
@Karachiwala, "They dare not enter into lyari…they dare not to touch uzair baloch who killed 3 rangers. They only dare to kill innocent!!!!
If the govt is trying to repeat 1990′s operation, i bet its gonna be different, and much worse then previous. It will fail miserably!!"
Its your political setup in Karachi, the rotten MQM, ANP and PPP which do NOT allow security forces to launch an operation against these elements. If, and I pray, the government gives a go-ahead to security forces for a clean up operation. These Liyari gangs and what have yous will be terminated like pests.
@Danny Ali: You do realize it wasn't you as well who gave up lives for the independence! It was your great great ancestors and SO DID MINE! But do i cry over that to cover up my inefficiencies because i'm not capable enough? NO! I work hard for it! I have many muhajir friends who work hard and never complain. So please stop living in the 80s and accept the reality!
@Bhai Log: of course eliminate militant wings to end this feudal and political killings.
@Jihad Bil Qalam: There is NO discrimination in that regard. Muhajirs enjoy the same positions in organizations as do people of other ethinicity, unless of course they dont want to work for it and play the symapthy card like forever!
Guys this is a sad incident, no doubt. But to those who are cursing the Rangers, please don't! In this environment of terror, its their job to protect (their performance so far is debatable though). But we have seen suicide bombers ramming their vehicles in to buildings far too many times. This is the normal protocol, if the security officials ask you to stop, you HAVE TO STOP!
In Pakistan anyone who has some link to anyone considers himself a "Phannay Khan"!
Matter should be investigated, but from what I understand to this point is that Rangers did the RIGHT THING!
Should have stopped. Not rangers fault. There are countless examples of security forces stopping terrorists at check posts and neutralising them or sacrificing themselves to stop a bigger tragedy. Law abiding citizens stop at check posts, we all do.
Also not having criminal record does not means you dont have a history. If we had records of all the targrt killers, things would be so simpler.
Kill the innocent, and protect the criminals.
Police is there to serve the people maintain law and order. Army is there to protect us from enemy of the state. When you giv,e this right to Army, the enemy of the state becomes the people.
@Thought:
Why should they not call themselves "Muhajirs" when you have no shame to call yourselves Punjabis, Pakhtuns, Sindhis and Baloch? When you all start calling yourselves Pakistanis, then you can expect the Muhajirs to not call themselves anything but Pakistanis.
What you berate others on is a clear example of your hypocrisy.
They dare not enter into lyari...they dare not to touch uzair baloch who killed 3 rangers. They only dare to kill innocent!!!!
If the govt is trying to repeat 1990's operation, i bet its gonna be different, and much worse then previous. It will fail miserably!!
@thought ..why no military operation in punjab against TTP.except punjabi all the other ethnic gr faced operation....Rangers are afraid to take operation against Lyari gangsters..but ready to kill unarmed citizen ..if the killed man is not punjabi no suo moto will be taken
@faraz: "the rangers did the right thing! why would any NOT stop the car when rangers ask them to pull over… UNLESS he/she is a terrorist or has something up his sleeve."
SOmeone may not stop because that is a culture in Pakistani to not obey laws and fail to folow authority. While such a culture is regrettable, in such a culture the conclusion you reached is not correct. Also they could have shot at his tyres so he could not drive further. Shooting him dead was a gross overreaction.
@Nadeem Siddiqui: When they see target killing going on, they fail to act saying No orders. In this case, they could have shot at the tyres. Also one must see the culture of a country - when it is common for people not to stop when police asks, is it okay one fine day to siply shoot someone dead for not obeying?
If the accused Rangers' in the Sarfraz Shah case had not been pardoned and their death sentence in place, such an incident would not taken place.
Trigger happy! Shoot first ask questions later! pathetic!
In Karachi Muhajirs are insecure that is why we do not have any option than MQM and we will support them unless muhajirs killers are brought in the court of justice.
@Nadeem Siddiqui: well sir their are other options too. they were taught some tactics before deployments like chasing vehicle if driver brings out the weapon then shoot him otherwise disable the vehicle and disarm the suspect. for more information refer to the @ZA's comment above you.
@faraz: well said! in times of terror we must cooperate iwth the law enforcing agencies!
@Nadeem Siddiqui: But the same rangers become impotent when it comes to killing assailants firing out right in front of their eyes.
@Thinker - where in the world you see the entire community being militant? 15000 young men killed during the operation, I've nothing but cursing on you! who has sacrificed millions of lives during partition? you?? and you tell us to be a pakistani??? those who sacrificed made pakistan for your kind of people to breath freely. Why don't the rangers stop elite class for checking their vehicles? why can't they enter liyari?? shooting innocent with no criminal record is their bravery!.
Stop patronizing criminals in Karachi,If you can't protect Karachiites go back to the borders - Thank You
Rangers are unable to arrest hooligans of Amn Committee in Lyari but they can kill any innocent easily.
Good, he deserved it for not following the rules and authority, probably a terrorist.
@Thought: It is a shame on whom? The Muhajirs whose only available option is to correctly identify their migratory lineage as the basis for the racial and linguistic discrimination they mete out day in and day out OR on the rest of Pakistan that has forced them into the survival mode? Please edify me.
They were doing their duty but it was not so difficult to open a burst on the tyres of the vehicle to stop it, a poor man killed sorry for him what else can we do.
So the Rangers kill with impunity yet again. shame. Now that PMLN is in power, I fear that the 90s will be back with the Rangers killing innocent Muhajirs :(
@Thinker: They sure are thinking Mr Thinker.
Was Karzai right when he said Pak forces have conquered only their country.
@Thought: Almost all political parties of Pakistan have militant wings. Do we expect the same operation against them as well ?
rangers did the right thing!
why would any NOT stop the car when ranger ask them to pull over... UNLESS they are terrorists or have something up their sleeve! lets put it this way... if god forsake it had carried explosives who would u've bla
I do not understand why Rangers are in Karachi for last 20 years. Their job is to live in wilderness and defend the borders. They are part of the problem not solution
Please wait for Operation Clean up II. Why? For the same reasons it was carried out in the nineties To eliminate good persons from MQM and bring an entire lot of criminals. The new leadership is once again going to talk on ISSUES and no body want that. The issues being
Quota System of urban rural Sindh KMC Revenue destroyed through dry ports in punjab Census of Sindh province under army supervision local Police ensuring the posting of SHO's, etc
will be raised and hence Operation Clean up II will be coming.
the rangers did the right thing! why would any NOT stop the car when rangers ask them to pull over... UNLESS he/she is a terrorist or has something up his sleeve.
Police need to be provided with non lethal rounds and tasers to avoid a repeat of such tragedies.
AOA ALL,
I have served in Security force before . Rangers should not be allowed to shot a person without a warning shot on the road/ air. If some one refuses to stop even after earning shot in air then they shot on the engine / tires to stop the car. I believe its a murder and Ranger person should be trialed for murder .
This is unfortunate, but considering the security situation in the country, you'd better stop the car if law enforcement asks you to.
We are a dangerous country - anyone not stopping their car at a checkpost could be a robber, assassin, target killer, or even a suicide bomber... if rangers had not opened fire and the person had driven their car into a crowd of people and exploded resulting in the death of 50 people, who would have been blamed?
@Thinker: For god's sake stop being desperate to get the sympathies. That operation was not ethnic but against militant wing of a political party. If even after 65 years of independence you still call yourself a muhajir rthan a Pakistani, well its a shame all i can say.
PS: before bashing out, i'm NOT a PMLN supporter.
Do they (Rangers) have the license to kill innocent only? When it comes to criminals and trouble makers they give lame excuses.
Why doesn't this incompetent force kill target killers and criminals in the same manner? Are bullets for innocent only ?
I remember and incident like this at the time of General Zia ul Haq
Very sad, and I doubt anyone will be punished.
When police, rangers ask you to stop, you have to stop, the rangers don't have superpowers to know who's a criminal and who's an innocent person. The driver of any car, motorcycle must stop when the authorities want them to stop. The Rangers are not at fault here. Actions have consequences, when law enforcement tells you to stop, you have to stop, not run away.
Put the rangers back to border, its not their job.
Though he should have stopped but they could have shot his car tyres.
When the miscreants are at large and firing at will in front of their eyes they say they didn't have orders. And when it comes down to a common person they are so eager to fire. Reminds me of that Benazir park incident.
There is no justice for a common man.
And the game begins...hope this time PML-N doesn't start another operation on Muhajirs in Karachi..
I am sure the poor chap must have a small car... Otherwise i have seen my self Ranger
near clifton helplessly tring to stop an SUV and when it didnt stoped they just cursed him and kept them sevles restrcited to serching small cars only.
Reenactment of the 90s
They are good only for killing innocents...infront of target killers and criminals they act like chickens
