Just one week later, in keeping with our own belief that we are a very unique people, and living up to our reputation as a country that can do anything at any time leaving the rest of the world stunned and aghast, we see our nomination process degenerate to a veritable circus.
We see our media, particularly the Ghairatmand parts of it, tastelessly broadcast clips of candidates facing bizarre questions from the returning officers vetting the nomination forms of the candidates. In what appears to be an examination of how much of the Scriptures the candidate has mugged up, mockery is being made of what should be a process of determining whether the person concerned is good citizen enough to sit in the legislature.
Instead of considering whether he is a law-abiding citizen; if he pays his bills or is a defaulter, the emphasis is on whether or not the candidate knows various duas and verses of the Holy Quran. Of course, as in other matters such as having the graduation rule for prospective candidates, a singularly anti-democratic rule thrust down this country’s throat by an army dictator, Pakistan is unique in the world in requiring proficiency in the Scriptures as a qualification for standing in the elections.
Indeed, the televised question to a Sindhi candidate as to whether he knew the national anthem was ludicrous in the extreme, too. The anthem as we know is mostly in the Persian language and to ask a Sindhi to say it in proper order is silly and of absolutely no currency in determining whether he is suitable for offering himself as a candidate in the elections.
While on the subject of elections, let me also oppose vehemently the inclusion of the “None of the Above” box in the ballot papers. People who do not want to vote normally do not go to vote anyway, or they leave their ballot papers blank: why insert this new “choice”? To show up democracy?
I have said it before and will say it again: Justice (retd) Fakhruddin G Ebrahim is one of the people I admire most in the world; he is upstanding and fair-minded and has an excellent intellect. But why has he still got people like Aslam Khan hanging on to high offices in the ECP? I saw him on some talk show on television the other day, not knowing at the time who he was, and he seemed to me to be an extreme right wing politician rather than an official of the ECP.
It was later that I found that he was a veteran of many a referendum to legitimise army dictators, etcetera. Is there little wonder that the ballot papers are now to have this new box? Also, who is the tall, bearded gent who was standing behind the Chief Election Commissioner (CEC) the day he was announcing the names of the caretaker PM and who constantly corrected the CEC whenever he faltered or misread the text?
Who does not misread? Who does not falter or pause while reading something? The man actually tripped up the CEC several times needlessly, for Justice (retd) Fakhruddin could have corrected himself, being the well-spoken eminence that he is. If asking someone if he knows the national anthem backwards is par for the course, perhaps a purge in the ECP before the elections?
And so, to the Commando who was “somehow a little insulted, a little humiliated”, when he had to stand up as the judge entered the courtroom during his appearance in the Sindh High Court for extension of his protective bail. By golly, the man is not only dheet, he also has tonnes of brass.
Let excerpts from my piece in Dawn of August 18, 2009 speak: “What is so special about an army general anyway? Let us immediately recall the tribulations of an elected president and prime minister by the name of Zulfikar Ali Bhutto, who was treated most shabbily and most disgracefully not only in jail, but also during his appearances in the court of Maulvi Mushtaq who was avowedly Bhutto’s enemy. Let us not forget that when Bhutto one day complained that he did not have confidence in Maulvi Mushtaq, he shouted at him to ‘Stand up, and keep standing!’
“When Bhutto protested, Maulvi Mushtaq again roared ‘Remove his chair’ and added words to the effect, ‘You are no longer president or prime minister; if you do not shut up I have the authority to have you whipped in jail!’ Let us remember that Bhutto was made to stand throughout the proceedings of that day. So, why should we care that Musharraf is a former COAS, and how the army (always read ‘high command’ or ‘brass hats’ whenever I invoke the name of the army for what do the junior ranks have to do with their crimes?) will take it? Let the generals take it as they will, for they must learn, once and for all, that they are merely sub-department heads of yet another department of the government.
“Let’s not forget the tribulations of another elected prime minister, Nawaz Sharif, who was thrown out of office by the army acting at the behest of the Commando and his rufaqaa and then, quite disgracefully, locked up in Attock Fort before being taken in shackles and chains to Karachi to stand trial for that so-called hijacking ...
“Let us also not forget that when Nawaz Sharif attempted to come back to Pakistan after being expressly allowed by the Supreme Court, he was treated most shamefully and was sent back to Saudi Arabia in disgraceful fashion. If the establishment, handmaiden to the generals and the ‘agencies’, can behave so with democratically elected leaders, why should the Commando be let off the hook?”
Indeed, why?
By golly, what dheetpuna!

It is true that Kamransahab is often criticising Pakistan's Armed Force. But they deserve it. Pakistani Army is a desease which has, not only by staging periodic coups but by constantly threatening to stage them at the drop of a hat (as brought out in 'memogate' saga), brought Pakistan to its present pitiable state! To fix Pakistan's problems, its Army needs to be fixed and from that angle, Shafisahab is doing a yeoman's job! Kudos to him Ehenever Army threatens democratically elected civilian government, all civilian leaders must forget about their petty differences and unite to make sure that Khaki returns to barracks and STAYS there!
dear tribune team..my first choice has always been tribune because of rational and intellectual opinions..but i am sad to see to competent people like kamran shafi presenting a biased opinion since a long time,, its my humble request to tribune to maintain ur credibility .. its only the newspaper to which we can trust the most.. @kamran shafi..u urself a retired major.. before doing crtique. atleast look into ur past
@observer: Red Lines,,, ok, if we start our discussion right from the partition, Sir, there was no military intervention for first 11 yrs, and it was our feudals fighting each other. then came a bureaucratic martial law (Ghulam Mohammad) and bureaucrats later invited military to protect their interest, and yes, then started a sequel of military rule, where each time, politicians were involved in inviting them. Now here, put military and civil bureaucracy together, because politicians have not been able to challenge both, which is for one sole reason, the caliber of people who could question them (politicians), and few who had the ability (both Bhuttos) were surrounded by mentally paralyzed feudals. it is my solid belief, when there is a leadership with competence like that of Obama, Chuk Heagal, Cody Rice, or integrity like that of Tayyab Ordogan, then accountability stands a solid ground by default. Im afraid, Mr Zardari and Nawaz Sharif neither possess caliber, nor their character is spotless, which could give them requisite strength to question military or bureaucracy. That leadership will come, accountability will be held, but still, Chief of Army Staff and Chairman WAPDA can not be given same weightage. It doesn't happen anywhere. I can assure you, anyone in this Security State if tried to do that, would not succeed, and rightly so, in my opinion
KS has nailed the former dictator with clinical precision. ECP's requisites for the candidate is similar to wish for a dream car which should have elegant looks, fuel efficient, spacious, powerful engine and also dirt cheap but with 62/63 clauses, the car should be able to fly as well. Anyone who qualifies in all requisites has to be a perfect/ideal candidate who should be declared elected by the ECP itself which would save millions for cash starved Pakistan.
Musharraf has come to Pakistan on an important invitation an invitation from the ghost of Benazir Bhutto. A true democrat that he is he felt "a little insulted a little humiliated" while appearing in the court before a "mere Judge".

@Salman: You say that "in USA ... armed forces personnel exempt from paying all taxes"!! WRONG, armed forces personnel pay taxes but get some deductions not available to the general public. However, ONLY those serving in defined combat zones are exempt from federal income tax! As for Guantanamo Bay, the US Congress denied funds for closing the detention center and moving prisoners to US jails! The military had nothing to do with that decision!
@Salman:
in USA, my dear Sir, armed forces personnel are exempted from all taxes.
And Dear Sir, where did you get this idea? Here is the Home Page of IRS USA, can you substantiate this please.
http://www.irs.gov/uac/Tax-Information-for-Members-of-the-U.S.-Armed-Forces
Ever heard of 'Talking through your hat'? Mus have. You are such an expert.
@Taimur Ahmed:
I have first cousins who were in the Air force & Army who have received these so called awards for not so exceptional services ... Apart from going to work like any other government servant I have never heard or seen any exceptional talent in them in their 30 years of service. Do you elaborate where do Generals get their Mercedes from? How many generals have been put behind bars for corruption? and for subverting the constitution they take pride to protect?
Our problem is we want quick fixes and look toward dictatorship which has never worked .. their temporary relief goes as soon as they're gone and their mistakes weakens our society forever. We must let democracy flourish so people can start electing their leaders & parties based on their policies not personalities just like in developed countries where they have debates on TV on their policies instead of having tamashaz in streets and pasting posters everywhere.
@Salman:
And what percentage of budget we spend on Education & Health? less than 2% .. no wonder we are where we are among other nation. Only if we spend %5 on defense and 17% on education we will not have to buy and paint our defense equipments.
@Salman: "@Sure?: plz name those MANY countries"
I will take a cack at this question though it was posed to someone else: US, Canada, Brazil, UK, France, Germany, Turkey, India, China, South Africa, Australia, New Zealand, Indonesia, Japan. I have included countries from every continent and with diverse religions preferences.
Secondly, @Dee Cee made a point based on current situation in Pakistan. Teachers, red cross workers, polio workers, have all been shot dead in the recent past just for doing their job and thus anyone performing those jobs is also putting their lives at risk.
The fact that Musharraf feels demeaned that he has to stand up while a judge enters his court tells you all you ever want to know about this country.
@Salman:
There are always red lines, because it is not just “another department”,
Is Health just another department? And yet, even the Courts can not challenge a medical certificate
Is Aviation just another department? Yet, the Pilot's decision about flying conditions is final.
So there are always 'Red Lines' for all institutions /Departments. That is why 'power' is distributed along the lines of competence. The problem with the Pakistan Army is that there are no Red Lines. Not the Constitution, Not the Parliament, Not the National Government, Not the Judiciary.
Ever heard the saying,' Mein Naa Manoo'?
Next time lay down what constitutes proof for you so that others know in advance what they are looking for.
There is no doubt that the agencies have penetrated the deepest ranks of the ECP and are pulling the strings. They are weeding out anti military and secular elements.
@observer: my dear, you are talking about individuals. I am not opposed to making examples of those who indulge into such acts,,, Admiral Mansur ul Haq went behind the bars in Pakistan. Gen Musharaf appeared in court a week before, but these examples of individuals do not prove the point that military is "another department" in USA, my dear Sir, armed forces personnel are exempted from all taxes. Stanely Mcyrstal was sacked over denouncing the president, but Obama has not been able to shut down Guantanamo Bay Prison despite pledging the same to his Nation, for sole reason, that his military did not agree. There are always red lines, because it is not just "another department", and country which is a security state, surrounded by hawks, can simply not afford to have it like just "another department"
Hope Malala makes it to the National Geographic cover soon...
This man is senile, his comments are a waste of time.
@Azmul: i salute your knowledge,,,,,,,,,,,,,,,,,,, my dear, now being a banker i want to apprise you with some facts (which is unlikely to affect your thinking) 1. the major portion of your/my country's budget goes to debt return (53%) 2. the next is amount allocated to bailout packages like that to PIA, Pak Steel, Railways, WAPDA etc 3. next is public sector development, which also includes amount given to provinces (max corruption is done here) 4. at fourth place come defence, which is 17% of Pakistan's total budget
a very important fact to be noted is that defence budget is 3% of GDP, which has not increased since 2007. so with inflation sky-rocketing and no inc in def budget, the spendings on defence have been practically been decreased by 47% since 2007
Does anyone in this country know that where from those plots come which are allotted Armed Forces personnel? i think all our govt depts, like WAPDA, police, judiciary have housing and plotting schemes, and they all get it. the only difference is that DHA is well managed and we civilians die to buy a property there, and resultantly, the rates get high there. and as far as i know, Armed Forces people do not get these plots from national exchequer, they pay amount through out their career, from which DHA purchases land, without any assistance or subsidy from govt
@Salman:
plz name those MANY countries
A. Turkey- a top naval commander quit over the jailing of hundreds of his colleagues. http://www.reuters.com/article/2013/02/07/us-turkey-military-idUSBRE9160W520130207
B. USA
President Obama dismissed Gen. Stanley A. McChrystal on Wednesday after concluding that his military chief in Afghanistan had badly damaged the chain of command and could no longer work effectively with the civilian leadership at a crucial moment in the war.
http://www.washingtonpost.com/wp-dyn/content/article/2010/06/23/AR2010062300689.html
C. India General VK Singh, who has been sued for defamation, has been summoned to a Delhi court on July 20.
http://www.ndtv.com/article/india/ex-army-chief-general-vk-singh-summoned-to-court-in-july-for-defamation-case-229055
If you notice Turkey 'jailed' a number of Military Officers, US 'dismissed a General' to uphold 'civilian authority' and an Indian court 'summoned' the Army Chief.
Want more?
Sir, Few people have courage like you to criticise real rulers of country. Idiots praise general who at gun point have occupied the seat the government. Blind people don't see that both the times money came Pakistan because of Afghanistan. Suporters of gun man don't remember that what country mush visited after illegally( with the help of judges) coming in power ? Haha --- Burma vow then happened 9/11 ET please bring Ayaz Amir in your paper please.
@Dee Cee: i salute Malala. Now if we want to get into this discussion that teachers, meter-readers and Patwaris are equally threatened as those who are deployed in Siachen, Kashmir, Waziristan and other FATA areas, i am stunned. This is how successfully our secular-oriented media has been able to brain wash us
@Sure?: plz name those MANY countries
@Salman: Why do you tend to forget that Army robs us the majority of Budget? Why is the patriotism not letting us see the other side of the Army? If someone takes the major share of your money, the security they grant in return is not an 'ehsaan' on us that we'll keep reiterating it.
@sure?:
These politicians thought that they would get away with clause 62 and 63, fake degree and dual nationality as in the past.....which exposes their level of understanding, knowledge and vision....these controversial clauses could have been amendment when 18 th amendment was being drafted....but once again these politicians have proved to be law breakers not lawmakers.....
@Salman: Teachers, students, polio workers all risk their lives in their "line of duty" these days. I'm sure they need special plots as well. One for Malala, you say?
Musharraf's statement is being taken out of context and its being twisted for the political purposes. He said he felt little humiliated, little insulted not because he was standing infront of a judge but because he never imagined in his life that he would have to appear in court for any crime (though baseless and politically motivated.) Tell me if he was indicted in any personal corruption or financial malpractices. As far as his money is conerned, you must know that his book was best selling book bringing huge money for him. Go to Amazon and verify the facts. Money earned from lecture circuits is a other source income. If countries pay him to listen him then there is no point getting jealous.
Oh Mickey, what a pity you don't understand.
@Salman: It Is just another department in most countries.
@sabi: I guess you had same hopes and associations with TQ’s long march!.Where dose he stand now.These people are staying on the wrong side of history.Wait and see.
Sorry sabi, I don't understand what are you trying to relate to here. Care to be a bit more elaborate?
I don't remember mentioning TQ anywhere in my comments, nor is he mentioned in the article.
@Nadir: Cash, property rewards you say? But GHQ says that these poor Army officers have nothing and dont get more than 1 plot…You are digging yourself a hole I’m afraid.
Ah man. You seem another anti-army minded bloke by the condescending words you're using for it. Not sure what's your gripe with the army?
First off, can you please quote where did the GHQ said that 'these poor Army officers' get only 1 plot?
Reality is, a major (or 'dheet' major like above) may or may not even get a plot. They might just get a cash amount from the provident fund they have been contributing. During service, there are several plot/housing schemes they can be a part of, but the amount is deducted from their pay. Since the pay of junior officers isn't lucrative, not all officers are able to opt for the housing scheme. Those who sacrifice their pay initially, get another house/plot on retirement as part of the housing scheme they were pay for.
Then, like I said, with each medal (Nishan, Sitara, Tamgha) - which is normally awarded for exceptional service - is given a commercial, agricultural, or residential piece of land. Please bear in mind that these medals are mostly awarded to in-service high-ranking officers, or posthumously to officers who were killed in the line of duty.
For further information, please refer to some military forums, but you'll get pretty much what I've written.
@sure?: "Still it is sad when someone like Ayaz Amir can be ket out by a returning officer." I hope he will get through nomination process.
@Rizwan Nasar: Oh, come on, Nasar sahab! When you a CEO or a President, you will always defend what you are doing! Now that he is a nobody, he is doing nothing else but criticising all the institutiions (except, of course, the Army! And he felt humiliated and insulted when he had to stand up when judge of the Sindh High Court entered the Court to hear his case? What a pompous character!
@Taimur Ahmed: Even Imran Khan has more or less the same amount. Wait till you see what the big thugs have. Oh wait, they say they don’t have anything! Poor chaps. I guess you had same hopes and associations with TQ's long march!.Where dose he stand now.These people are staying on the wrong side of history.Wait and see.
I really wonder as to why a prolific paper like Express Tribune give space to such person who does not know what he is saying. I am a banker, and I want to shout it out, that our Army is not "yet another department" people who fight at the risk of their lives are not "yet another department"
@Taimur Ahmed: Cash, property rewards you say? But GHQ says that these poor Army officers have nothing and dont get more than 1 plot...You are digging yourself a hole I'm afraid.
@mind control: Easily afforded on the many years of service, pension, land given to him by the GoP and now being sustained through all the money he made on his own doing the lecture circuit. I can guarantee that Musharraf's money is cleaner than that of 90% of the politicians in Pakistan.
The fact that no letter of Kamran Shaffi is complete without mentioning Musharraf in some demeaning manner tells you a thing or two about his own personal gripe with the General. While most of the other detractors of Musharraf have moved on, not Shaffi sahib.
Shaffi sahib, once in a while take to heart sane comments like those shared by Taimur Ahmed above. Musharraf messed up, but he is not all bad either. I know you may be one of those who blame him for all ills affecting Pakistan, but that is your personal bias.
@sabi: Well spoken. Zia may have put in 62/63, but civilians legislators had a chance to revisit and makei it objective and streamlined so that it cannot be misinterpreted and abused as it is now when they passed 8thamendment in the constitution. Sadly at the time, they did not touch this issue or the blasphemy issue or the issue related to AHmadis being declared non-Muslim. So any blame on Zia at this time is unwarranted. Still it is sad when someone like Ayaz Amir can be ket out by a returning officer.
"Justice (retd) Fakhruddin G Ebrahim is one of the people I admire most in the world; he is upstanding and fair-minded and has an excellent intellect."
Then why is he part of this circus?
Kamran Shafi: kudos for yet another fantastic piece. This tamasha,this mockery,this display of hypocrisy is nothing unconstitutional.If civilions or civil society has not enough courage enough time ,enough vision to revisit the constitution and to make radical reforms let them be harrased,humilated and punished for their cowardice.Nobody will descend from heaven to take them out of trouble waters but they themselves have to come out of it.
@mind control: I guess 645m PKR is a nominal amount compared to the wealth of even the most ordinary politician, let alone the big thugs.
Musharraf again has the courage to declare it and to be honest I don't exactly know where he got them from as I'm not his accountant. But lets not forget he has been in the Army for 40 years. Being an SSG Commando, he already was having double basic pay. Each medal he earns increased his pay. Each Sitara, Nishan, etc etc he achieved earns him a cash, property reward. And lets not forget on retirement, all government servants are a given a hefty amount in provident fund which is proportional to the years of service, and rank. Then, he served as the president of Pakistan as well which has its own perks.
Then lets not forget, he has been delivering lectures and speaking in seminars for which he gets paid a pretty pretty good amount. News articles reported that amount to be 2 Crores PKR(20 mln PKR) on average.
Does that give you an idea?
Even Imran Khan has more or less the same amount. Wait till you see what the big thugs have. Oh wait, they say they don't have anything! Poor chaps.
A little more one sided than you usually are.
@Taimur Ahmed:
We all know he has never been into warming his pockets.
Pray where did the 600 odd million PKR, excluding the farmhouse come from?
The caretakers are bringing Gen Zia's Islamic dream come true. While an outspoken man like A. Amir is not acceptable drunken womanizers are Amin and Sadiq. The people who cannot even take care of their own kids and deny them their birth rights would now lead our kids! This is the Pakistan of today, a reincarnation of Gen Zia PCO style where high treason is fair game but being outspoken is not.
It should be remembered that It was during Musharraf's rule that a former chief minister of Balochistan Akhtar Mengal was presented in court locked in a cage. For this has-been general to express his annoyance for having to stand for a 'mere' judge is nothing more than a display the man's ridiculous mental arrogance. A pity the shoe missed its mark, the man actually deserves a truck full of them
Wow.
Dear Major, you certainly seem disgruntled from the army. Were you denied a promotion or something? I'm sure you deserved it for being such a pessimist. Good thing we have a good system in place in the army so people like you do NOT rise the ranks.
You've given so many examples against Musharraf and his 'dheetpuna', why don't you take a pinch of optimism and see that this 'dheet' general is actually courageous enough - not 'dheet' - to face the court.
How many generals in the past have done so? Let me jog your memory. Its zero! Zilch. So if Musharraf is doing it, he's changing the trend, he's bringing a positive change. In doing that, if he felt humiliated, he said it openly. But he did, and is, facing the courts.
And no, I'm not barracking for APML. I'm a PTI supporter, but at the same time I can't understand why narrow-minded people like you are taking every chance to hit at Musharraf when he has done good for the country. And at the moment, he came back against all odds for the country. We all know he has never been into warming his pockets. But 'dheets' like you are not going to stop?
And now Ayaz Amir 's nomination was rejected by a returning officer because he writes against ' Ideology of Pakistan'. Can returning officers make such subjective decisions? What about Imran Khan, he has been proven in a court of law in Los Angeles as having a fathered a child outside marriage. Is he saadiq and amin but Ayaz AMir is not?
