Spielberg, who is currently in India's entertainment capital Mumbai, told The Times of India that the film would be produced by his DreamWorks Studios and its Indian partner Reliance Entertainment, which is headed by tycoon Anil Ambani.
"We have finalised a script for a movie," Spielberg said.
"Part of it will take place on the India-Pakistan border in Kashmir. But we're still trying to figure out the casting, locations and who's going to direct it."
On Monday night, Spielberg spoke to a gathering of Indian directors at an event moderated by Amitabh Bachchan in Mumbai.
Bachchan later said on Twitter that he had "a scintillating evening with Mr Steven Spielberg", describing the acclaimed director's comments as "simple, honest and with immense candor".
The 66-year-old is reportedly on his first visit to Mumbai partly to celebrate the success of his film "Lincoln", which was co-produced by Reliance Entertainment.
Spielberg, known for classic hits such as "Jaws", "E.T." and "Jurassic Park", was seen by AFP leaving Ambani's office on Monday afternoon.
Reports said billionaire Ambani and his wife Tina were throwing a lavish party in honour of the director during his visit.

@amit: Again, you ditched the actual question. Why were they "forcibly" converted as Hindus love to claim and as Love says, why didn't those "forcibly" converted people revert back to original Hinduism? (I do not believe in any tenets of Hinduism btw) Read neutral history, not Hindutva propaganda
@Love: and where u read that muslim rule whole subcontinent because if i'm not wrong mostly muslim rule north india they fail to conquer in center ,south and north east india .and every one know aurangjeb and many muslim envaders destroyed many hindu/buddhist temple and force converted them .read nutreal history not ur propaganda syllabus who claim muslim ruled 1000 years of india.
@Yoghurt lover
"invading muslims forcibly converted Hindus and Buddhists " Well if this was the case, then there would be no Hindu left in subcontinent when muslims for ruling there for centuries. Why didn't they "Forcibly" converted the hindus in the rest of the Indian? And if they are really forcibly converted, then they could have converted back to hindusim since Indian occuption of Kashmir as you you cannot accept a religion for generations why you are forcibly converted to it.
@Queen. So you really think that Spielberg would re-write a script because someone threw him a party? My guess is that if anyone could produce a film that portrayed the realities of Kashmir it would be Spielberg who is unlikely to allow Ambani much (if any) ability to influence the script or film content.
@Queen: With Reliance financing his movies and the lavish parties being thrown for the director... he will definitely portray the true picture of how India is denying the people of Kashmir the right of self determination... yeah right... money talks dude...
@Queen:
"It would be better if Mr Spielberg looks at the Kashmir issue from a neutral perspective but i guess the “lavish” parties are going to create their impact "
Nuetral Perspective, as in the real history of Kashmir?
Like how Kashmir was a Hindu land for up until the last few centuries when invading muslims forcibly converted Hindus and Buddhists and later how after partition Pakistan waged four wars and lost them all and then started sending muslim terrorists to kill Hindus and Hindu pandits in kashmir?
Is that what you are talking about?
I am sure that the film is 100% going to be biased toward India. It would be better if Mr Spielberg looks at the Kashmir issue from a neutral perspective but i guess the "lavish" parties are going to create their impact
