According to a Times of India report, Singh said that there cannot be a normalisation of relations between the two countries “unless and until the terror machine which is still active in Pakistan is brought under control.”
The Indian prime minister was addressing the upper house of the parliament.
Singh told the lawmakers that India has made sincere efforts to normalise its relations with Pakistan.
"People to people contacts have gone up, trade relations have shown improvement," he reported.
The statements come a day before Prime Minister Raja Pervaiz Ashraf’s planned personal visit to India.

@Faisal: Wrong on facts RAW has a budget of $2.2 Billion, as for ISI I will go with your figures !! But that is not the main difference between the two. The major differences are that while RAW plays by rule of law, ISI is freelance !!, While RAW is china specific, ISI is Afghanistan/India specific!!, While RAW is an Indian agency, Pakistan is an ISI agency !! I don't get this. If India goes after terrorists in Pakistan, it's bad. If India encourages terrorists in Pakistan, that's bad too. If India engages Pakistan and gives proof of terrorist activities in Pakistan, that's bad again. If India remains aloof, that's a problem too. Of course the Indian PM is confused. In any case, he spends all his time on the Indian economy and is no expert on which outfit is blowing up Pakistanis and which gets blown up by India. He should not have spoken. Events in Pakistan speak for themselves.

This was harsh treatment of Bengalese by the then West Pakistan officials which paved the way for the creation of Bangladesh, but it was Indian intervention which speeded up the processs, and India had no business doing. And then Indira Gandhi proudly announced that 1,000 years of Muslim domination has been avenged.
While majority of ordinary people on both sides want to live in peace and feel no animosity toward the other, the Indian government and some hardliners on both sides create problems. Having broken up Pakistan in half, India now sees a chance of dismembering the rest, by creating an independent Balochistan and a Greater Pashtonistan by merging our tribal areas with Afghanistan, and is actively working towards it, alongwith United States and its gang. The next step would be to take control of our nuclear assets.
India dreams of becoming the leader in the region, even overtaking China, and the United States wants to use India as a sacrificial goat in its ultimate war with China, like it used us against USSR, and India seems to be falling in the trap. Instead of working for peace in the region, India is collaborating with outsiders to destabilize the region, which is as unfotunate as it is stupid, because it has no chance of succeeding in its mission, and will only end up spoiling relations between the two nuclear neighbours, to the discomfort of both.

Also please don't worry about Kashmir, It is integral part of India and no pakistanis should worry about India's internal matters. Wrong. If there was no Pakistan, India would never have interfered in Afghanistan and creatd this jihadi mess. Any insurgency movement would have been addressed holistically in a democratic set up by a) Addressing all legitimmate grievances b) Strong police and counter insurgency action to take care of bad actors. This is what was done in Khalistan and Assam and is currently being done in Kashmir and Maoist areas.

If any Indian thinks India is not meddling in Baluchistan, he is living in a fool's paradise. RAW is pakistan-specific and has a budget of 150 million US $. ISI is not India specific and has a budget of 50 million US $. Am quoting from an article of Times.

I feel sad for Pakistan. No one sympathizes with Pakistan more than Manmohan Singh. As a child of Wah, Pakistan, he is the closest person who came to being a dove along with I. K. Gujral and A. B. Vajpayee. . Manmohan Singh would have liked nothing more than a peace accord with Pakistan. A mistake made once is human error, the same mistake made second time is experience, but the third time proves the idiocity. Indian congress let down muslim league and Mr Jinnah opted for separation in good faith. Indian congress agreed to let the muslim majority lands form a separate country. The Brits symbolicaly allowed the sultans and Maharajas to announce accessions. Some of them balked and Indian congress in the case of Kashmir also balked.
Indian Congress has never accepted the principle of partition! Pakistan people must learn to protect the remaining of Pakistan without the Indian congress approval. No diplomatic relations with Embassy status, instead at consulate level.

Every one knows in the world that how sincere India is with Pakistan.
Immediately after the independence, India attacked Pakistan in 1948.
Then India attacked Pakistan in 1965 to break Pakistan.
Again India attacked Pakistan in 1971 and broke Pakistan into two parts. The former East Pakistan was made Bangladesh with the help of Indian Army.
Now India is bent upon breaking the remaining Pakistan.
India is providing all financial assistance and training to the terrorists in the Indian terror camps and accusing Pakistan for terrorism.
How many meetings have been held at every level between the officials of Pakistan and India, but India did not move an inch from its stance during the last 65 years.
This shows how sincere India is with Pakistan.

Dr Manmohan Singh went a mile to normalise relations with Pakistan despite lot of opposition from the opposition parties and his own party members. Though his efforts yielded some positive results namely increase in trade and visa relaxation between the two countries but Pakistan did little to close terror camps or stop sending terrorists across the LoC and such violations have since increased during the past two years. The lack of response from across the border has given a severe jolt to the normalising process and the Indian PM clearly disappointed decided to call curtains until positive response is shown by Pakistan. However if not for India but for its own sake, Pakistan should wind up its terror machinery which will not only bring peace and prosperity in the country itself but in the entire region as well.

But the problem with India is that, India's terror outfits are in the government, they are political in nature and have enormous political and social influence. Their ideology is supported by a majority in the country which brings them to power.

What the Indian prime minister doesn't understand is that Pakistan is holding on to the tiger's tail. If they let it go then Pakistan will be gobbled by the tiger. The tiger is the pandering of fanatics since the time of Zia Ul Haq. It (fanatics) have already started swallowing in the way of slaughtering shias in Pakistan. It is really sad.
Oh sir, please Pakistan is also not interested in normalizing ties with India. We are facing you interference in Balochistan and in KAshmir and we do not want any more depth in relations. Kindly address the issues of your country and let us address our own.
