Reaz Qadir Khan, 48, could face life in prison if he is found guilty of the charges of “conspiracy to provide material support to terrorists”.
He was arrested Tuesday without incident at his Portland home, before later appearing in court to hear the charges against him, a statement said.
Prosecutors allege Khan gave assistance to an individual named Ali Jaleel, who died while participating in the May 27, 2009 blast at the ISI headquarters in Lahore.
According to the indictment, Khan provided Jaleel, who comes from the Maldives, and his family with "advice and financial assistance," including after Jaleel's death.
That aid included paying for Jaleel to attend a terrorist training camp and advice on how to escape detection, all while knowing the assistance "would be used in a conspiracy to kill, maim or kidnap persons abroad."
An explosives laden vehicle rammed into the gate of office of ISI Punjab in 2009, resulting in significant damage to the Rescue 15 Police office also. At least 26 people died in this attack and more than 200 were injured

Conspiracy theories aside, the fact remains that an alleged terrorist was arrested in the U.S. on charges of conspiracy to provide material support to the terrorists who attacked the Punjab ISI headquarters in Lahore. If we had been involved in any way in terrorist’s attacks anywhere in Pakistan why would we arrest an American citizen and charge him for his involvement in Pakistan. He is arrested because the authorities here have enough evidence against him. The United States and Pakistan are both victims of terrorist’s wrath. We have been fighting this evil together and we will prevail. It is time for conspiracy theorists to hang up their hats and join the majority who have identified the real enemy and supporting the authorities to go after them.

Do you guy read whole news. He is Pakistan born US citizen & arrested by US cop in his home without any resistance. He will be sentence by US court not Pakistani court. So Non state actor of Pakistan arrested By non-Pakistani forces.

As Nato is about to pull out and drone attacks along bomb attacks has proven to not be effective enough they have upped the ante and now invites shias to take revenge against sunni and hence create a civil war.

Without foreign assistance such chaos cannot be done by some Pakistanis alone.
Target killings, suicide bombings, bomb blasts have become very lucrative business for the bad guys in Pakistan.
It does not require any license or permit to obtain but the primary qualification is that some one should be mentally prepared to die + he should be capable to hide from the Police and take some place on rent to store the guns, arms and ammunition.
The secondary qualification is that the bad guy should work on the instructions of his foreign masters, kidnapped the children and should be capable to brain wash such people who do not know as what act is legal and what act is illegal for the country.

Ah, so there's the USA "foreign hand".
Of course, the truth is that this foreign hand has its roots in the Middle East. An even more subtle truth is that the foreign hand is not just some conspiracy originating from Arabia, it is a wilfully accepted state of mind and identity that Pakistanis have acquired and aiming to copy the foreigners. The Arab states have oil money to help them inspite of their irrationalities, while we have NOTHING, and thus the evergrowing chaos (poverty and hunger, polio, population bomb, disease, terrorism).
