Five inspectors of the Crime Investigation Department (CID) deposed before the court that the terrorists had been trained in camps located in Mansehra, Muzaffarabad in Azad Kashmir, Khairpur, Thatta, Lakro and Gadap Town in Karachi. This was a big revelation striking at the base of the ‘media war’ between India and Pakistan, during which the world correctly divined that the Indian media was more credible. Why did the FIA, which is prosecuting Lakhvi, decide to come clean?
One reason was the surrender to India by Saudi Arabia of Syed Zabihuddin Ansari, alias Abu Jandal, an Indian-born member of the LeT, who escaped from Pakistan after the Mumbai attack on a Pakistani passport. According to a deposition of the only terrorist captured in Mumbai, Ajmal Kasab, Abu Jandal was present in meetings in Karachi preparatory to the attack. Abu Jandal, after landing in India, implicated members of the Pakistan Army and the ISI agency in the planning of the attack.
Those who have seen the National Geographic documentary on the Mumbai attack should now be informed that the man who was on the phone talking to the Pakistani killers was this man, Abu Jandal. This nom de guerre is a favourite of the LeT, indicating acceptance of crime committed in the name of high faith.
In the July 2005 issue of the monthly Herald, Zulfiqar Ali described one of the terrorist camps in Mansehra where al Qaeda had interface with our jihadi organisations, including the LeT. The news in 2001 that the Mansehra camp had been disbanded was mere exaggeration. Before Osama bin Laden was finally made to live in Abbottabad, he thought he could be comfortable in Mansehra where al Qaeda was lending a hand.
One Pakistani journalist who lost his life telling the truth about the Mumbai attack was Saleem Shahzad. In his book Inside Al Qaeda and the Taliban: Beyond Bin Laden and 9/11 (Pluto Press 2011), he wrote that it was al Qaeda who planned the Mumbai attack “through former Pakistan Army officers with help from the LeT without the knowledge of the ISI despite the fact that LeT was on ISI’s leash”. He wrote further:
“The Mumbai operation was actually the revival of an old ISI plan. The idea was to deflect the Pakistan Army away from Waziristan and get it to fight India instead. This nearly succeeded: Pakistan’s militant leaders Mullah Fazlullah and Baitullah Mehsud announced that they would fight alongside Pakistan’s armed forces in an India-Pakistan war and the director general of ISI, Lt Gen Ahmad Shuja Pasha, confirmed this understanding in his briefing to national and foreign correspondents when he called Fazlullah and Baitullah Mehsud Pakistan’s strategic assets” (p.95).
After the US got hold of documents from Osama bin Laden’s Abbottabad safe house establishing a communication link between him and Hafiz Saeed, it moved in 2012 to the final decision to place a bounty of $10 million on Hafiz Saeed.
What is behind this ‘outing’ of Hafiz Saeed now? One reason the Indian press has given is Islamabad’s “keen desire to normalise relations between the two countries which came close to war in the months following the attacks”. The other is Hafiz Saeed’s defiance of policy-change in Rawalpindi.

Why it has taken Pakistan four years to acknowledge its role in the massacre of innocent people?
@malik : it is such demented denials and conspiracy theories from Pak establishment fed to gullible fantasy consumers like you is the undoing of any potentially positive development. Numerous lies and betrayals by Pak hs left you reputation no better. Fix problems at home first before pointing fingers elsewhere. - Taliban : created by Pak to destabilise Afghanistan and keep the erstwhile Mujahedeen busy. You wake up when the strategy backfires after 9/11 and run scared of your US bosses.
- - Kashmir - keeping the valley burning to keep "strategic assets" busy. Now LET turns their guns on their masters after the US kicks you in the butt. 26/11- Non state actors: a spur of the moment invention to explain away the mass murder of innocents. If a country cant take ownership of its citizens, it has no business to be there.-- could go on. But you won't understand as you will have your denials and conspiracies
@Malik: You need to travel a long distance to bridge the gap between propaganda and reality. Baluchistan is teeming with Intelligence operatives who even after 65 years have not been able to produce a shred of evidence to prove the complicity of any external power. To confuse this situation with one which is an open and shut case it to try and connect two unrelated events. Please produce some hard proof before exposing your delusions. The World is not made up of BRAINWASHED people who accept fantasies and tales however thrilling may be the narration.
Excellent analysis by the author. Mumbai attack shocked India to its core just like the way Malala incident did to Pakistan. There was a sense of betrayal after it happened. Imagine a group of Hindu terrorists landed in Karachi on a boat, did the exact things that Kasab and company did in Mumbai for three days with 24 hours live TV coverage. If that situation were ever to happen, Pakistan would have completely cut diplomatic ties with India. This single incident is the reason for Pakistan's isolation among civilized countries. Pakistan's image was damaged beyond repair. Before Mumbai incident, common Indian citizens, except the military and some right wing folks, never had any deep enmity toward ordinary Pakistani citizens, but unfortunately the situation is different now.The trust factor is lost as Pakistani government kept on denying it for years. Indians will get over it eventually because time is the best healer of emotional wounds.
And what about the Indian involvement in Baluchistan unrest?
What about the 100,000 terror attack like mumbai conduct by the Indian trained terrorist groups in whole pakistan.
Pakistan has lost more than 35000 innocent people & more than 5000 security officials. Indian intellegence agencies has launch a porxy war against Pakistan. Why our media is not talking about the Indian involment in anti-Pakistan terror activities ???
There are not Afghan Taliban invole in anti-Pakistan activities because they are fighting against illegal Invasion of US.
There are few very honest persons in Pakistan who are also visionary and patriotic ... Dr. hmed ,you are one of them...God keep you safe,,,becoz you have stated the obvious truth..which the world knows ..but Pakistani Establishment is unwilling to accept...and in this process Pakistan is losing out ...
The news in 2001 that the Mansehra camp had been disbanded was mere exaggeration.
Reminds one of Mark Twain coat on death: "The rumors of my death have been greatly exaggerated"?
Acknowledging a fact does not mean submission. Only Acceptance will lead to take corrective measures for cleansing the society of filth. Acceptancance of facts is manly and should be appreciated.
@Jat: "Such a major policy shift will not be a defeat for Pakistan, rather a victory for the whole region."
So true. Hope good sense prevails. I worry that the Pakistani establishment sees this as a temporary reprieve while they 'sort out' the Western border. Otherwise there would be no explanation for grnadstanding of Hafiz Saeed in the DPC rallies which are openly held in Islamabad and Rawalpindi.I hope I am wrong OR that Pakistani people themselves see the light and reduce the clout that the establishment has traditionally had in always derailing the peace between the 2 countries.
@mumbaikar:
You are right Sir, and I agree with you, but no one in Pakistan will care.
To try and punish some criminals, the first necessity is a court of law. And, a court must have at least one Judge, and one prosecutor. You know the power enjoyed by the likes of Hafiz Saeed, and those behind daily killings in Karachi and some other parts of North and West Pakistan. You also know the fate of the Judge who convicted Qadri, the self confessed murderer of Governor Taseer. Who would want to be a Judge or a prosecutor at this point in time?
You must remain patient till Pakistan becomes somewhat like a normal country.
Abu Jandal was travelling on Pakistani documents and his passport was issued in Pakistan. When he was caught in Saudi Arabia, Pakistanis claimed him, lest he reveal their connivance to the Indians.
Indians hit a masterstroke when they produced his Father's and Mother's DNA(taken without ascent, of course) and told Saudi Arabia that he cannot be a Pakistani citizen as he had Indian Parents. This clinched the argument in our favour and Abu Jandal was extradited to india.
Lets not go overboard and thank Saudi Arabia. This is the first time such a Terrorist has been handed over to India. In the past Pakistan won. But, after US pressure and India's tremendous growth Saudi Arabia thinks differently now.
Protect Pakistan from ALQAEEDA, TALIBAN, ALL LASHKARS AND strategic assets....terrorists,they have already damged Pakistan alo, now there is nothis to lose. WAKE UP PAKISTNI FORCES
Khalid saheb, what you wrote may be news to a few Pakistani citizens, not to the World. I think the Government credibility was so low in the International circles due to the litany of lies it had to let loose, there was no choice but to come clean. To suggest that ISI was not involved but some of its officers were is really ingenius. As soon as 26/11 happened the GOP led by Zardari/Gilani decided to send DG ISI Shuja Pasha to help the Indians in investigation. He simply refused to go, putting the GOP in a tight corner. Why did he overrule the Government and refuse to go, should it not be obvious to all but the gullible ? Every World power gave technological and intelligence help to India in cracking the case, putting Pakistan in serious trouble. Pasha should have been asked to step down so a credible investigation was carried out. When a Government starts lying behind closed doors to its diplomatic friends, nothing it says would be believed. Ajmal Kasab and David Coleman Headley have revealed the entire picture of the Terror machine --- its supporters, trainers, financiers and masterminds. When the World says do more it knows what it is talking about. however loud may be the denials.
What is behind this ‘outing’ of Hafiz Saeed now? So this is the tsunami. Hafiz Saeed will find it difficult to get out of it. Finally the Americans are winning. Look at Iran: its in a poor state now. And Pakistan: its following exactly the path America wants it to follow. Trade with India and finishing off the 'strategic assets'.
@mumbaikar: Because the ruling establishment is demented and myopic. Talk to a Pakistan Army officer, especially ISI and you'll see. Better yet, hear what Zaid Hamid says because he puts their thoughts very clearly.
Pak is dearly paying for its sins of breeding the terrorists, Isnt the so called 40K lives enough to change the mindset of Pak deep state/establishment. Apparently not, They are now trying to fight the judiciary. Thanks Mr Kamran for coming clean, thought the rest of the world, and fair/normal minded pakistanis know/always suspect the Pak establishment hands behind all these mindless killings. Now let us open the gates for Pak trolls to come and scream from the roof top, that Mr Khaled Ahmed is a RAW agent, Mumbai attacks never happened, Kasab was looking for a break in the movies, the killed terrorists were circumcised after killing to blame it on muslims etc etc, The list of such nonsensical diversion is nauseating.
Sou dande bhi khaye, ab sou pyaaz bhi khaane padenge. The general public of Pakistan does not know what goes on behind the scene. They probably think, India being a soft state they can continue with the policy of training and sending terrorists to India to kill innocent people. What they are not told by their establishment is the cost Pakistan is made to pay after every such incident.
Hopefully good sense will now prevail in your government, and this policy will be discarded permanently. Good for both countries; good for the whole Indian subcontinent.
Such a major policy shift will not be a defeat for Pakistan, rather a victory for the whole region.
Ahmedji: YOU WILL STILL HAVE PEOPLE IN THIS FORUM WHO WILL SAY YOU ARE LYING!!!! Is this not what Indians were saying for almost 4 years.......This is something that is far more important to those misinformed citizens of Pakistan than Indians given where the nation is heading towards......a perfect example how rogues lie and target innocents under the curtain of religion and regionality. Societies formed under religion banner are no wonder a haven for these extremists.
@Khaled Ahmed
You still had doubt in that and you explained it by an article? Fact is that notorious Taliban has already base in Pakistan and Pakistan is seeing the face of Islamic radicalization now a days . India and its neighbouring countries are also not safe , because you mentioned about Abu Jundal.Religion is the only common link which attracts these ill mined people and we are being forced to call them anti-nationals.
Kudos to the author and ET - never thought I would see an article in Pakistan acknowledging Pakistan's involvement in the Mumbai massacre. If Pakistan had taken the opportunity to clean house after that tragedy I suspect you could have avoided the OBL debacle and might have even come off as a international hero by bringing OBL to justice.
Thank you Khaled saab. Will all the senior media people i Pakistan who blamed India for a false flag operation at least now apologize?
So the dossier India provided to Pakistan was correct and the statements from Interior minister of Pakistan that dossier is nothing but a novel was wrong. Cooperation in proper closure of 26/11 trial will give Pakistan a much needed credibility that she is sincere in fighting terrorism and maintaining good relations with India. This will be a good example of walk the talk.
Despite the author's balanced and detailed insights, the question that begs an answer is: why does Pakistan not take action against criminals who are destroying innocent lives and also, in the process, giving Pakistanis in general a bad name, a revelation that can come to light if any Pakistani travels abroad with his passport. In a civilized society, with law and order overriding everything else, bringing to justice the perpetrators (and these include the masterminds and other criminal mules who hide in the background) should be of prime concern to any democratic government and democratic-thinking politicians. Alas, this is not the case with Pakistan which has come perilously close to being declared a terrorist state at the UN. If that happened, Pakistan would be hit with sanctions and face boycott from the entire world. You can see what is happening to rogue nations facing sanctions. Nobody wants to go near them! Something should be done against the killers of the Mumbai carnage because enough irrefutable evidence has been given to Pakistan whose whining about "inadequate evidence" is becoming a farce and jarring to the ears. The country has lost its credibility. There are grieving widows, husbands, children and orphans crying for justice in Mumbai which is not just a city but has become a mirror showing Pakistan's true face as a culture of terrorism and barbarism. Unless killers like Hafeez Saeed and his thugs are not brought to book, Pakistan will be treated as a pariah state, a failed state with no fundamentals or architecture for a modern, civilized existence.
By admitting the existence of LeT´s terrorist camps the Intelligence authorities have shown their dutifulness; but this again will be loaded with unprovable evidences making it easy for the court to deny.
if Fazlullah and Baitullah Mehsud were strategic assets of Pakistan then why they were attacking Pakistan armed forces ?
Thank you Kamran sb. And while nothing may come of it, I am still impressed that there has been forward movement in admission of Pakistani involvement from official sources.
Submitting evidence to a Pakistani court means nothing till those charged are punished by the state. Much can happen in the sub-continent and military establishment brinkmanship allows for these small small steps without conceding their position. Well said Khaled Sahib, many thanks
They were rogue elements. This is commonly shown in Bond movies.Who would own them then.
SAFMA is on RAW payroll - Zaid Hamid
Deep state enemy of humans regargless of borders. When NS said ajmal qasab was pakistani some anchor persons and PTI supporters brought him under severe criticism.Bringing deep state elements to justice need lot of effort which at the present looks an uphil task.
Tell us something new!
Thanks Khalid Ahmed Sahib. Always correct and honest to the point of being unique.
Pakistan cannot control non state actor activities but can certainly act against them.
