Quoting figures, Shah said that around 2,400 police encounters took place in 2012 and among those who were caught red-handed, 50% of their challans have been submitted to courts. He regretted that each time a challan goes to an anti-terrorism court, the hardened criminals are bailed out within a week.
“The police complained to the courts about it but I am not aware of how the Sindh High Court chief justice responded,” he said.
The chief minister had earlier called a meeting of law enforcers taking action over the worsening law and order situation of Karachi and had expressed disappointment over police performance.
During the provincial assembly session, the chief minister said that some internal and external elements were trying to disturb security as Karachi was an important city.

Sindh’s ex- Interior Minister Zulfiqar Mirza was right when he said that the MQM is behind the target killings in the metropolitan city of Pakistan, Karachi. The MQM always reiterates that several groups are responsible for violence in the city, namely the land mafia and drug mafia, the Taliban and three political parties supporting them. However, the Military Intelligence (MI) and Inter-Services Intelligence (ISI) reports are solid evidence to validate Mirza’s statement. These intelligence reports were not kept secret; rather these were released to the Pakistani media, both electronic and print. A senior security official said, “We have 14 or 15 boys in custody, each responsible for 17-18 deaths. The interrogation reports detail everything, the sectors, the places they met, the motorcycles and weapons used, everything.” The official added, “And if you think these are just forced confessions, these are joint investigation teams, where the MI, the ISI, other agencies, everyone signs the reports. PPP is major party and working on the policy of reconciliation, while MQM is taking advantage of soft attitude of PPP. If the PPP takes an action tensions will escalate in the main metropolitan city of Pakistan and the country’s already fragile economy will grind to a halt. Therefore, the ruling party is going ahead with the policy of reconciliation with all political forces of Pakistan.
