In a move that will benefit hundreds of bureaucrats across the country, the federal government has announced a two-year increase in the retirement age of all civil servants.
The decision will be implemented from November 1, 2012.
The change has been made through a presidential approval by amending the Civil Services Act 1973, instead of the usual parliamentary amendment.
According to a notification issued by the establishment division, civil servants would now retire a day before their 62nd birthday. Earlier the retirement age was 60 years.
“In pursuance to the recommendation of the Civil Services Reforms Committee, the president has been pleased to approve the following amendment in the Civil Services Act, 1973, which shall come into force w.e.f 01-11-2012 and shall apply to all regular civil employees: The age of retirement for a government employee shall henceforth be the last day of 62nd years counting from the date of birth,” reads the notification issued by the establishment division.
Earlier, there was a proposal to increase the retirement age limit from 60 to 63 for men and from 55 to 60 years for women civil servants. It is not clear why this proposal was dropped and why parliament was by-passed and a presidential nod was sought for implementing the move.
Since many key federal secretaries were about to retire in the next few months, the move would have political and financial benefits for the incumbent PPP government which is scheduled to go for the general elections early next year, according to sources.
Finance Secretary Abdul Wajid Rana was scheduled to retire on November 5, while Muhammad Javed Malick, secretary for the planning and development division, was to reach the age of superannuation on January 6, 2013. There are a number of other federal secretaries and Grade 22 officers of different departments who would have retired in the coming year.
The government claims that by increasing the age of retirement it would not only benefit from these experienced officials but would also save millions of rupees that it would have to give them as retirement benefits besides pensions.
Other federal secretaries, as well as Grade 22 officers who would have retired in the current fiscal year include: Khushood Akhtar Lashary on March 10, 2013, Zafar Mehmood in grade 22 on April 30, 2013, Qamar Zaman on December 5, 2013, Javed Iqbal on August 1, 2013, Muhammad Abbas on December 20, 2013, Raja Muhammad Ikramul Haq on December 2, 2012, Anisul Hassan Musvi on November 3, 2012, Ghulam Dastagir Akhtar on March 23, 2013, Muhammad Javed Iqbal Awan on December 1, 2013, Muhammad Ayub Qazi on July 24, 2013, Khawaja Mohammad Siddique Akbar on July 23, 2013, Maj Haroon Rashid (retd) on November 28, 2012, Munawar Opel on April 22, 2013, Gul Mohammad Rind on October 10, 2013, Kamran Lashari on December 21, 2012, Shaighan Sharif Malick in September 2013, Amjad Nazir in September 2013, Anjum Bashir on January 23, 2013, Ziaudin on February 15, 2013, Khalid Khan Toru on December 2, 2012, Sheikh Muhammad Tahir on December 28, 2013 and Ghulam Bux Awan on August 5, 2013.
The government says its pension bill is going to explode by 2015 as bulk of the civil servants will touch their retirement age by that time.
According to a report, the bill of the civil servants’ pension will double from Rs25billion to Rs50 billion over the next five years as bulk of the employees came into the fold of service after 1985.

The retirement age should be brought at par with other countries like INDIA & USA where retirement age is 62 & 65 years respectively. it is not only advantage to those approaching 60 years age but same time youth will have the same advantage to work two years more beyond existing age limit 60 years once notification is issued. Usually the influential people get job on contractual basis. Those people are suffers who don’t have contacts and approach to high ups. To give moral justice to those who really need to continue their jobs after 60 years due to their financial constrains and inevitable responsibilities will have big advantage. Most of officers at the age of 60 years are physically & mentally fit. Federal government should utilize the expertise of seniors serving officers must take decision to extend age limit to at least up to 62 years

IT IS AN UNWISE ATTEMPT TO EXTEND THE DATE OF RETIREMENT FOR TWO YEARS.PEOPLE ESPECIALLY YOUTH OF OUR COUNTRY IS JOBLESS.IT WILL FURTHER INTENSIFY THE SUFFERING OF UNEMPLOYED YOUTH.THIS NOTIFICATION SHOULD BE TAKEN BACK IN PUBLIC INTEREST
They are given extension because:
a) To benefit from their experience; and
b) To save millions that would be spent in retirement benefits.
Both are wrong because:
a) People juniors to them should also be experienced to take up the job just like they were experienced enough at the time of promotion; and
b) You have to spend this money, if not now then after two years.
So the whole move is totally wrong. Moreover, if the civil service reform commitee only produces recommendations that result in paying to themselves, then may God help us.
It would have been much better, if the recommendations included the objective criteria used to assess their performance each year instead of infamous Anuual Confidential Review (ACR). They should be assessed against objectives given to them in given year, and those who perform against given objectives should be promoted and those who do not should be dispensed away. The whole logic of seniority based promotion should be dispensed with.

It is very good decision taken by the government because the children of some government servants are school going on their retirement. their children cannot complete the education. It is further informed that some Stenographers already working in grade-16 and the others of their colleagues were in grade-15. Their posts were upgraded to grade-16 but already working in grade-16 were not benefited from the same. Kindly take it very seriously and they be upgraded to grade-17 on one time basis from the date they are already working in this grade.

Any extension in retirement age may prove counter productive for the government as well as our country and entails many negative implications. Our economy is fragile and vulnerable which needs careful long-term planning for its recovery. Moreover, we are facing the thorny issue of ever-increasing unemployment in the country.
If we are to make Pakistan economically vibrant, viable and stable then we should make long-term policies in stead of short cuts. There is no royal road but hard work, better planning and austerity measures if we are to survive as an independent and respectable nation.
Politicians, government servants and the Pakistani people at large should realize the gravity of the ailing economic situation and avoid unwise decisions that may not be beneficial for our beloved country.
The implementation of 62 years age must be from January,2012 so that the employees retired from January to 30th October,2012 could be benefited. If some propels given benefit why not to others they are also Pakistani, this is discriminational law.

I think this is considerable move it will help those civil servantss who require to work for their growing childrn need to support them the implementation should be across the board in all govt organization in order to benfit all deserving govt employees. In under devloped country like our due to lack of much available resources the usual aperson start setting after 40 years & when he retires childen are still half to education. In devloped country age limit is 65 years.

In a country where unemployment is a serious issue, the action to increase the retirement age is unthinkable. However, the present regime is capable of doing the opposite to the interests of the people for their personal gains. In view of increase in the retirement age, we have deprived a large proportion of the population to compete for the vacant posts at least for two years!
Very nice and happy news because I am going to retire in 2914 on 29 years qualifying service where in Federal Govt:Service is encashment allowed on 30 years service. It is very beneficial for me, may be for other also.

Despite burden on public exchequer & lessen job opportunities for the coming young ones; it seems an axiomatic move. Almost decade of ban on Govt has caused the age dilemma for the new comers in civil service. That's why age limit for new jobs in govt was enhanced from 28 to 30 with another 5 years relaxation. Even at 60 years, people are normally with good health to serve further. However, after 60 the servant ought to ask for medical certificate to authenticate his/her adequate health to continue.
