Jailer’s promotion: Court to hear out respondents

KARACHI: On a petition challenging the promotion of a jail superintendent to the post of DIG prisons, the Sindh High Court has asked the respondents to submit why they shouldn’t be tried for contempt of court. A division bench headed by Justice Faisal Arab heard a contempt application filed by Ashraf Ali Nizamani, who had challenged promotion of the Karachi central jail superintendent, Nusrat Mangan. The petitioner had submitted that the departmental promotion committee did not recommend him for the post of DIG and instead recommended his junior officer. The committee did not consider his name merely because of his involvement in a murder case, although the high court had already acquitted him, he added. On Friday, Nizamani argued Nusrat Mangan was still holding the post in violation of the court’s order as the court had already suspended the official notification regarding his promotion. After hearing his arguments, the court issued notices to the Sindh chief secretary, the Services and General Administration secretary, the Sindh inspector general of prisons and the jail superintendent, Nusrat Mangan. The hearing was put off until October 23.
