Looking back, what Mujib proposed, and for which he was labeled a traitor, were genuine demands that would have helped all provinces, not just the then province of East Pakistan. He wanted a constitution that was based on the spirit of the Lahore resolution, he asked that power be devolved and for some provincial control on finances and on law and order. Today, Sardar Akhtar Mengal’s points focus on political autonomy as well as a check on the actions of our intelligence agencies. He calls for recovering of missing persons and help to those displaced by the violence. These too are genuine and do-able demands. Will the establishment now also label Mengal a traitor? Such a move would surely worsen an already deteriorating situation in the province. Maybe, as was the case in Mujib’s political career, this could be a turning point. Till then, Mujib had wanted to save East Pakistan.
Provincial autonomy remains a thorn in Pakistan’s side. Our great parliamentarian, Raza Rabbani, warns us that his efforts at provincial autonomy are being sabotaged by the establishment. In his case, the amendment to the constitution he so patiently crafted and rallied to have passed was sabotaged by his own prime minister. But does that mean we should give up and continue to suffer decisions made by an unelected civil and military bureaucracy that decides what is in the national interest?
We cannot ignore the state of affairs. Some 8,000 people are estimated to have gone missing in Balochistan in the past five years or so. Someone should be asked why. Where are they and who is keeping them? We all know the answers. We need to bring Balochistan back into Pakistan. And to do this would require leaders like Mian Nawaz Sharif, whose party enjoys the most popularity in Punjab, to take the first step. Mian Nawaz Sharif has more sway over Pakistan’s civil-military bureaucracy than President Zardari. And Pakistan’s most populous province should lead the way.
This would require a campaign in Punjab to garner sympathies for the Baloch people. It would also require Mian Sahab to go to Quetta and meet the people, not just stay at the Serena and take a round of Sariyab Road. We need to tell everyone that what the centre is doing in Balochistan is not saving it. In fact, the actions of our agencies is speeding up the process of separation. And we must not insult the Baloch people. We cannot over-simplify the situation by using the excuse of the foreign hand, as interior minister Rehman Malik usually claims. The international community has not been given any credible evidence of a foreign hand in the trouble in Balochistan. And by blaming foreign powers, what we are saying to the Baloch is that there is no problem in the province and they are simply being misguided by others. This is the same reaction we had when troubles started in East Pakistan.
Money isn’t the solution. Each Balochistan MPA now has over Rs180 million annually for development projects. It is not a surprise that most of this is siphoned off. There are cabinet members who are involved in kidnapping and extortion. But the government turns a blind eye. As it does to the billion rupee smuggling racket that is run by an LEA. Enough has been said. We need action now. Lets listen to the Baloch leaders for once.

@Imran Con: If not high ideals and high moral ground pray tell me what helps? Are you promoting hatred and revenge. Eye for an eye leaves all of us blind. There is no alternative to love and unity man. Come to your senses if you are a normal peace and justice loving individual. Without love and unity you will never achieve anything. Remember Pakistan could never have been created if it was demanded on the basis of any thing other than the two nation theory. Regionalism had no place in the struggle. It was a struggle by the Muslims, for the Muslims. Remember that very well before you write any thing. Two nation theory was love and unity for all Muslims. Did not discriminate against any of the same nation.
@Syed Shah:Like our establishment every body shifts blame to sardars... may I ask you, Punjab Dont have sardars, yes they have Maliks Choudhries but they dont have migrant from other province, who are controlling their resources, on fake domiciles they steal their right of job... and pretend as they are superior quality then Baloch ppl..all lucrative jobs are holding by migrants of Punjab .... and their best land is given to serving and retired army officers in the name of cantonments and defense areas..... why today seraiky belt is having same complains. Sindh has also same complains..... Sindh and Balochistan are producing natural gas but they dont get royalty.... where Punjab gets royalty on producing electricity.....the funny part of electricity generation reservoir are in KPK, ppl displaced in KPK.. but only generators are in Punjab. These Balochis are fighting for their rights, they have every right to rule their province...if agencies and army does not stop playing same game as they did in Bengal.... soon ppl of Pakistan will see another disintegration of country..... these opportunists can perceive situation in better way hen those who turned blind eye to such a grave situation..... America whom our army served for sixty five years, will not help you to get Kashmir back, but will do the same what it did during the war of 1971.
@Syed Shah: You're giving your ideal definition of a leader. It helps nothing. Leader in this case is no more than "A person who has influence over a large amount of people enough for them to do what he says" regardless of how they do it. If that's ignored and your description is used, it's basically a call to have talks with thin air. Put another way: a call to keep doing nothing. You'll also find in accurate history books that few "leaders" have ever fallen under your description. Yet if they weren't treated as if they were in forms of interaction, not a lot would have changed.
I want first The Baloch Leaders defined. Are Sardars leaders? No. They cannot be. Leaders spread love and unite people not spread hatred and divide people like the sardars do and so does our Mr. Nawaz Sharif. Leaders are not corrupt. Was QA MA Jinnah corrupt no. He was a leader. These sardars are not leaders of Baloch people. I want to see the common Baloch as the leader of Balochistan. He is going to deliver for the Balochs and for the country. I hear "ziyadathi huwi". Yes but who did the ziyadathi? Their Sardars did it. No body else. They took money and mishandled them. Instead of development they bought weapons. Now opportunist politicians (not leaders) are taking advantage of it. A person fights the armed forces of Pakistan and demands secession and is hailed as a hero and shaheed by the opportunist anchors and politicians who only care for themselves not the interests of the country and its unity.
A pragmatic Op Ed that would go down on deaf ears. We are all talk and no action. Even in the SC it is all populist rhetoric but no real decision or verdict yet. If talk can make people happy then why act? If talk were power, Pakistan would have been a powerhouse.
To create confidence in people of Balochistan some of the national establishments should be shifted there which are also big employment sources. At the first stage these may be Railway Headquarters, WAPDA, PWD, Offices of National Highways, Naval Headquarters, FWO, NLC and many others. This will create sense of ownership of the country in Balochs. The best possible will be to shift the Capital of Pakistan some-where in northern Balochistan, which is centre of Pakistan and easily accessible by people of all provinces.
Not just Punjab, but every Pakistani must stand up for the people of Balochistan. Good piece Kamal Saheb. Enough damage has been done by the corrupt mediocrity that dominates our establishment.
"We need to bring Balochistan back into Pakistan" Excellent article: i must say If Nawaz Sharif could hold long march to intact his government in Punjab why such a long march cannot be held to intact Balochistan?
Blaming a particular state institution for Baluchistan problem will not help in its resolution. The leadership of all political parties should put their heads together and work out a viable solution in the larger interest of common Baluchis, Pashtuns and other ethnic groups instead of pleasing a few sardars.
Despite introducing many reform programs, Baloch leaders are still blaming to Govt and Army institutions while sitting in Dubai or other foreign states. This is the best report on the Balochistan issue worth readable for everyone. http://www.pildat.org/publications/publication/balochistanconflict/IssuePaperBalochistanConflictCMR.pdf
@nirode mohanty: Pls note that great advocacy of self determination is for others... +++++++++++++++++++++++++++++++++++++++++++++++++ the prescription does not apply to Pakistan.
The problem of Balochistan can only be resolved by Baloch nationalists and Army. It not matter of our politicians to resolve this issue. There lies problem of army's operations methods and nationalists concerns over operations. Balochistan problem is created by army and only army can resolve it.
Pakistan has been a great advocate of self determination in Kashmir by spending a huge money since 1947. Can it do it in Balochistsan to give them a chance of self determination. Then they will have moral right to say so in Kashmir.
@ Author: very true.. Excellent analysis.
Can some learned Baloch throw some light as to how Balochistan was annexed by Pakistan in the end of March 1948? Was Pakistan without Balochistan from August 1947 till April 1948? Was there any referendum conducted in Balochistan by Pakistan to seek their opinion?
Why does the writer soften his word by referring to it as a mindset of "the civil-military bureaucracy", when we all know that the civilian bureaucracy has largely been rendered powerless against the might of the military. However Kamal Siddiqi rather courageously then goes on to refer to the "billion rupee smuggling racket that is run by an LEA". Yes, that is the crux of the matter. There has been much money made and still to be made out of Balochistan, and yes it annually amounts to many billions of rupees - from the unchecked smuggling of goods and drugs. As they say money is the root of all evil. Further, vested interests want to keep control of Balochistan for other very selfish monetary interests. The untapped mega gas (and possibly oil) reserves, and the money to be made from them obviously does lead to a lot of salivating in certain quarters. Rather than admit to the obvious, the public has repeatedly been told to treat Balochistan as a national security problem and the Baloch as traitors to the sacred soil of Pakistan. This argument is unmitigated nonsense. It is all about money and greed.
freedom?
There can be no solution till the time Baloch and Balochistan Problem are not separated. Pashtun and settlers alone form 53% of populace. Amongst the Balochs, 72 tribes support Pakistan. So Balochistan cannot be high jacked by 5 to 7 tribes alongside some foreign funded terrorists. More damage has been done by a section of Media, some TV anchors and messing by Mr Suo Motu who thinks that he is the only Aristotle on this side of the Pat Feeder Canal .
Not only baluchistan is burning but whole of Pakistan and that becuse of deep state. If Pakistan is to be saved deep state has to be eliminated from national affairs.Constitution has lost it's power to unite Pakistan. The controvercial religiuos ammendments have to go if real peace is required.
Baluchistan issue was simple issue which has been made complex due to mishandling. It needs urgent serious attention
