SC verdict implementation: Clerks barricade FDE main gate for 3 hours

Demand uniform policy for promotions.

ISLAMABAD: Around 100 clerks protested in front of the Federal Directorate of Education (FDE) on Wednesday for its failure to implement a Supreme Court decision ordering uniform promotion policy for FDE clerks.

The clerks, working at various colleges and schools in Islamabad, closed the main gate of the directorate for around three hours and did not allow anyone to go in or come out.

They contended that the FDE is using different promotion criteria for those working within the directorate and those at schools and colleges, despite being employees of the same department.”

“We won a case in the Supreme Court in July 2011, but its verdict was not implemented,” said Bilal Muhammad, a protester.

Another clerk stated there are around 100 clerks working within the directorate building who avail all promotion opportunities. They “become assistant directors within a short service period”, but few out of over 600 clerks working in different colleges and schools see promotion to the next grade in their entire service period due to the discriminatory policy.

“We challenged this discriminatory policy in the Supreme Court and won the case last year,” said Abdul Hamid, also protesting.

Hamid said the directorate constituted a committee to settle the issue, but it it only prolonged the issue.

They later called off the protest after FDE Director Muhammad Shahid assured them the apex court’s decision will be implemented by Monday.

“We will be [back] if the decision is not implemented,” Muhammad said as the clerks dispersed.

Despite repeated efforts for comments, neither the FDE director general nor Director Ashraf Nadeem answered their phones.
