Inspector General (IG) of Punjab Police Habibur Rehman has sought to nominate himself for a Sitara-i-Imtiaz for “remarkable contributions” during the terrorist attack on the Police Training School in Manawan in 2009, The Express Tribune has learnt.
In July, the IG wrote a letter to the Cabinet Division of the federal government nominating himself and five other police officials for medals, breaking several rules and irking the Home Department in the process.
The Home Department has asked the chief minister to withdraw the nominations and censure the IG, as he lacks the authority to correspond directly with the federal government, said an official of the Chief Minister’s Secretariat on the condition of anonymity. “He communicated directly with the Cabinet Division without the approval of the Punjab government, thus violating the rules,” he said.
In the letter, Rehman wrote that the six officers deserved medals for their “remarkable contributions” during the Manawan attack on March 30, 2009, when around a dozen gunmen took over the police training school for around eight hours. Eight policemen, eight gunmen and two civilians were killed in the attack and the subsequent siege.
Rehman, who was capital city police officer at the time, nominated himself as well as Senior Superintendent of Police (SSP) Zulifqar Hameed, Superintendent of Police (SP) Maroof Safdar Wahla, SSP Muhammad Wasim, Assistant Superintendent of Police (ASP) Jawad Qamar and Sub Inspector Muhammad Ali Butt. Rehman said that he should be awarded the Sitara-i-Imtaiz, while the rest should be awarded the Pakistan Police Medal (PPM) or the Quaid-i-Azam Police Medal (QPM).
The Cabinet Division, upon receiving the letter and noticing that it did not have Punjab government approval, contacted the Home Department. The department confirmed that it had not been aware of the nominations.
The Home Department later submitted a summary to the chief minister detailing the violations of protocol by the IG. The letter stated that according to Rule 47(III) of the Rules of Business 2011, the Police Department is an attached department of the Home Department and all correspondence between the government and the heads of attached departments, regional offices, autonomous bodies and district governments is to be conducted through the secretary of the department concerned.
The department said that citations for medals are supposed to be countersigned by the home secretary, not the IG. It said that the Police Order of 2002 gave the IG some financial and administrative powers, but not such to correspond directly with the federal or other provincial governments.
The Home Department pointed out that under National Police Bureau criteria, citations should not be sent for incidents more than a year old. The Manawan attack was over three years ago. The department also said that a judicial inquiry of the incident, though completed, had yet to be made public, so it was unclear if the medals were deserved. The department asked the chief minister to withdraw the citations forwarded by the IG and to direct him to stop such practices.
The federal government announces civil awards on August 14 and they are presented on March 23. The president confers these awards and presents them at the federal level, while the governors present them on behalf of the president at the provincial level.
Police Public Relations Director Nabeela Ghazanfar said that she had no knowledge of the matter.

All the PSP officers are part of APUG( all Pakistan Unified Grades). So IG qualifies to be posted as Chief secretary, Punjab. then Home Secretary would be his direct subordinate and there would be no impeding Rule of business. So appease the CM to post you as chief secretary Punjab.

Shame on this Police wala who seems to be too ambitious. He should be shameful for the excesses the police commits against the ordinary citizens everyday in his province and he is very much part and parcel of these atrocities. The Police in Pakistan are worst among the developing countries.
The other police walas nominated for medals must be his cronies and favorites in the dirty system.

Asides from the utter cheek of this laughable episode what should be highlighted is that the poor young policemen died needlessly. Appropriate security measures were not implemented by these officers and the men on guard duty did not receive specialist training for their duties.
The same lapses are evident in other uniformed services where intelligent leadership by officers is missing. More often than not these "officers" instead of carrying out field duties and training are hiding in air-conditioned offices, enjoying protocol perks which are of no use to the public and providing escort to dignitaries. Mostly they spend office hours receiving and sending "safarish" patronage rather than on Police duty.

This guys son is also going crazy because of his fathers position/ power. He recently banged his car (deliberatly) into someones car on a road that was under construction with the other side/ lane being closed by LDA. His defence was "you were driving on my side of the dual lane". By next day, the police removed all barriers on the other lane to show that he was innocent of ramming his car (head on) into someone elses and that the injured people in the other car were driving on the wrong side of the road. Not only that, the chit of a boy has actually taken the injured old couple to court with the state machinery backing him.

Not a single award was conferred upon any Police officer this independence day... Mr. Anwer Sumra would come up with a more startling story if he asks Rehman Malik the reason for not referring cases of 35 shaheeds who laid down their lives with gallantry... unfortunately they did not survive to pursue files of their awards to get them approved as per ' pakistani dastoor'...

Its time that the police should be taken out of the claw of "our rotten bureaucracy". Until some dept is under this clique called 'Bureaucracy" it cannot grow. Military is better organised in Pakistan only because they keep the bureaucrats at the place they deserve. The reason of decay of Pakistan, including our down to dogs politics and four marshal laws is nothing else then bureaucrats. Read about Iskander Mirza and Ghulam Muhammad.
Punjab Police has an abundance of competent, honest police officers in its top echelons, e.g. current Secretary Narcotics Javed Iqbal and current NPA Commandant Aftab Sultan (both were removed from their previous positions - IG Punjab, DG IB - due to their honest work).
The current IG was clearly chosen by Shehbaz Sharif to get the dirty work done before the elections.

If everyone is done hating on the guy, the bigger picture shows just how much a political government controls a state organ, whilst elected representatives of the people may be free to interact with each other, the state agency which is tasked with maintaining law and order may not even communicate without the go-ahead of its masters? and to think we are so prone to intelligence failures!

Rules of Business are Rules of Business and must be followed. The law is the law and must be applied. No cutting corners or we will head towards anarchy. Is there a prescribed disciplinary procedure for infringments of the Rules of Business? Should there be?

I do not know about the award for bravery, but he certainly qualifies for the Sitara-i-Imtiaz for Behad BeSharami if there is one for this category.
I am sure somebody must have told him that Nishan.e.Haider is given only to those who embrace martyrdom in special situation, else this guy would have nominated himself for the same instead.....this speaks for the quality of people who's job is to protect the nation.....
