PML-N harmed Pakistanis by attacking Shaukat Khanum: Imran Khan
Responding to the money laundering accusations levelled against him by PML-N senior leader Khawaja Asif, Khan said the party should have at least considered doing a little more investigation into the matter before speaking to the public.
“Shaukat Khanum Memorial Cancer Hospital is not Imran Khan’s personal hospital; the patients are not my relatives, they are Pakistanis,” said Khan, adding that by attacking the hospital, PML-N has caused harm to many Pakistanis who receive free health care at the hospice.
“It is the only free cancer hospital and PML-N should have thought before doing this,” Khan stated.
Lamenting that the PML-N dragged a welfare institute into the mud of politics, Khan said the finger-pointers should have attacked him but not the hospital.
Calling PML-N’s allegations baseless, the PTI chairman said the $3 million amount mentioned by Khawaja is already stated in hospital’s balance sheet. “If we had misused the money, we would have not mentioned it in our accounts,” Khan clarified.
As if to further admonish Khawaja, Khan pointed out that the PML-N leader had in fact relied on their public balance sheet to pick out all the numbers for his accusation.
Calling the accusation that zakat money was invested abroad a lie, Khan said that the hospital receives money from donors within the country and from those outside of it. He said the amount of money hospital gets in zakat is never enough to provide free health service and so fund raising events are organised to bridge the shortfall.
He further explained that the foreign donations are collected in a dollar account which is managed by the hospital’s endowment fund. “The endowment fund uses this money for investment and earn profit on it,” he declared.
“The endowment fund has its own board which decides how to use the money, a board of which I’m not a member,” Khan said, adding that the board decided to invest money in Dubai as property prices were rising back then.
Answering the accusations point by point, Khan said the money never went abroad from Pakistan as it was a part of the endowment fund and the company, where the hospital’s endowment fund invested, was owned by Imtiaz Haideri, who is also the chief executive.
“The investment crashed all of a sudden,” Khan admitted, but, said, the owner had promised them that they will earn profit on the investment and will not incur losses.
The PTI chairman said the PML-N probably played this blame game now because it’s Ramazan and the hospital receives huge amount of donations this time of the year.
“Khawaja might be upset by this but I want to tell him that we have received Rs40 million from Sialkot and raised Rs60 million through a fund-raising iftari in Lahore,” Khan boasted.
The PTI chief added that Khawaja might have levelled the allegations just to prevent the hospital from getting funds, adding that the PML-N has pulled such a stunt before.
“In 1997, I had to face a lot of trouble. I had to tour all over the globe to raise funds for the hospital as donations stopped coming in after PML-N created similar doubts,” he said.

It's fact that in Imran Khan is new, bit emotional and does not have much experience in politics compared to Nawaz and Zardari... but what the use of having sound experience and still keeping the whole nation deprived of basic facilities... @observer: I agree with your view. If I understand it correctly, Pakistan's accounting standards are IFRS based which prescribes a mark to market treatment of investments as you mentioned. So far there is so much clamour, that not enough information is available on why auditor allowed the assets to be shown at the original value despite losses. I have not seen financial hedging documentation yet that would capture information on CDS. I am thinking as the issue opens up, more information will become available. However, I do know 3 things that give me confidence: the accounts were audited by Ferguson, which is a well known global auditing firm. Secondly, in post-2007 financial crisis world, auditing firms have become very risk averse and pay very close attention to the line item of investments on the balance sheet and always side on the conservative side of recording asset base. So unless there was something concrete backing it, Ferguson won't have allowed invested assets to be shown at full value. Thirdly, the firm undertaking investment had been business for good time and most likely would have learnt enough lessons in the mean time to know that you should always hedge against market movements (specially after 2008 financial fiasco) and that's why they gave the guarantee letter to SKMH.

Of course, he has every right as you said, but there is a concept of 'compartmentalization', a human quality every successful individual possess. What he needs to do is to separate his cricketing and social achievements separate from his political ambitions. At political front, he should be able to defend himself with his political acumen and answer questions and offer solutions based upon the strategies he had devised to tackle the issues. However, he can use his achievements in other fields to his advantage by using innovative methods like donation campaigns, writing articles in the news papers, and live commentary etc., but without uttering a word related with politics and his party.

I do not know Pakistani Accounting Standards, but for the most of the rest of the world the Standards stipulate that all investments must be 'Marked to Market'. Which is essentially, how much the investment would fetch if the same were to be sold today. The story says “The investment crashed all of a sudden,” Khan admitted. And in such an event the devaluation MUST be shown as a loss and provided for.
However, it seems this has not been done in view of some promise made by the owner of the firm in which investment was made.To the best of my knowledge the only 'promise' that you can rely on comes from a Credit Default Swap or some such independently verifiable arrangement.Has this been done.

Your comments and sentiments are commendable and indeed you seem to be having great knowledge about the endowment funds and the use of Zakat money in it. However, may I point out that Mr. Imran Khan has specifically cleared this point in his statement on TV that the funds used in the endowment were donations from overseas and not the Zakat money.
I think Imran Khan is a credible person has to the best of my knowledge has not been accused or proven to be making wrong statements.
@bayareaguy: There are few updates that I wasn't aware of that I have come to know now. Firstly, how SKMH manages money, Zakat money is handled differently from donations. The money used for re-investment from endowment fund goes out of regular donations fund rather than Zakat fund. Zakat fund is purely for treatment of poor patients. Secondly, even for donation based funds, this was NOT a high risk speculative investment because the financial firm is under legal contract to compensate the funds back to SKMH along with profits (if any). So, SKMH has incurred no loss and that's why financial statements also show the full amount under assets. Believe me auditors are much more concerned about this stuff than you or I (how do I know this because I am myself an auditor). Lastly, please trust other Muslims and human beings. You seem like a great person. Do you really think that people will take money from you for a noble cause and spend so carelessly? End of the day even if you don't like IK for whatever reason, it is the poor people who will be suffering because of the lack of funds. There isn't a person I have heard of who got treatment from SKMH and wasn't happy with it. Its all because of people like you and SKMH team.

I wish these people commenting here and others would hold their parties whom they vote for and their leaders to such high ethical and moral standards and scrutinize their earnings but no those are considered to be holy and unquestionable. Here we are majority non tax paying corrupt nation without knowledge of how a charity organization works scrutinizing with such great zeal this organization.

@Falcon: Zakat, charity collected on the name of Allah for poor people treatment, is kept offshore account, not on the name of hospital, but invested in speculative investment, kindly check the ethic of the collection, forget the law of the land and international. My question is, does US laws allow money in endowment fund to be invested in high risk speculative investment through a British virgin island's off-shore shell company. I will appreciate your response. Also someone mentioned above, I donated money for Zakah purposes and it was not mentioned anywhere that it will be invested to generate more money. My Zakah is not for investment, no matter how great the cause is. There are very specific shariah laws about how Zakah money can be spent. Basically SKMT has damaged the trust of a lot of people by taking money as Zakah and investing it to create more money. That's the bottom-line.

Here is how endowment funds operate. Whatever the money they raise, that money is invested further to earn profit, in hope to multiply the current assets (cash) to bear future expense. IK said that investment was made to earn profit for the hospital since the collected amount was very limited to meet hospitals future anticipated expense.
This is how the banks operate. This is how any cooperation operate. If they run low on equity, they issue more stock (an other way of attracting investment capital).
What a shame that you people, typical illiterate Pakis, have no idea of how the SKMH is being run and just criticize IK for looting money. Can't you see patients being treated there? Are you so negligent to compare the cancer treatment cost of SKMH and the regular cost worldwide?

Brother I didn't say anything like that in my comment; please read it again. What I said in my comment was a humble request to IK, for his own sake, to keep SKMCH and cricket away from his politics and refrain from mentioning these two in political debates. Every Pakistani knows his achievements in social sector and cricket, so there is really no need of mentioning them every time else it makes him look like as if he has nothing much to offer in political field and desperately trying to make up using his achievements in other fields. Also he should focus all his attention on devising strategies to solve the Pakistan's complex issues and base his politics on his party's manifesto. This would certainly portray his image of a mature politician, way taller than all the other oligarchs, who is serious in tackling the monstrous issues currently the country is facing.

As for your question on surplus capital, all it means is that you have a rupee today but you are going to buy new healthcare equipment tomorrow, which is for PKR 1.20, so rather than leaving that one rupee in a bank where the value will decline by 9% (based on average inflation of 11% in Pakistan), you invest the money so that you can get PKR 1.20 tomorrow to buy the equipment. Hope this explains itself. It is called surplus today because today you need it TOMORROW rather than today. As obvious it not only prevents decline of money value but also brings additional profits that can be used for expanding non-profit operations. This is how non-profits across the globe work.

@bayareaguy: Do you have any idea about how non-for-profits and endowment funds are managed? All universities, pension funds, churches invest in endowment funds because they are trying to grow their funds for operations until they can plow them back into business. US law itself provides provisions for that. That is why pension funds were recently allowed to invest in private equity (which is a much more risky asset class than real estate). Lala Gee makes a valid point. Since Imran has tried to capitalize on SKMCH, for his political ambitions, he should not be surprised if the organization's transparency is called into question by his political opponents. Also since he makes unsubstantiated accusations on his opponents' honesty, he should not be surprised when his opponents make some accusations.
I normally tend to agree with @sabi and @Imran CON but not on this one. PML-N was within its rights to question SKMCH operations but in this case Imran's explanations are fairly straight forward and clear. As Imran stated 35% of SKMCH's funds are raised from overseas Pakistani. It is those funds that were used to create an endowment fund - so it is incorrect to describe this as money laundering. Money laundering transactions are never found on balance sheets. Some other points raised by Khwaja Asif have not been addressed though.
As a non-Pakistani I have no say in who is elected in Pakistan. Only Pakistanis can and should decide that. I am simply giving an opinion about this specific allegation and its rebuttal not about any party or its merits.
I used to donate part of my Zakah money to SKMH but this time I had severe doubts about the credibility of my money being used for what it was donated. I was not sure how these big jalsas are funded. IK himself made this hospital controversial by using it as a launching pad for his political career. I am amused by the web warriors responses. IK himself admitted that whatever KA mentioned is from the balance sheet so why you guys are crying over. I guess IK was not left with anything else but to admit his failure. One thing I am incensed about is that all my donations in USA which I thought were being used to cure people were invested/gambled in off-shore dubious properties. I am not sure but if any legal mind in US can comment if this can become a lawsuit over here because if you are running a non-profit 501-3c institution in US, for which donors can claim tax deductions, you cannot use the proceeds for investment.

Great at least IK do admit that hospital funds were used in Dubai property business, he also accepts that losses were there. Now owners promised that losses won't incur on investments. Is there anyone who would be kind to explain what is IK trying to defend? Money was invested, money was lost (both incidents in Dubai) so why get upset with K. Asif? He also pointed to same direction. Money collected under charity label n then used in politics or otherwise, well it's a cronic problem n practically (if not all) most political n non-political organization involve in this.
Khawaja Asif is a clue-less guy. Every big non-for-profit organization (including universities and pension funds) invest surplus capital in specific asset classes to keep the value of money from declining. This is especially true for high inflationary environments such as Pakistan where such organizations might end up investing in international assets. I agree that there should be more rigorous controls around the investment process so that investment is restricted to low risk asset classes, but that is a separate issue altogether. Dragging IK into it, who is not even on the investment board is a pathetic attempt by PMLN to defame PTI and SKMH.

I wouldn't care if I.K or SKH eats up 90% of charity it receives as it has saved millions of lives for free and will continue to do so. What has NS given to us for Qarz Utharo scheme ? The Principles of Accounting state that investments must be valued at Market Price. If the investments have been devalued then a loss MUST be stated in the balance sheet. The statements of the 'owner' of the investment have no value in accounting.

I work for a financial service firm that specializes in what Imran Khan seems to have done. Every large not for profit company does this, they create an Investment company oversees and invest their money their rather than keeping it in the the bank at zero percent return. Most of the times the investments are conservative, I assume Imran Khan used a company based in Dubai and with recent collapse of the Dubai Real Estate market he lost a lot of money. Agha Khan Hospital, Red Cross, and almost every other large organization does this type of investing. Any not-for-profit NOT doing it is being unfair to its donors.
May Allah show these politicians the righteous path and stop misguiding the public.
