Kabul has regularly accused elements in Islamabad’s government and army of backing militants and carrying out attacks inside Afghanistan’s borders - charges denied by Pakistan.
But it was the first time Afghanistan has held Pakistan responsible for hundreds of rocket strikes on the heavily forested Afghan border province of Kunar that it says have killed four civilians since March.
No one was immediately available for comment from Islamabad but Pakistan has previously accused Kabul of not doing enough to wipe out militant bases in Afghan border areas like Kunar.
“We now have enough evidence that proves the rockets used in these attacks belong to the Pakistani army,” the spokesman for Afghanistan’s National Directorate of Security, Shafiqullah Taheri, told Reuters.
“Pakistan has never had such brazen courage in its history ... They know that Afghan security forces can’t react, so they outrageously and indecently attack us,” he added.
Kabul would report Islamabad to the Security Council if the attacks continued and talks with Pakistan yielded no results over the coming days, Afghanistan’s foreign ministry spokesman Faramarz Tamana said.
“If diplomatic discussions bring no positive results we will refer the issue to the Security Council,” he told Reuters.
Both Afghanistan and Pakistan had previously accused the Taliban of carrying out the attacks on Kunar, as part the militant group’s insurgency plaguing both sides of the border.
Taheri’s comments come a week after Pakistan accused Afghan troops and NATO forces of failing to take action against what it said were Taliban safe havens in Kunar and other areas.
Pakistani media reported Islamabad had also accused Afghan troops of crossing into its territory on Monday, provoking clashes that killed two tribesmen. No one was immediately available from either side to comment on the reports.
Commentators have said Pakistan is trying to stamp its authority on the troubled border region ahead of the withdrawal of international troops from Afghanistan in 2014.

i think pakistan should close the border and mine it completely and do not allow any afghan to enter pakistan............and also these rockets and mortors wont work bring some big stuff,,,,
Keep the shelling up. We need media organizations throughout Afghanistan to report on the physical evidence and eye witness testimony of the damaged and injury inflicted on Afghanistan by Pakistani shelling. Oh yeah, That's what Afghans love to hear, that their innocent people are being shelled by the Pakistani Army now. Keep it up Pakistan. Your international public relations has been absolutely excellent lately. You know what you should do next? Invade, not too many, enough so we can slaughter them immediately. About 250,000 Pakistani soldiers would do.
Protest some more. We will follow the example set by the US and say "sorry" after 8 months.
@Yuri Kondratyuk: Not surrendering to India without taking it to the stone age this time. Do not worry. Wish Pak Had that capacity in 1971 then Hindu State terrorism would have been met with the Nuclear strike. Those days are over for the Hindu State. On those shoulders you are trying to jump now have already been tired and defeated by the Afghans. Same Mistake India committed with Soviet Union's support. It was defeated by the Afghans as well. This time Hindu State will meet a lovely response if it tried to do any such Hindu State terrorism as it did in 1971. By the way, What Happened in 1962? When Size Matches why it is so that Hindu State Surrenders so quickly? Nehru was badly Humiliated by China. Wasn't he? What was Nehru Thinking that he could get away with his adventure or what? LOL
@Saim Baig:
That's what AAK "Tiger" Niazi said after he surrendered to India in 1971. deja vu if you ask me.
@ adil : Stop day dreaming mate, those days are gone Afghans understand very well the amount of suffering that has been caused by Talis who get brainwashed as monkeys on your side of the border. You and your monkeys are up for a rude awakening come 2014 where Afghan forces will be stronger and villagers such as those in Ghazni ( Pakhtoons) will raise to kick these thugs out of their towns. It is time that your policy makers do a strategic pivot on your polices towards Afghanistan because at the end of the day your are turning your country into a failed state.
@Amjad: I agree with you. It is very necessary that Pakistan is contained within their borders. Also close all entry of Pakistanis to any country. Let each and every Pakistanis be isolated, alone and happy in their land of pure.
Well right now Afghanistan is home to mercenaries, and graveyard to empire on foreign dinars and chartered fighters is a long story...............d bravery is reflected from the biggest refugees settled for 3 decades in every part....................and yes you have gone to a wrong approach of testing our nerves..........the great game what so ever will be undone by Pakistan...............my apologies to the Delhi-Kabul-Washington-Tel Aviv Nexus
@Bravo : "we are now hearing threatening language even from Afghans"
Whats with that demeaning and condescending tone dude !! I suggest you take a look at your history, remember the old times that Afghans used to cross the Khyber pass all the way to India ? You even name you missiles with Afghan names and yet you have the guts to call Afghans in that demeaning manner. Remember every nation has its ups and downs and I am not advocating any war between the neighbors but though we maybe be poor thanks to some idiots on the Afghan side but we are proud nation, so get a life and grow up.
PEACE.
@Yuri Kondratyuk Graveyard....only to the "Empires" Not for the Caretaker of itself:)
Saim Baig:
I suspect Afghans never forget that. But, Pakistan should remember that for most of history, Pakistan was invaded & ruled by Turko-Afghan invaders. Should such invaders come for areas of Pakistan again, Pakistan has to rely on conventional force and can't use its nukes - just as US can't use nuclear weapons in Afhganistan. World won't standby and watch if nukes came in to play.
So, how prepared is Pakistan Army? - an army that hasn't won even a single conventional war it has fought till date, except for wars on its own people!!
This statement deserves a thousand more rockets from Pakistan's side, even if its false.
@Amjad: Why would an Afghani cross the border? That will be a journey from pan to fire.
@Tit-for-Tat Do you remember Salala incident?
@Saim Baig Do not under estimate Afghanistan. If Afghan decides then India will be its neighbor. I hope you understand what I'm saying.
@bravo: yeah right just blame Musharaff. I pity your intelligence
Ohh Afghanistan is the safest place on earth. I think it is time for Pakistan to kick out 3 million plus Afghans living here. They have already ruined our economy and now their government is blaming us.
The responce of Pakistan was befitting. They need more punishment for their acts.
Stop blaming Pakistan, try to handle the everthreatening taliban, who are now in command again and after the so called world power leaves Afghanistan Mr. Kabul Karzai may find a place somewhere in Pakistan to live.
Much awaited move!!
Pakistan Afghanistan conjoint brothers ! ++++++++++++++++++++++++++++ Now meeting at UN security council.
Yuri Kondratyuk: We know how to deal with them, don't worry.
well this was supposed to be done long time back ..pakistani army has taken so much of time 2 act....
Pakistan must retaliate for the uncontrolled terrorism from Afghanistan. Army should keep pounding the areas provided by the Afghan Govt and US to these terrorists in Afghanistan. Pakistanis support their Armed Forces without any ambiguity
It just reminded me of 1st, 2nd and third Pak Afghan wars fought in earl fifties. I think the present Afghan leadership is antagonizing Pakistan because they know that as soon as NATO( IF) leaves Afghanistan , they will also pack their trunks and will take ride in 2nd last Flight out of the country.
We love our Afghan brothers and sisters, but we have to deal with an iron fist, with those terrorists who use Kunar provin e to launch attacks against Pakistani army!!!
I think that ISAF should help to create a fence / wall on the border between Pakistan and Afghanistan so that the movement of people across the border will be controlled. This will prevent Afghani agents crossing illegally into Pakistan.
They are better than us. They have immediately decided to go to Security Council. We have faced attacks from western border a number of times both from Afghanistan and coalition forces. We are too weak at heart. Thanks to Musharraf, we are now hearing threatening language even from Afghans.
Just for fun, shoot a few rounds at NATO troops and installations, then sit back and enjoy the fireworks. I dare you.
Part of the greater game!!! Afghanistan must remember Pakistan is & will be its neighbor when US has left this region.
It does seems to me that Pakistan is trying to vent out their anger on Aghanistan... and ironically the safe havens that are troubling the world are being ignored.
Interesting.
Doesn't Pakistan know that Afghanistan is the graveyard of empires?!
