The Pakistan Medical Association (PMA) has indicated that it does not support the strike called by the Young Doctors Association (YDA) Punjab, which entered its tenth day on Wednesday, though both groups are on the same page in their demands for better perks and allowances.
The PMA had called a meeting of all doctors associations yesterday where it sought to formulate a joint strategy to press the demands for changes to their service structure. Though YDA Pakistan President Dr Rana Sohail attended the meeting, the YDA Punjab was not invited.
Asked why YDA Punjab was not invited, PMA General Secretary Dr Izhar Chaudhry said: “They gave the call for a strike on their own, without consulting us. They are running their own movement.”
Members of the YDA Punjab have been boycotting outpatient departments at public hospitals since June 11. Doctors’ representatives held talks with government officials on Wednesday night – their first reported contact in a week – but they were unsuccessful, said YDA officials.
A senior YDA Punjab member said on the condition of anonymity that the two associations had both signed a document of proposals for changes in the service structure that had been submitted to the Health Department last week. A PMA official confirmed that the two associations had an “internal agreement” to enter negotiations with the government together.
“The PMA says we should have consulted them before announcing the strike,” said Dr Mudassir Razzaq Khan, a member of the YDA General Council. He said that both groups may have different methods, but they were fighting for the same goals. “Our struggle involves boycotting outpatient departments (OPDs). They have their own way of going about it.”
PMA President Dr Tanveer Anwar said that at Wednesday’s meeting, a working group consisting of the presidents and general secretaries of the various associations had been formed to come up with a joint strategy to press for their demands. This would be announced at a press conference on Thursday (today).
The groups that attended the meeting included the Medical Teachers Association (MTA), Society of Surgeons, Orthopaedic Association, Society of Gastrology, Gynaecology Society, Radiology Society, Pathologist Society, Society of Urology, Private Hospital Owners Association and Pakistan Academy of Physicians.
A participant of the meeting said that the possibility of private doctors and hospitals joining the protest had been discussed. “It was suggested that 5,000 clinics run by general physicians and private hospitals could shut for a day or two to show solidarity with the doctors,” he said.
The YDA Punjab on Wednesday organised a demonstration outside Children’s Hospital, its second demonstration for this campaign. YDA spokesman Dr Nasir Bokhari, who works at Children’s Hospital, said the doctors wouldn’t remain on strike until their demands were met. He said the Health Department had contacted them on Wednesday but they told them to contact the PMA and MTA as well.
Meanwhile, patients continued to be turned away from public hospitals. “Patients who need to be hospitalised and operated on are being asked to come back after the doctors’ strike,” said a senior doctor at Jinnah Hospital.
No money for doctors’ demands
Special Assistant to the Chief Minister Khawaja Salman Rafique said that the government was still pursuing negotiations with the doctors and had no plans to clamp down on the protests.
He said the government could not afford the doctors’ demands for raised allowances and pay, but was willing to make the administrative changes they wanted. “We have worked it out and there isn’t any category [in the budget] from where we can cut funds and give them to doctors. We will ask the doctors to give up their financial demands for now. The administrative changes they proposed in the service structure can be accommodated,” he said.
Talking to reporters at his camp office at Minar-i-Pakistan, Chief Minister Shahbaz Sharif called upon the doctors to end their strike and said that their salaries were better than those of doctors in other provinces. He said the doctors’ strike had jeopardised the many good healthcare programmes initiated by the Punjab government for the poor.

@dd: the child died in paeds medical ward mayo, the FIR in thana gawalmandi notices the child died 45min after the "assumed/convicted guilty doctor" had been arrested from the Services hospital. How he went to mayo after being arrested to kill the child, is a mystery to me. It was on Geo that the FIR was fabricated. Search utube and you will find the link. Also the said doctor (Usman ul Haq) is a maxillofacial surgeon who dont ever, in their life, see a child with diarrhea in medical ward!
Govt has this much truth in its coverage of the issue!
pakistani young doctor association is killer of that small child.they will have to give the answer of that in front of Allah.its not just the case for just this child.we know what doctors do in mayo hospital and other government hospitals.getting a lot of money and doing such duty as they are doing it free.shame for those doctors who are killing their own citizen just for money.if they are not satisfied with their income why they come in this profession better they resign from that job and go to some other profession.
The YDA is doing right protest. I salute them. There should be service structure for doctors. If there is service structure for bureaucrats than why not for doctors? ......... is playing negative role and YDA should note it down for future. Yda and all senior doctors treat this organization at CPSP and other levels to fail them again and again.........
To bring change, you have to work hard... And our Govt does not want anyone to challenge beaurocracy.
I wish there was a way otherwise.
OPD only strike was good enough (OPD does not cater to serious and critical patients). Doctors were pushed to call off ER (emergency) and indoor (patient who cant take care of themselves or cannot be managed at home by family) services after arrest of their leaders followed by physical torture.
Rumours like doctors pulled out the IV (drip) of an infant (1 year kid) and the needle broke in arm is also wrong. Intravenous or IV line/brannula has a plastic sheath. Once proper vein has been punctured and plastic sheath is in place, needle is removed and fluid (drip) is attached to the plastic sheath. Doctors dont place it in emergency, they only prescribe it and the staff nurse or paramedical staff takes care of it. So if the doctors ran to save their lives, staff nurse could care for IV line.
It has happened that media personnel including every sweeper from news channels/papers comes to govt hospital with ID card of media and threatens doctors to see their patient first. We, doctors, are better judge of which patient needs more attention critically like attending to a fire arm (gun shot) injury to abdomen first and case of minor stitching later.... This is about service structure and security at work
One of the reasons doctors leave Pakistan and lady doctors dont work as their families dont want them to be in danger, to be manhandled and mistreated!
@Kashif Iqbal: No its wrong information
Salary every where is same
24000 for House Officer 42000 for Medical Officer
Once you are medical officer you will retire or die in same BS 17.
While in every other service you are upgraded.
More over strike is not for pay . its for service structure
doctors treatment in government hospitals is very very bad.they treat their patient very well in their private clinic but the same patient treated very badly in the government hospitals.so if we see the duty of these doctors in these hospitals then their salary is more then their service.these young doctors are just striking for nothing.
what doctors r demanding a service structure. Army css officers all have a service structure. so why doctors should not have a service structure of their own. Why shabaz made false promises. so now he should behave like a leader who really want to serve the masses and give doctors their own service structure just like beuracts and army personalls and all other departments have.
doctors should work in hospitals and the attendants of the patients should come on road for doctors demands if they want the services of doctors. in this country your demands will never be fullfilled if you remain peacefull. u have to take ur rights by force, we have seen this in past one example is of the movement of CJ. the people who are saying that this is not the right way should tell them(the doctors) that whats the right way to ask for their rights keeping in mind the past.
I work for Free as a House Officer in a Public Hospital!! :-D All the facts provided by the Govt. are wrong! Zinda hey Daaactarrr Zindaa hey :P
@Kashif Iqbal: This is the biggest lie. The salary is 40,000-45,000 and some hospitals even given 27,000 rupees. Punjab Gov is telling lies.
@Kashif Iqbal: First Government is telling lies. First day pay is 24,000 not what government is publishing. and pay of the sweeper in my ward (at Mayo hospital Lahore) is 18,000 pay of ward boy (a helper in hospital who is only metric pass) is 10,000. even pay of Senior Registrar in 18 scale who is almost 35 years old is 45000. All figures by the government are wrong ( you can confirm it by checking any doctors salary slip) Another thing is, its not salaries we are talking about ... its Service structure For example 1) when a doctor is employed by government in BS 17 , most probably he will retire in same grade 2) even if he has to get BS 18, then first he will leave his first appointment and will have to re apply for new bs 18 posting (that means if my first day pay is 30,000 and after 5 years it will increase upto 45,000 due to yearly increments and now if i somehow become eligible(in case i pass my specialization) BS 18 posting then I will have to leave all my increments, i will be relieved from my BS 17 job and re appointed in BS 18 and my new salary will be 35,000. dont you think its an unrealistic approach by government

Doctors should be given service structure like any other department in the light of the decision of the supreme court. Non compliance should be treated as contempt of court as is done in case of PPP.
Punjab Government should through these black sheeps out of the service, they are blackmailing the goverment and innocent people too.
@questioner: @Kashif Iqbal: Dear, their demand is proper service structure, not just salary . . .!!!!
@Kashif Iqbal.. What is the reference for this? Also how many years of experience is required before becoming grade 17 officer?
The salary of a young doctor in grade 17 in Punjab is Rs. 70,000 per month while it is 25,000 to 30,000 in other provinces. What else they want?
