'Powers to party head will promote hereditary politics'

Justice Rabbani observed that more powers given to party heads under 18th Amendment will promote hereditary politics.

ISLAMABAD:

Justice Ghulam Rabbani has observed that more powers given to party heads under the 18th Amendment will promote hereditary politics.


Justice Rabbani made the observation while hearing the 18th amendment case and observed that extra powers given to party chiefs are also against Article 19 of the constitution.


On the other hand, Federation's Lawyer Nasrullah Warraich argued that party presidents have been given powers to stop horse-trading and to strenghten democracy.


He said that the 18th amendment is not in conflict with any other constitutional clause.


Furthermore, Warraich also said that the administration enjoys the authority to appoint judges and that the parliamentary body represents the administration. He added that the court has no power to reject the constitutional amendment or make changes in it.


Meanwhile, Chief Justice Iftikhar Chaudhry asked the federal government to explain whether the National Assembly will also be part of the administration.
