LAHORE: The Lahore High Court has asked lawyers for two sheesha cafes and the city government to present arguments on May 25 on whether sheesha qualifies as a narcotic substance and whether its use is prohibited or not.

The café owners had petitioned the court to restrain the city government from conducting raids on their businesses. They accused the city government of taking coercive measures against the cafes and prohibiting the use of sheesha when their business was entirely legal.
