ISLAMABAD: Ministry of Petroleum has become failed to remove Geological Survey of Pakistan (GSP) deputy director general whose reappointment has been declared illegal by the Islamabad High Court.
The court in its judgement on April 26, 2012 declared the reappointment of Abdul Ghaffar Khan Afridi illegal and directed secretaries of Ministry of Petroleum, Establishment Division, the prime minister and the Federal Public Service Commission (FPSC) to immediately remove the respondent from his services. The court directed to fill the post in accordance with the law.
“He is still holding the post and no action has been taken so far in line with the direction of the Islamabad High Court,” a government official said.
According to the decision of the court, Afridi retired on November 22, 2009 and was re-employed on contract basis for one year which was then again extended on January 28, 2011 till further order. Petroleum Minister Dr Asim Hussain told The Express Tribune that the ministry had not issued his re-employment notification.
A senior official of the petroleum ministry said that Afridi got a one-year extension last month despite the petroleum ministry sending a summary to prime minister in March 2012 to remove the respondent. “Prime Minister Yousaf Raza Gilani had given him an extension on a contract basis for another year,” sources added.
The court observed that directions were made to fill the post on a regular basis but no action was taken and Afridi was allowed to continue on contract for an indefinite period. “This attitude reflects bad governance on part of respondent petroleum secretary who failed to adopt the prescribed procedure for filing the post of a senior rank in BS-20,” court noted.

Sir, I was stenographers in Geological Survey of Pakistan and retired on 4.5.2012 under Mr. Afridi, in contrary to President's instructions about preparation of pension papers i.e. three months before commencement of retirement date papers should be submitted to Audit for issuance of pension payment orders, Mr. Afridi is not signing the papers even after my retirement. This is a little example of his attitude with subordinates. since his assignment than retirement and twice time extension, no progress is made in GSP Lahore. I also deserved extension/reappointment being vast experience as Stenographers i.e.35 years. but in vain because. I have not 15 MNAs and 3 Senators and have not money to spend for this purpose.
