“We have focussed especially on capacity building and interaction with the international community.”
Detailing steps taken by Pakistan to ensure nuclear safety, he said “we have established a Center of Excellence for Training, which conducts specialised courses in nuclear security, physical protection and personnel reliability.” This center, Gilani said, was open internationally. “We offer this Centre of Excellence as a regional and international hub for training.”
“We are deploying Special Nuclear Material (SNM) portals at key entry and exit points to detect, deter and prevent illicit trafficking of nuclear and radioactive materials,” he added.
“Pakistan has been active in international diplomacy to promote nuclear security. We have supported the work of the Global Initiative to Combat Nuclear Terrorism (GICNT),” he said, adding, “Our reports to the UN Security Council Resolution 1540 Committee have shared details of the measures we have taken to secure sensitive materials and technologies.”
Gilani said that Pakistan had also developed a strong nuclear emergency response mechanism. “Nuclear and Radiological Emergency Coordination Centres work closely with the first responders.”
Fukishima was a watershed for countries having civilian nuclear power plants. “After the Fukushima accident, we carried out comprehensive stress tests of our nuclear power plants. Following these tests, we have refined and improved safety parameters,” Gilani said.
Additionally, the Premier said “Last year, the IAEA Board of Governors unanimously approved the safeguards agreements of our two new civil nuclear power plants. This shows the international community’s continued confidence in the safety and security standards maintained by Pakistan.”
Based on this, Gilani said that the country’s National Command Authority has approved Nuclear Power Programme 2050 according to which Pakistan will be building two new power plants. “We urge the international community to give Pakistan access to nuclear technology for peaceful uses on a non-discriminatory basis.”
“Pakistan qualifies to become a member of the Nuclear Suppliers Group and other export control regimes,” he added.
However, it lay not only for Pakistan to ensure nuclear security. “Together, we have taken steps to create a secure world that will not live under the fear of nuclear terrorist attacks. We firmly believe that nuclear materials must never fall into the hands of terrorists,” the Prime Minister reiterated.
Gilnani said that Pakistan was engaged in dialogue with other South Asia countries to improve nuclear security.
However, the Prime Minister said that the prerogative for nuclear security lay on individual nations. “If nations do not move, nothing would move. If nations move feebly, nuclear risks increase many times. But nations need to move together and learn from each other. And this is precisely what we aim to accomplish at this Summit”

@Saad: On the lighter side - Pakistan news sites has much more masala than bollywood movies (isme emotion hai, drama hai, comedy hai aur tragedy hai- better than any bollywood movie) On logical side - If the rest of the world is unwilling to part with technology, build it indeginously. Convert this situation into an opportunity. After all all journeys begin with first small step.

Allah Almighty has given Pakistan a lot within Pakistan and the only need is to explore.But always insincerity,dishonesty,slavery and begging are making it the most difficult task and instead of the world only China and Iran are good enough for Pakistan in this regard but unfortunately USA is the biggest hindrance in this way for Pakistan.

Why are people wasting time on this subject?. No country is going to sign nuclear deal with Pakistan for any time soon(probably never). They have the right to ask and will be refused. So this discussion is a waste of time in my opinion. Even China was trying to Grandfather the reactors they wanted to give Pakistan.

World community urges Pakistan to give up terrorism as state instrument policy !
Here is one idea to solve Pak problem. Pak should request NSG for a Nuclear power plant in the indian side of the Pak border, to be operated by Indians and nuclear materials from the rest of the world. The entire power is to be exported to Pakistan at agreed rates. The security on pak side to be taken care of Pakistan and on indian side to be taken care of India. Wont that solve the power problems. And this will be a good CBM

Honestly, we have to make a mockery of ourselves at every international meeting, don't we? I look around myself, and I see poverty, lack of education, lack of healthcare, little children begging or being exploited in every form............and yet our rulers and the establishment want to keep begging for international aid and than pocket the money. I hope they get their acts right in this life time, otherwise these losers will be ruling, but there won't be any people left in Pakistan to rule.
And don't even get me started on our stupid obsession with India....it might hurt the sentiments of the ghairat brigade, but India is in a totally different league today. Lets build what India has built and than ask for international respect and equal treatment!!
Even China would not give nuclear technology to Pakistan. China may give only old technology which is already in use in Pakistan. No upgrades or no later technologies. They also suspect Pakistan's credibilities.
@Cautious: While Dr. Khan was responsible for inward proliferation of nuclear technology to Pakistan, I do not think that he was responsible for the outward proliferation activities from Pakistan to Iran and Libya. It was the Retired Generals who used and ordered Dr. Khan to do the dirty work for their personal benefit. This is the reason Pakistan did not allow USA access to Dr. Khan. Gaddafi disclosed that he paid $100 million for the technology. Who received the money ? Looking at the way Dr. Khan is living, it does not appear he received the money. Can't say that about the Ex. Generals and their life styles. Dr. Khan would not be allowed to leave the country, even on a Haj pilgrimage.
Is it just me or does anyone else see the folly in the state about PAK nuclear response. It seems PAK is having difficult responding to something relative as a flood. Does anyone believe their response to a nuclear accident would be any better?

If the unthinkable happened and somehow IAEA decided to give Pakistan the same nuclear deal that it gave India, does Pakistan have money to pay for nuclear power plants? After all they have trouble financing the IP pipeline or even buy enough oil/gas to run existing power plants. So where would Pak get the billions of dollars to pay for a nuclear power plant.
Gilani knows he will not get what he is asking for. The audience for his speech is Pakistanis whom he wants to show that he is doing everything possible to address the power crisis. It is just the Islamophobia of the IAEA members which is preventing Pakistan from solving its energy problems.
I think Pakistan has large coal reserves, which can be used to generate ample amount of electricity but the state is doing nothing but begging others nuclear power. I think this seems to be a ploy achieve the goals (acquiring nuclear technology) at the cost of Pakistani people. Good luck Pakistanis, you are going to need it.

It would seem if PAK can build a nuclear bomb then it should be able to build a nuclear power generation facility.

You have made no serious attempt to find and punish all the people who were responsible for selling nuke technology to N Korea, Iran and Libya -- so why should anyone think you have turned over a new leaf? You still hold out Khan as one of your national hero's -- most people outside Pakistan think you should toss him in jail and throw away the key. There is an obvious gap between Pakistan's expectation and reality.
Pakistan has 150 BILLION TONS of untapped coal deposits in Sindh province. How come they have not utilized this black gold to produce power since the proven reserves are known to them for decades? The reserves are enough to meet electricity demand of growing Pakistan for the next 500 years, according to Pakistan.
Electricity generation by using coal as the fuel is cheaper, quicker and safer compared to civil nuclear technology.
How come Pakistan did not urge the world leaders to let it construct gas pipe line to meet the requirements for the generation of electricity and industry?
The fact of the matter is Pakistan wants to produce more fissile material for its insatiable desire for more Islamic nuclear bombs which is being manufactured at an alarming rate leaving India, France and Britain behind.
Pakistan has no credibility left what so ever in the civilized world specifically on the issue of nuclear technology after its admitted involvement in the international proliferation of nuclear bomb technology to Iran, N Korea, Libya and offer to Saudi Arab and Iraq.

India gets treated way differently than pakistan at international level...even when both countries started from zero...millions of refugees, illiteracy, poverty etc etc...
for example...in the same summit where pak pm is asking for tech...south korea is itself offering its tech to india (now its a diff thing that south korea progressed at much faster rate than india...but still)

we dont seem to learn from past. We have raised this issue a million times during 2005-2007 period and the entire world rebuked us. IAEA as well as NSG clearly said in their respective declarations, that Pak will not be considered for this deal as we are not only ineligible, but have poor track records of global state supported non proliferation as well as high risk of attacks. I dont understand why do we have to raise this issue as beggars trying to compare ourselves with India, which clearly is in a different league altogether. Our energy needs can be easily addressed through thar coal, wind, solar and hydro energy if only we stop buying more weapons and use the taxes properly.
