Speaking at a press conference in Multan, Khar also said that causing trouble to forces fighting in Afghanistan is not in Pakistan’s favour.
She further added that Pakistan’s foreign policy was driven by the parliament.
Stressing the importance of dialogue between India and Pakistan, the foreign minister said both the countries have understood that talks can lead to solutions.
Calling Hamid Karzai’s recent visit as very fruitful, she said good relations with all the countries can ensure peace within the country.

This is a cop-out. In a well established parliamentary democracy like UK or India, the foreign policy is decided by the executive which constitutes the Prime Minister and his council of ministers. The parliament is a legislative body.The parliament would be involved in foerign policy only if a new policy impacts existing laws in the country e.g. when the nuclear partnership with US was being put in place in India.
Yes the parliament, media and civil society CAN influence foreign policy by exercising their right to free speech. Bu the executive can still overrule as long as it is willing to pay the price of losing votes in the next election.
This can only mean that khakis are eager to open the NATO supply line to get the USA $$ gravy -train moving again, but the khakis dont want the gullible awam to think that khakis has once again sold out. Therefore, they are doing what they usually do when the proverbial 'cow dung' hits the fan, Let the civilian take the heat and the blame!!

Then take this matter to the whole parliament and let them decide, instead of giving the matter to parliamentary committee of your own choice

Sounds grand -- if that is accurate then why did you defer the meeting when Parliament was all set to discuss the NATO supply line? It would appear that by the time you get around to deciding to open the supply line NATO won't care one way or the other.
